FCM19810408FINANCE COKMXTTEE - CITY O$ MUSKEGO MINUTES OF MEETING HELD APRIL 8, 1981 The meeting was called to order by Chairman Gottfried at 8:00 P.M. Also present were Committee Yembers Weed and Radtke, Police Chief Scholz, members of the Muskego Police Association and Robert Klenz. Association which had been denied by Chief Scholz. The grievance Mayor Gottfried read a grievance submitted by the Muskego Policeman's involved the question of whether or not personal appearance was a negotiable item and whether or not the requirement reearding side- burns and mustaches was reasonable. Officer Daley, Presidenr: of the Policeman's Association, presented the cornittee with a copy of a decision handed down by the Wisconsin Employment Relations Commission involvin a similar matter in the City of Wisconsin Rapids. Chief Scho Ts z explained his reasons for clarification of the rules regarding personal appearance of the officers of the police normally required to answer a grievance by an additional two weeks. department. The members of the association agreed to extend the time Mayor Gottfried was directed to submit the question to Attorney John Swain for his recommendation. The committee discussed the matter of the request from the Library to continue the maintenance agreement on the memory typewriter used in that department at a cost of $396.00 per year, The committee noted the typewriter is used constantly every day. Ald. Radtke moved to recommend to Common Council approval of a maintenance agreement with IBM for the Library Memory Typewriter. Seconded by Ald. Weed. Motion carried. The committee discussed at length the errors and omissions policy city's insurance carrier. The committee agreed that if the policy for city officials and employees which has been recommended by the was needed it should be for $5,000,000.00 at the approximate cost of $1,189.00. The cornittee reviewed a letter from the insurance were not recommended by this policy and further that at this time no carrier indicating that matters involving violations of civil rights policy which would protect city officials and employees from suits to have the city's insurance representative spell out specifically involving civil rights was available. Mayor Gottfried was directed what the proposed policy covers that is different from that which is covered in the city's present liability policy, The committee discussed briefly the request of Tudor Oaks for a revision of the present voluntary agreement which they have with the city. Further discussion was deferred until the next meeting. The committee reviewed a note from the city's maintenance service indicating that they would clean the carpeting in the city hall and library for $635.00. The committee noted that the carpeting had been cleaned over a year ago for the same figure. Ald. Weed moved to have the carpeting cleaned Seconded by Ald. Radtke Motion carried. At the request of Chief Scholz a quote to clean the police department carpeting will also be requested. The committee reviewed a communication from the DNR regarding the appraisal of Dandilion Park. It indicated that LAWCON funding or ORAP funding probably would not be available because of President Reagan's austerity program. The committee agreed that no further monies should be expended on this matter at the present time. The committee acknowledged receipt of trans ortation aids from the Wisconsin Department of Transportation in t K e amount of $49,039 83. Same placed on file. Ald. Weed moved to recommend Council approval of vouchers totalling \ \ $295,890.84. Seconded by Ald. Radtke. Motion carried. \ \Aid. Salentine discussed with the committee a suggestion from the Lake Denoon Advancement Association that the water patrolman's activities be reduced substantially. The committee agreed to review the matter further, Ald. Weed moved to adjourn. Seconded by Ald. Radtke. Motion carried. The meet ing adj ourned ,
