FCM19780517MINUTES OF MEETING HELD MAY 17, 1978 The meeting was called to order at 7 30 P.M by Chairman Gottfried Also present were Committee Members- Ford, Dumke and Schaumberg and Police Chief Kraus. ' ,(a Beverage and Intoxicating Liquor License for Lakeview Gardens on Mr. Richard Lucht appeared to apply for Class "B" Fermented ?Jalt Lannon Drive It was noted by the committee that they had not received~ a release of the license presently held by Mr. Walter Bohrer, Jr It was also noted by the committee that the required committee to consider the application from Mr. Lucht along with advertising had not been completed It was the decision of the other applications for Class "B" Fermented hlalt Beverage and Intox- license presently held by Mr. Walter Bohrer, Jr and further pending icating Liquor applications if Mr. Lucht presents a release of the further upon the completion of the necessary advertising. The following persons appeared to apply for Operators Licenses Vicki Wallock - Muskego, Wisconsin Gregory Melloch - Dousman, Wisconsin the above listed persons. Seconded by Ald. Ford, motion carried. Ald Schaumberg moved to recommend approval of Operators Licenses for Police Chief Kraus appeared at the meeting to discuss the need for a custodian at the new police building He reviewed for the committee all the quotes he had received from several commercial janitorial services. The committee discussed the possibilities of hiring a part- time custodian in lieu of entering into a contract with a contract with a custodial service. After considerable discussion Ald Ford moved to recommend to the Common Council the creation of the position of parttime custodian at a salary of $4.50 per hour to start and $4.75 after six months. Seconded by Ald. Dumke, motion carried Chief Kraus requested that the committee consider the White Wing Janitorial Service be hired for the initial cleanup of the new police building at a cost of $293.04. Ald Ford moved to approve the request." Seconded by Ald. Dumke, motion carrped The committee reviewed a request from Richard Schaumberg for a con- tinuation of the lease agreement between himself and the Park and Recreation Board for 15 acres of land adjacent to his property Ald. Ford moved to recommend to the Common Council approval of a contin- uation of the lease agreement between Richard Schaumberg and Park and Recreation Board subject to the approval of that board Motion carried The committee acknowledged receipt of applications for Class "B" and decision of the committee to review the applicants at its next meeting for recommendation to the Common Council The committee reviewed a communication from the Clerk's office regard- ing the release of two ditch bonds presently on deposit with the city The bonds were for M F Burazin and Michael Falbo The committee noted that although the request for the bonds were made after the one year time limit established in Section 8.02 (3) of the Municipal Code no restoration had been done by the Public Works Department and therefore if the ditches are acceptable to the Supt of Public Works release of the funds should be approved. Ald Ford moved to release to Mr. Burazin and Mr. Felbo $200.00 ditch bonds presently held by the city. Seconded by Ald. Schaumberg. Motion carried. A communication was received from the Clerk's office regarding the need to provide funds for the conversion of the we~ed transporter to a weed harvester. The commit,tee received a communication from the Clerk's Office re- questing permission to attend a Clerk's certification Program from July 23 to July 28, 1978, at a cost of $200.00. Ald Schaumberg moved to grant the request. Seconded by Ald. Ald. Ford moved to recommend to the Common Council approval of the capital budget with the following amendments - City Hall Bulletin Board Vacuum Cleaner Park & Recreation Bulkhead - Idle Isle $ 150.00 364.00 1,950.00 Seconded by Ald. Dumke, motion carried. The committee reviewed the assessments for the Little Muskego Lake Protection and Rehabilitation District and noted that several city- owned lots were not assessed the required $30 00 per year. Ald. Ford moved to direct the City Clerk to assess all city-owned lots on Little Muskego Lake for weed harvesting as provided for in the budget established by the district in September, 1977. Seconded by Ald Dumke, motion carried. At 8:45 P.M. the committee adjourned into executive session to discuss 1978 salaries of non-represented personnel. The executive session adjourned at 9 30 P M. Ald. Schaumberg moved to recommend Council approval of Resolution #105-78, Establishing Salaries for Non- represented City Employees for 1978. Seconded by Ald. Ford. Motion carried.
