FCM19791011FINANCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD OCTOBER 11, 1979 The meeting was called to order by Chairman Gottfried at 7 35 P.M. Also present were Committee Members Dumke, Ford and Tomczyk. Also present was Ald. Salentine, Kathy Horton and Olga Minier. Librarian Kathy Horton reviewed for the committee the proposed library budget for 1980. Mr. Fred Baewer, Parks & Recreation Director, appeared to discuss .with the committee his requests for changes in the Parks & Recreation 1979 Capital Budget. Mr. Baewer indicated that LAWCON funding was not available for updating the city's Master Plan for Park Develop- ment and therefore an additional $1,700.00 would be needed. He indicated that several items approved in the capital budget for 1979 were not purchased in 1979 such as portable welder, outdoor grills, etc. He asked that these monies could be to cover the additional monies needed Mr Baewer also indicated that the cost of improving the drainage at Horn Field was $2,070.00 rather than the $1,000.00 budgeted in 1979. He stated the cost of a vehicle purchased by his department was less moved to recommend to the Common Council that the following changes in than anticipated and therefore the money was available. Ald. Ford the Park and Recreation Department's Capital Budget for 1979 be made 0 Updating Master Plan for Park Development from $2,500.00 to $4,200.00 Horn Field Project from $1,000 00 to $2,070.00 8 - Motion seconded by Ald. Tomczyk and carried. Fire Chief Martin and several officers of the Muskego Volunteer Fire Martin indicated that he had not included funds for radio maintenance Company appeared to discuss their proposed 1980 budget. The committee agreed to assume the costs to continue under a non-contractural arrangement since costs of year of 1980. The committee also discussed with Chief Martin and for maintenance of the radios for the Muskego Fire Company for the the representatives of the fire company the proposed site for a new station, that site being located on Tans Drive and Racine Avenue. Mayor Gottfried agreed to initiate the necessary resolutions in order that negotiations with the owner of the property could begin. Chief Bierbach and other representatives of the Tess Corners Fire Mr. Ed. Salentine indicated that the Board of Directors of the fire Department presented their 1980 budget for review by the committee. department had decided not to accept the city's offer to absorb their total indebtedness as part of the city's capital budget program. He indicated that the decision was based on the desire to keep the Tess Corners Fire Department as autonomous as possible. The committee discussed once again the claim submitted by Oskar Michels for damage to his boat while patroling Denoon Lake. Ald. Dumke moved to pay Oskar Michels $304.50 (one-half of the claim). Seconded by Ald. Tomczyk. Motion carried, A review of accounts by the committee indicated that several transfers in the Public Works Department and the Police Department were necessary because of incompletion of the salary negotiations. Ald. Tomczyk moved that the following transfers be made: From To Amount Acct. 858300-3212 Acct. #52000-1111 $ 3,000.00 (Contingency) (Police Officers) Acct. #58300-3212 Acct. #55100-1000 21,000.00 (ContTngency) (Public Works) Motion seconded by Ald.
