FCM19780322FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 22, 1978 The meeting was called to order at 7:30 P.M. by Chairman Gottfried. Also present were committee members Schaumberg and Dumke. The following persons appeared.at the meeting to apply for Operators Licenses: Ronald G. Pezze - Franklin, Wisconsin Nanette T. Titus - Muskego, Wisconsin Cynthia Collins - Muskego, Wisconsin Ald. Durnke moved to recommend approval of same, seconded by Ald. Schaumberg, motion carried. Mr. Bruce Benning and Mr. Douglas Hoskins, representatives of the DNR appeared at the meeting to discuss with the committee the city's plans Hoskins advised the committee that in order for the patrolmen to have for providing water patrolmen for the three lakes in the city. Mr. arrest powers they are required to take six weeks of training over a six year period (One week per year) and that 95% of the cost is re- imbursed by the state. He further indicated that certification of the water patrolmen is required if state aids for water patrol are to be received by the city. It was the committee's decision to discuss the matter with Police Chief Kraus before making a decision regarding the matter. Ald. Schaumberg moved to recommend approval of a "Gathering" Permit for St. Leonard's Home and School for April 15, 1978. Seconded by Ald. Durnke, motion carried. A communication was received from Park & Recreation Director Steven Pischke regarding salaries paid to supervisory personnel in other on file. communities in the Milwaukee-Waukesha Metropolitan Area. Same placed The committee reviewed a communication from Building Inspector Lee requesting that the Council waive the fee requirement for the addition being planned for the fire station on S.T.H. 24. Ald. Schaumberg moved to recommend to the Common Council that all building permit fees for this project be waived. Seconded by Ald. Dumke, motion carried. Application for employment for clerical position for Park and Recreation Assistant was received and placed on file. Communication from Building Inspector Lee regarding the need to install an additional ten monuments in order that our re-monumentation program can be completed was received. The committee noted that monies were available in the capital budget from 1977. Ald. Schaumberg moved to recommend to the Common Council the authorization for Inman Engineering Dumke, motion carried. to set ten additional quarter. section corners. Seconded by Ald. The committee reviewed quotes for the installation of sewer and water laterals to serve Americas Cutting Tools Company in the industrial park. The two quotes received were as follows: Kowalkowski Plumbing Co. $1,149.50 The Troy Company 1,736.00 Ald. Schaumberg moved to recommend to the Common Council the acceptance of the low quote from Kowalkowski Plumbing. Seconded by Ald. Dumke, motion carried. \ March 22, 1978 Finance Committee Page 2. The committee discussed the present salary for the position of Custodian + or the city's municipal buildings noting that the $4.00 per hour chaumberg moved to recommend to the Common Council that the pay scale s considerably lower from that paid in surrounding areas. Ald. for Custodian position be established as follows: Start $ 4.50 Per Hr. 6 Mths & Thereafter 4.75 Per Hr. Seconded by Ald. Dumke, motion carried. The committee reviewed a communication from John Sergio Crane Service regarding his charges involving the construction of the machine storage barn in the Bicentennial Park. It was the decision of the committee to authorize the Clerk to make the necessary payment. Mayor Gottfried advised the committee that after a review of the charges from Big Bend Lumber Company for materials used in the eo pay the bill. onstruction of the machine storage barn he has directed the Clerk The committee discussed at length the request of the City Assessor that he be included in the city's hospitalization program. The commit- tee reviewed benefits provided for fulltime assessors in the area. They noted that all assessors must now be certified and it was th,eir opinion that this gave a degree of permanency to the position of Assessor even though it is elective. Ald. Dumke moved to recommend to 'the Common Council that the office of Assessor and Clerk be included in the city's hospitalization program and that the cost be assumed by the city. Ald.
