FCM19790822FINANCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD AUGUST 22, 1979 The meeting was called to order by Chairman Gottfried at 7:30 P.M. Mrs Neorne Schaumberg appeared to apply for a Class "A" Fermented Malt Beverage and Intoxicating Liquor License. Ald. Tomczyk moved Dumke. Motion carried. to recommend Council approval of the application. Seconded by Ald. The following persons appeared to a.pply for an Operator's License: Eugene Vaughn Michael Decker John Wo j c zak William Kokott Lynn Ellis Pam Dorenbos Ald Tomczyk moved to recommend Council approva1,of the above listed persons for an Operator's License. Seconded by Ald. Dumke. Motion carried. Vouchers in the amount of $387,479.58 were reviewed. Ald. Tomczyk moved to recommend Council approval of payment of vouchers. Seconded by Ald. Dumke. Motion carried. The committee reviewed a communication from the Wisconsin Department of Administration - Bureau of Program Management advising the estimated population of the city is now 15,679. Lt. Zabel appeared at the meeting to explain how damages occurred to a motor owned by Water Patrolman Oscar Michels in the amount of $609.49. He advised the committee that after an investigation by the police department it was his opinion that since the problem occurred during the time hs was working as a water patrolman that matter further consideration, some reimbursement would'be in order. The committee will give the Building Inspector Gerald Lee appeared to advise the committee of the requirements of the state that members of his staff be certified. He indicated that he is attempting to have the training sessions take place during normalwo.rk hours in order that overtime pay can be saved. Mr Lee also expressedhis concem over the problems his department is having because of understaffing as a result of the illness of Electrical Inspector Ben Smigelski He indicated that because of pressures from builders, etc it is possible that his department will not be able to serve the citizens of the community as efficiently as they normally do. The committee noted that it would take several weeks or perhaps months to replace Mr. Smigelski of absence and therefore Mr. Lee's staff will have to do the best if he should choose to terminate his employment or ask for leave it can. The committee agreed to bring the matter to the attention of all of the aldemen to help them understand the problem. Police Chief Scholz and Lt. Zabel also discussed before the committee the status of the Emergency Police Program. They indicated they were particularly concerned because of the liability to the Mayor, Chief of Police and the training officer in the event of injury, etc. A communication from Lt. Dzibinski regarding the matter was reviewed by the committee. Lt Zabel indicated that there are presently five emergency police officers and that to bring it to its full strength of 12 would cost a great deal of money in training, uniforms, etc. He indicated that certification would require 240 hours of schooling which the present officers probably could not Emergency Police Program. It was the committee's decision to review find time for. Chief Scholz asked the committee to deactivate the the matter at its next meeting before a decision is made. The committee acknowledged a communication from the Law Firm of Jursik and Jursik regarding the Class "B" Fermented Malt Beverage and Intox- icating Liquor License of the former "Reef" tavern. Mayor Gottfried has been requested to advise the attorneys of the present situation. by Aid. Tomczyk. Motion carried. The meeting adjourned. There being no further business Ald.
