FCM19790516FINANCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD MAY 16, 1979 The meeting was called to order by Chairman Gottfried at 7:30 P.M. Also present were committee members Dumke, Ford and Tomczyk. There were also many residents from the area around the Heads Up tavern present. Mayor Gottfried reviewed for the comittee and audience the process required by state law when revocation of a tavern license is being considered. He compared this to the process which must be followed when non-renewal of a license is being considered. Mayor Gottfried indicated that in order for the Finance Committee to decide whether or not to recomend revocation or non-renewal or to take no action, the report of the Police Department would be heard by the committee, as well as Mr. Oschmann or his attorney and anyone else in the audience who wishes to be heard regarding the matter. The mayor read a recommendation from Police Chief Scholz that the license presently held by Mr. Steve Oschmann for the Heads Up tavern be either revoked or not renewed. He also.highlighted received from citizens about the tavern or about incidents which the reports submitted by the Police Department regarding complaints which have been issued to Mr Oschmann occurred near the tavern, as well as a surmnary of the citations At the request of Ald. Tomczyk, Mr. James Ramsey was invited to again the problems the neighborhood is experiencing with the Heads Up tavern. Mr Ellsworth Koch echoed Mr Ramsey's comments indicating, however, Mr. Oschmann's license either revoked or not renewed. that he was not in favor of closing the business, by only having Several other residents, including Mr. Wiedemeier and Mr Spencer were also heard regarding the matter. Mr. Oschmann's attorney advised the cornittee that in an effort rather than the permitted 2 00 AM, that he has hired a bouncer for to resolve some of the problems, the tavern now closes at 1:OO AM Friday and Saturday nights, he has called the Police Department to evict disorderly persons, and would be willing to build a six foot high fence around the boundary of the tavern property to dis- courage persons from trespassing on neighbor's properties. Ald. Ford asked the Police Chief how he would summarize the relationship between previous owners of the tavern and the present owner. Chief Scholz indicated that previous to Mr Oschmann taking over the tavern they had very few problems in the neighborhood Ald. At the request of several residents, Mayor Gottfried once again repeated the licensing procedure and at the request of Ald. Dumke - - I clarified the motion which was just passed, that is to recommend that the license not be renewed. Ald. Ford moved to approve the operator's license requested by Roxanne Porter. Seconded by Ald. Dumke. Motion carried '. , Finance Committee 0 May 16, 1979 Page Two The committee reviewed a request from Police Chief Scholz that he be permitted to attend the International Association of Chief of Police Conference to be held in Dallas, Texas. The estimated uncertainty at that time of who would be Chief. Ald. Ford moved cost would be $700, which was not budgeted because of the Chief could attend the conference. Seconded by Ald. Tomczyk. to approve the necessary transfer of funds in order that the Motion carried. The Chief also asked the committee to recommend to the Common Council approval of a lease agreement for the pistol range with Carl Wauer. Ald. Ford moved to recommend to the Comon Council renewal of a lease agreement between the City and Carl Wauer for rental of land used for a pistol range for the year 1979-1980 in the amount of $50 per year. Several citizens discussed with the cornittee their thoughts on the need for some type of warning system to alert citizens of ment of two flags on each end of the lake which could be lowered impending tornados, etc. One of the suggestions was the place- in the event there was a tornado watch. Ald. Ford suggested the committee meet with the Safety Committee on June 13, 1979 to discuss this matter. The committee reviewed a communication from the Parks and Recrea- tion Board regarding a change in the capital budget spending. Mayor Gottfried expalined that because of lack of funds the only program approved for Lawcon funding was the Bluhm Farm Baseball Complex. As a result, the Parks and Recreation Board would like to re-evaluate t.heir plans for 1979. Mayor Gottfried further explained that monies would probably be taken from other projects indicated that the Parks and Recreation Director will prepare a in order that Idle Isle could be nearly completed. He further list of the proposed changes in order that all aldermen can be made aware of how this would affect planned programs for their particular district. The committee also reviewed a request from the Parks and Recreation Board to transfer from the Contingency Fund $3,103.16 in order on-site inspection of the Bluhm Farm. It was explained that the that the Great Lakes Archaeological Research Center can make an proposed inspection is required prior to the City receiving any federal or state funding. Ald. Ford moved to recommend to the Common Council that the necessary transfers be made. Seconded by Ald. Tomczyk Motion carried. Mayor Gottfried advised the committee that since a voluntary spraying of weed:s and algae will take place on Little Muskego Lake, the City would probably want to get involved since they own the Common Council that sufficient funds be allocated in order several accesses to the lake. Ald. Ford moved to recommend to that the City can participate in the spraying of Little Muskego Lake for weeds and algae. Seconded by Ald. Tomczyk. Motion carried. e a The committee reviewed the vouchers. Ald. Tomczyk moved to recommend approval of the vouchers in the amount of $165,106.01. Seconded by Ald. Dumke. Motion carried.
