FCM197801180 a 0 0 e \ FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 18, 1978 The meeting was called to order by Chairman Gottfried at 8:OO P.M. Also present were Committee Members Schaumberg, Dumke and Ford, Chief Kraus and Librarian Kathy Horton. The minutes of the previous meeting were read and approved after correction of the third paragraph relating to the appearance of Mr. Walter Bohrer, Jr. Miss Horton, City Librarian, appeared to discuss the recommendation of the Library Board that the city purchase immediately a checkpoint security system to eliminate the very serious pilfering problem they would cost approximately $6,000.00 and that that amount would be have had over the past several years. She indicated that the system saved by -the cit-y in -the reduetiowof lost books Mayor Gottfried indicated that~.therx? .are. monies -available ,in ,the .contingency fund of the Common Council that the Library be authorized to purchase a checkpoint capital .-budget< for "19'77.;- < Aid:.! ~Schaumberg..moved:-to recommend::to .the security.system and necessary materials at a cost not to exceed $6,000.00 and that the money be taken from~the contingency fund of the 1977 capital budget. Miss Horton also discussed with the committee the problem which has occurredbecause of the increase of the minimum wage effective January 1, 1978. She indicated that the city's contract with CETA agrees to .pay XETA~ employ.ees .federal minimum .wage and that as a result .sever.al :of -her:.pagesToul.d. .be :receiving ..$2.5D per.-hour and^ ~. one page would receive-$2.65 per hour-: She indicated that to-meet the minimum wage it would cost the city a total of $450.00.-in 1978. Ald: Schaumberg~ moved to-have the start.ing=.salary of library pages be placed at $2.~65 -per hour retroactive to January 1, 3978 Yndluded resented employees. Seconded by Ald. Dumke, motion carried. in the resolution which will establish salaries for all non-rep- The committee reviewed the City Clerk's report regarding auto allowance provided by the surrounding communities. They noted that the 12C per mile paid by the City of Muskego was the lowest and that most communities have the rate of 15C per hour. Ald. Ford moved to recommend to the Common Council to raise the automobile allowance provided employees using their own car for out of city business from 12C per mile to 15$ per mile. Seconded by Ald. Dumke. Motion carried. Chief Kraus discussed with the committee a communication received regarding the breaking of an oar which occurred when an officer saved a dog which had fallen through the ice He indicated that the oar. belonged-to Mr. Richard Anderley and costs $11.00. Ald. Mr. Anderley for the broken oar in the amount of $11.00. Seconded Schaumberg moved~to authorize the police-department- to reimburse by Ald. Ford, motion carried. Chief Kraus requested permission from the Finance Committee to send him for the position of patrolman which will be vacated when Officer the present cadet to Police Training School in February to prepare Carlson leaves. Ald. Schaumberg moved to grant the request. Sec- onded by Ald. Ford, motion carried. Ald. Ford moved to recommend to the Common Council that approval be given for a "Gathering Permit" to St. Leonard's Holy Name Society 5th and 19th, April 2 and 16th, May 7th and 21st and June 4th and for their bingo nights to be held on February 5th and 19th, March 18th. Seconded by Ald. Schaumberg, motion carried. Mayor Gottfried advised the committee that City Attorney Buckley has Mahoney whose Property the city is condemning. The committee noted that indicated that a check in the amount of $500 should be sent to Mr. John Project and that the Common Council had already authorized the City Mr. Mahoney's property is involved in the Lake Denoon Sewer Construction Attorney to begin the condemnation procedures. Aid. Dumke moved to approve the Payment of $500 to Mr. John idahoney. Seconded by Ald. Ford, motion carried. Finance Committee January 18, 1978 Pg. 2, Ald. Ford moved to recommend Council approval of a request for a for the night of March 12, 1978. Seconded by Ald. Schaumberg, motion "Gathering" Permit for St. Leonard's Home and School Association carried. The status of the request of Walter Bohrer, Jr. for a Class "B" Fer- mented Malt and Intoxicating Liquor License was discussed. Mayor Gottfried advised the committee that Mr. Bohrer's attorney has advised the city that Mr. Montgomery and Mr. Bohrer have stipulated that the license no longer is held by Mr. Montgomery. The committee reviewed a communication from Dorothy L. The; committee noted that ~Mr:: Kenneth Alles had purchased the -lot on June 18, 1976 ,- for $6,000..00; They-also noted that the assessed value-established-by the-City--Assessor- was=placed:a:t ;$2,-000:00;:.: Ald. Ford moved-t-o recommend Cou-ncil~ approval of purchase of the lot. Seconded by Ald. Schaumberg, motion carried. Ald. Dumke moved to adjourn, seconded by Ald. Schaumberg, motion carried.
