MINUTES OF MEETING HELD OCTOBER 19, 1977
The meeting was called to order by Chairman Gottfried at 7.30 P.M. Also
present were committee members Dumke, Schaumberg and Ford, Ald. Wallner,
Mrs. Charles Damaske and Mrs. Libbie Nolan.
Ald. Schaumberg moved to recommend Council approval of payment of general
vouchers in the amount of $262,409.48. Seconded by Ald. Dumke, motion
carried.
Ald. Dumke moved to recommend Council approval of payment of sewer utility
vouchers in the amount of $626.04. Seconded by Ald. Schaumberg, motion
carried.
The committee received a communication from Mrs. Ruth Leichtfuss, President
of the Library Board, requesting transfer of funds in the amount of
$700.00 from Account #580.056, Equipment Maintenance, to Account #580.045

by Ald. Schaumberg, motion carried.
Communication was received from CETA regarding the payment for retirement
programs The communication indicated that unless employees under the
CETA Program are absorbed in the city's work force the cost of retirement
programs must be borne by the community.
The committee reviewed a request for a change order in the amount of
to be installed in the new police building. Mayor Gottfried advised the
$812.00 for additional electrical work needed for the telephone system

in the form of a public hearing for the purpose of discussing the possible
use of federal entitlement funds has been set.
Ms. Joyce Karls appeared before the committee to apply for an Operators
License. Ald. Schaumberg moved to recommend Council approval of an
Operators License for Joyce Karls. Seconded by Ald. Dumke, motion carried
Mr. Charles Damaske and Mrs. Libbie Nolan, representing the Muskego
Historical Society, appeared at the meeting to discuss location and +
construction of a building to be used to store antique farm equipment
money requested and the design of the building to be constructed Mr.
in Old Settlement Park. The committee discussed at length the amount of
aamaske indicated that the cost could range $4,405.28 to $5,814.04
depending on the type of roof to be constructed, etc. The committee gener-
ally agreed that since the building is to be a replica of an old settle-
ment it should be built so that it is architecturally compatible. It
was the decision of the committee to recommend a high pitched shake roof.
Mr. Steve Pischke appeared at the meeting to request that
the present CETA position of park maintenance man be continued in the
event CETA funds are not available. The committee noted that at the
time the city applied for CETA funds for the position of park maintenance
personnel it was their intention to absorb the position when CETA
funding had expired. Mr. Pischke discussed some of the qualifications
or three to five year's experience. It was the decision of the committee
he felt necessary suggesting the requirements of either a college degree
to recommend to the Common Council continuation of the employee, however,
his qualifications will be established at a later date.

Mrs. Jean Sanders, City Treasurer, appeared to discuss her request
for a fulltime deputy treasurer. She reviewed for the committee
the problem she is experiencing and her feeling that a city of the
size of Muskego should have an individual familiar with the duties
of the treasurer in the event the treasurer could not serve. After
considerable discussion it was the decision of the committee not to
Gottfried to develop a program whereby the treasurer would have an

Police Chief Kraus and Lieutenants Scholz and Zabel appeared to
discuss with the committee their request that the city create the
new positions of sergeant, court clerk and clerk-typist. Considerable
discussion took place regarding the workload generated by the municipal

court and the need for a supervisor on the 4:OO P.M. to Midnight shift
position of an additional sergeant and one clerk-typist. Seconded by
Ald. Dumke, motion carried.
