MINUTES OF MEETING HELD NOVEMBER 7, 1979
The meeting was called to order by Chairman Dumke at 7:20 P.M. Also
present were committee Members Tomczyk and Ford and Ald. Weed.
The following persons appeared to apply for Operator's Licenses:
David Mead Lociero Rosaria Lynn Behlendorf
Ald. Dumke moved to recommend approval of an Operator's License for
the above listed persons. subject to favorable police reports. Seconded
by Ald. Tomczyk. Motion carried.
The committee acknowledged a communication from the snowmobile club
of Big Muskego Lake expressing opposition.to the area proposed to
be used by the 4-wheel (4 x 4) at their rally. The committee directed
Mayor Gottfried to contact a member of each snowmobile club to discuss
the matter at the next Finance Committee meeting.
The minutes of the previous meeting were reviewed and placed on file.
The committee discussed the payment of prescription sunglasses broken
on duty by Officer Wolfgram'. Ald. Tomczyk moved to approve payment
for broked prescription sunglasses by police officers while on duty,
however, ordinary sunglasses would not be covered. Seconded by Ald.
Ford. Motion carried.
Ald. Ford moved to approve the request of Librarian Kathy Horton to
appoint Lorene Bonnell to be the night desk attendant in the library
Seconded by Ald. Tomczyk. Motion carried.
Ald Ford moved to grant the request of Chief Scholz to have Officer
Budish attend a one-day Child Abuse Seminary on November 9, 1979.
Seconded by Ald. Dumke. Motion carried.
The committee acknowledged receipt of a communication from Chief
Scholz regarding a new Chief's seminar in Madison. No action was
taken on this request due to lack of information.
Ald. Ford moved to authorize city attorney to begin action against
Covenant Living Centers because of failure to pay monies due the
city. Seconded by Ald. Tomczyk. Motion carried.
The conunittee reviewed proposed lease agreement between the city
and Muskego Fine Arts, Inc. Ald. Tomczyk moved to recommend approval.
Seconded by Ald. Ford. Motion carried.
The committee received and acknowledged the decision of Heckert vs.
the City of Muskego and placed same on file.
The committee reviewed the award for final arbitration of the
Teamsters Local #695. Same placed on file.

The committee reviewed the matter of the grievance filed by
Judy Cummings regarding vacation pay. Ald. Dumke moved to
recommend to the Common Council denial of the erievance.

Representatives of the Public Works Department appeared at the
committee to review their pension program. They indicated the
present plan is based on $.35 per hour and they requested to improve
the plan by going on a percentage basis. The committee expressed: .the
feelings and reasons why they did not favor the Wisconsin Retiremerrc
Plan. The representatives stated they would 'not pursue the State
