eNUTES OF MEETING HELD APRIL 5,' 1978

The meeting was called to orderlby Chairman Gottfried at 7:30 P.M.
Also present were committee mempers Ford and Schaumberg and Ald.
Nallner.
The following persons appeared to apply for Operator's Licenses in she city: I' - Linda Bangle - Muskego
Debbie Horton - Milwaukee I Susan Carnock - Muskego
Ald. Schaumberg moved to recomplend Council approval of the above
listed applicants, subject to receipt of favorable fingerprint reports.
Seconded by Ald. Ford, motion carried.
Mr. John Cavin and Mr. Frank Busch appeared to apply for a Class "B"
Fermented Malt Beverage and Intoxicating Liquor License for the Eldorado
Retreat Supper Club (former Aud Mar). The committee noted that a
statement of release of license had been received from Audrey Oschman'.
Ald. Schaumberg moved to recommend Council approval of a Class "B"
Fermented Malt Beverage and Intoxicating Liquor License for the El Dorado
Retreat, John Gaven Agent. Seconded by Ald. Ford, motion carried.
. John Loughney and Mr. Erv Arndt, representatives of the Public
what they feel was an error in the calculation of retroactive pay due
them in 1975. They presented several documents to substantiate their
employee. Mayor Gottfried advised the committee that Mrs. Bowyer will
claim. They indicated the amount averaged approximately $40.00 per
attend the next Finance Committee meeting to explain her viewpoint
regarding the matter.
The minutes of the previous meeting were reviewed. Ald. Ford moved to
accept the minutes. Seconded by Ald. Schaumberg, motion carried.
The committee discussed at length the duties of the emp.loyees in the
Clerk's Office. The purpose of the discussion was to attempt to de-
termine whether or not there is adequate number of employees in the
Clerk's office to serve the needs of the citizens and whether or not
the individual employee is performing the duties they were originally
hired to do. Further discussion was deferred to the next meeting
when the Clerk Commroller wi.11 be present.
Communication from the Clerk-Comptroller regarding the need to
transfer monies from the ditch bond account. Mrs. Bowyer
indicated that the city's audi,tors have suggested that this
be done. Ald. Ford moved to authorize the auditor to transfer ~~~~~~~.~~ from the ditch bond account to the general fund income
to cover a period through 12/31/76. Seconded by Ald. Schaumberg,
Communication from the 'State oi Wisconsin Dept. of Employee's Trust
Funds was reviewed. The actuary Indicated that if the city were to
choose the Wisconsin Retirement Fund prior service cost would amount
to $456,643.00 plus interest and that the estimated first year current
cost would be $29,693.00.
Members of the committee discussed problems relating to finding qualifiec
water patrolmen. Chief Kraus will be invited to the next meeting tO

Ald. Wallner discussed with the committee the problems Mr. Froelich is
'experiencing and asked that the committee consider allowing him to have
have four accesses along Gold Drive. Mayor Gottfried advised Ald.
Wallner that the Common Council cannot act until after recommendation
Commission had previously given Mr. Froelich alternate ways to develop
from the Plan Commission. He further advised him that the Plan
a four-parcel division since Mr. Froelich's property is being considered
Ald. Wallner regarding the possibility of the city purchasing or leasing as a disposal site for the dredging project. Discussion was held with
or executing a development rights agreement. Wallner indicated
he would discuss the matter with Mr. Proeli'ch.
Ald. Schaumberg moved to adjourn. Seconded .by Ald. Ford. Motion
carried. The meeting adjourned at 9:OO P.M.
