FCM19781206FINANCE COMMITTEE - CITY OF MUSKEG0 -A k \ MINUTES OF MEETING HELD DECEMBER 6, 1978 The meeting was called to order at 7:30 P.M. by Mayor Gottfried. Also present were Aldermen Ford, Dumke and Schamberg and Police Chief Scholz. The following persons appeared to apply for Operators Li.cense in the city: William Garland Kathy Sands Kay Ehnert Denise Lancour Ald. Ford moved to recommend approval of Operators License for the above listed persons. Seconded by Ald. Schaumberg. Motion carried. Aid. Schaumberg moved to recommend Council approval of a Gathering Permit for st. Leonard's Home & School for 12/31/78 and for Muskego Moose Lodge for 1/14/79 for a fisheree at Idle Isle. Seconded by Ald. Ford, motion carried. Ald. Ford moved to recommend approval of a resolution authorizing the advertising of bids for six (6) 1979 model squad cars for the Police Department. Seconded by Ald. Schaumberg. Motion carried. Chief Scholz appeared at the meeting to discuss the need to install a new radio tower for the police department. He indicated that the original tower was 80' tall and that the city has been experiencing serious problems when trying to reach fire departments, rescue squad and police personnel when they are needed. He further indicated that the new tower would be 120' high, that the equipment presently in the basement will be installed closer to the tower to reduce the loss of power and that a new concrete pad will have to be set. He stated that the quote for the cost of the tower from Ken Com and the estimated cost of erecting the tower by Higgins Tower Service would total qmxinatel) $8,662.00. Ald. Schaumberg moved to recommend to the Common Council that the new tower be installed and that the amount of $8,662.00 should be transferred from Capital Budget - Unappropriated Surplus to the Police Building Capital Budget. . Chief Scholz also requested the committee consider the possibility of hiring a receptionist-typist for his department for the second shift under the CETA Program. The matter will be discussed at the next meeting of the committee. Kathy Horton appeared at the meeting to request that the vacant position of Library Assistant, which is under the CETA Program, be filled outside the CETA Program. She indicated that because of the restrictions CETA places on the hiring of an individual she cannot find a qualified person. She requested that she be permitted to promote one of her pages into that position and indicated that she would not fill the vacant page for six months. She noted that the CETA funding of the position was to expire in July, 1979, and further, that the amount of money involved would be minimal. Ald. Dmke moved to grant the request of Librarian Kathy Horton. Seconded by Ald. Ford. Motion carried. Mayor Gottfried discussed with the committee the need for salary adjust the 1978 salary of the two employees by $250.00. Seconded by adjustments for two park maintenance personnel. Ald. Ford moved to Ald. Schaumberg. Motion carried. The committee reviewed a communication from the City Treasurer requesting permission to write off uncollectible personal property taxes for the years of 1971, 1972, 1973 and 1974 in the amount of $1,495.82. Ald. Ford moved to recommend to the Common Council to write off $1,495.82 as being uncollectible personal property taxes. Seconded by Ald. Schaumberg. Motion carried. The committee reviewed a communication from City Assessor Paul DeAngelis requesting that $450.00 be transferred from Account #50400-2100 Profes- sional Services, to Account #504P0-1110, Other Salaries & Wages. Ald. Dumke moved to grant the request. Seconded by Ald. Schaumberg. Motion carried. 0 Finance Cormnittee City of Muskego December 6, 1978 Page 2. L.1 Mrs. Patty Rutzen and Mrs. Maryanne Peroceschi. Same placed on file. The committee acknowledged receipt of letters of resignation from The Committee reviewed a request from Mr. and Mrs. Ed P.uck requesting that their rental lease for the former police building be extended an additional four (4) months. The communication indicated that they have had problems because of shortages of materials and inclement weather. Ald. Ford advised the committee that the house they are building is closed in. Followirg discussion, Ald. Dumke moved to recommend to the Council a two month extension. Seconded by Ald. Schaumberg. Motion carried. The committee reviewed a communication from Building Inspector Lee requesting that $42.87 be transferred from Account ~#52500-3614 to Account #52500-3513 for the purpose of new state requirements for certification of the energy code which will take effect on 12/1/78. Ald. Dumke moved to grant the request, seconded by Ald. Ford. Motion carried. Mayor Gottfried discussed with the committee the r\eed to renew the lease for the former city hall with the Muskego Fine Arts, Inc. The material will be discussed at the next meeting of the cormnittee. Ald. Schaumberg moved to renew the fire protection contracts between the city and the Tess Comers Volunteer Fire Department and the Muskego Volunteer Fire Company for the year 1979. Seconded by Ald.
