FCM19800806FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 6, 1980 The meeting was called to order at 7:35 P.M. by Chairman Gottfried. Also present were Committee Members Radtke and Weed, Aldermen Knudsen, Sal- entine, Lt. Zabel, Police Chief Scholz and City Clerk Stewart. The committee interviewed the following persons for Operator Licenses: Perry Ciechanowicz Mary C. Hildebrand Kristine A. Hoeft Timothy J. Salla Jeffrey J. Prokop Patricia K. Serkowski Richard D. Radtke moved to recommend Council approval of the above listed persons to have Operators Licenses, subject to receipt of favorable police reports. Seconded by Ald. Weed. Motion carried. Ald. Weed moved' to recommend Gathering Permits for Worldwide Church of God (baseball tournament) for August 31st and September 1, 1980 at Mill Valley School Seconded by Ald. Radtke. Motion carried. Ald. Weed moved to recommend approval of a Gathering Permit for St. Leonard's Home and School Association for September 20, 1980. Seconded by Ald. Radtke. Motion carried. Ald. Weed moved to recommend approval of Popcorn Wagon for Sherwin Beyer. Seconded by Ald. Radtke. Motion carried. Mayor Gottfried advised the committee that the city's liability insurance now covers the former city hall building and the buildings in -the city's Bicentennial Park. Mayor Gottfried presented the committee with an offer to purchase Lot 11 Block 16, Fountainwood Add. #3, in the amount of $10,200.00 problems they have had selling the lot because of the poor soils from Mr and Mrs. Daniel Rozeski. The committee discussed the resulting in foundation costs of between $10,000 00 and $lS,OOO 00 Ald Weed moved to recommend to the Common Council the offer be accepted. Seconded by Ald. Radtke Motion carried The committee reviewed the need to transfer funds from the Public Works Department to Parks and Recreation in order that they can be reimbursed for rental charges for the Kraklow building. It would also be necessary to provide $1,620 00 to Public Works Acct. $55800-5200, Maintenance of Buildings and Grounds, in order that monies would be available for leasing the Kraklow building. Ald. heed moved to transfer $1,620.00 from Account #55500-1100, Salaries and Wages, Snow Removal, to Acct. #55800-5200, Maintenance of Buildings and Grounds. Seconded by Public Works Account $55800-5200, Maintenance of Buildings and Grounds Ald. Radtke. Motion carried. Ald. Radtke moved to transfer $945.00 from to Parks and Recreation Account #57200-3511, Rental and Leases. Seconded by Ald. Radtke. Motion carried. Mayor Gottfried explained to the committee that a previous transfer approved by the committee to cover additional costs for the Outreach Program w2s in error. He indicated the amount should have been Library Acct. 857100-1100, Salaries and Wages to Acct. #57100-6200, $358.60. Ald. Weed moved to authorize the transfer of $358.60 from 4 Telephone. Seconded by Ald. Radtke. Motion carried. Police Chief Scholz requested the committee to transfer $3,847.43 Gas, Oil and Lub. and to transfer $700 00 from Acct. #52000-3216, from Acct. #52000-3910, Police Vehicle Replacement, to Acct. #52000-3311. Supplies and Expenses, Field Operation, to Acct. #52000-1111, Dispatcher's Overtime. Ald. Radtke moved to grant the request. v\ Seconded by Ald. Weed. Motion carried City Clerk Stewart presented to the committee cost comparisons between the existing Xerox machine and a new one. She indicated that the new machines that automatically print on both sides of the paper which would save a considerable amount of employee's time as well as paper. She indicated that the difference between the two machi I@ was $28.00 per month. Ald. Radtke moved to authorize the Clerk to have the Xerox Company place a new machine in the office on a trial basis. Seconded by Ald. Weed. Motion carried, The committee reviewed the recommendation of the Parks and Recreation Board to accept the low bids of the following firms for the Bluhm Fam Park Project - Phase I. c Wolf Construction Co. Struck & Irwin Jerry Kasian Landscaping Co. $58,3 80.00 13,725.00 29,107.20 A1d. Weed advised the committee that $40,000.00 had been placed in the 1979 capital budget as the city's share of the project and that $70,000 00 has been provided by LAWCON. Ald. Weed moved to recommend to the COrmoOn Council that the above low bids for the ~lh-~arm Park Project - Phase I, be accepted. Seconded by Ald Radtke. Motion carried Communication from the State~~of Wisconsin Department of Revenue indicating the city has received $252,514.89 shared revenue and $13,78 fire insurance rebate. Minutes of the previous meeting were reviewed and placed on file Mayor Gottfried advised the committee the city had received notice from the Waukesha County Treasurer that Lot 1 Block 1, Valley View Heights Subdivision, was available for back taxes in the amount Of which would make the lot worth approximately $10,000.00 Ald. $823 79 He indicated the assessed value on the lot is $5,000.00 Radtke moved to recommend to the Common Council the city buy Lot 1 Block 1, Valley View Heights, from the County for back taxes in the amount of '$829 79. The report from'the Department of Weights and Measures was received and placed on file. The committee acknowledged receipt of a claim from Dennis Skorey for damage to his concrete driveway by the Public Works Department. Correspondence placed on file. A memo from Chief Scholz regarding guidelines to be followed when handling complaints from citizens was reviewed and placed on file. Ald Weed moved to authorize City Clerk Stewart to amend the monthly of budget available each month for each department. financial statement by adding an additional column showing percentage The committee reviewed the vouchers payable. Ald. Radtke moved to recornend approval of payment of same by the Council. Seconded by Ald Weed Motion carried. Mayor Gottfried reviewed with those present the 1979 Audit Report. Ald.
