MINUTES OF MEETING HELD JANUARY 17, 1979
The meeting was called to order at 7:30 P.M. by Chairman G$ottfried

Ald. Dumke moved to recommend Council approval of the above
applicants. Seconded by Ald. Ford. Motion carried

services at the police building. He indicated that the person who
had previously cleaned the building was considered an employee and
therefore was eligible to receive certain benefits and under the

A communication was received from Chief Scholz requesting permission
to be absent from the Finance Committee meetings for the next two
months in order that he can attend classes leading towards his
Master's Degree.
A communication from Fire Chief Martin was received requesting that
$17,773.45 be released from the 1979 Capital Budget in order that
new radios approved in that budget can be paid for. The committee
noted that $17,500.00 was provided for in the 1979 Capital Budget.
Ald. Schaumberg moved to recommend to the Common Council that
$17,500 be taken from the Unappropriated Surplus of the Capital
Budget Account and that it be replaced when the funds for the 1979
Capital Budget are acquired. Seconded by Ald Dumke. Motion carried.

Fr. Seegar Swanson appeared at the meeting to discuss the procedure
that must be followed in order that funds for the 1979 capital budget
can be acquired. Ald. Schaumberg moved to authorize Ehlers &
Associates to take the necessary steps to initiate the borrowing
of funds. Seconded by Ald. Dumke. Motion carried.
Mr. Seegar Swanson discussed at length the advantages of Tax Increment
