FCM197708170 I I* FINANCE COMMITTEE MEETING - CITY OF MUSKEGO - AUGUST 17, 1977 The meeting was called to order by Mayor Gottfried at 7:30 P.M. Present were comittee members, Ald. Ford, Dumke & Schaumberg. Also present were, Ald. Wallner, Ald. Pienkos, Chief Kraus, Mrs. Heckert and Carol Markiewicz. Mr. Gordon Jacoby appeared to apply for an operators license. Ald. Dumke moved, as seconded by Ald. Schaumberg that recomendat- ion be made to the council said license be approved, subject to favorable fingerprints. Ald. Ford moved to approve sending Officer Billy Meeks to a one week, 30 hour course for advanced training of police artists, at a cost of $25.00 to $30.00, motion seconded by Ald. Dumke, motion carried. Ald. Ford moved to authorize the Police Dept. to accept a $500.00 reward offered by AAA for the capture and conviction of an auto theft, motion seconded by Ald. Dumke, motion carried. It was noted that said money to be used for the purchase of police building equipment. The minutes of August 3, 1977 were reviewed and placed on file. Mayor Gottfried will request that the Water Patrolmen be present at the committee's next meeting. Communication received from the Wis. Dept. of Admin., showing that the 1977 preliminary population estimate for Muskego, Jan 1, 1977 is 14,671 persons. Communication received from Teamsters Union Local #695, re- questing arbitration regarding the council's denial of senior- ity grievance, Resol 176-77. The matter will be referred to Attorney Roger Walsh, city negotiator. The committee acknowledges receiving remittance of highway aids in the amount of $99,291.72. Mr. Steve Pischke, Park & Rec. Director, requested a transfer of funds in the amount of $300.00 to cover added costs due to the need for portable restrooms at the Mill Valley Diamond Complex for a three-month period. Ald. Ford moved, as seconded by Ald. Dumke, that $300.00 be transferred from 583.043, Operating Supplies to 583.048, Contracted Services, motion carried. Attorney David Hass appeared in behalf of Pizza Hut of Suburban Milwaukee, Inc., for a Class B Fermented Malt Beverage license. It is understood that this license will not be issued until the building is completed. Ald. Ford moved to defer action on this application until plans are approved by the Plan Comm., motion secorded-by Alck Dumke, motion carried. Ald Ford moved, as seconded by Ald. Dumke, that the committee recommend to the Common Council approval of general vouchers in the amount of $158,337.59 and utility vouchers in the amount of $1,773.94, motion carried. Mayor Gottfried advised the committee that one of the first steps needed to be taken in our efforts to move towards the expanded use of computers, was to have all special assessments and voter regis- tration processed by SEWRPC. The preparation of the special assessments which are placed on the tax roll would cost no more with the use of the computer would involve an initial setup cost than $400. The development of the voter registration by SEWRPC would be $15.00 per 100, and the cost of running a master voter's of approximately $1,200, after which the charge for any changes list as well as one for the individual aldermanic districts would be many manpower hours could be saved, and eventually could eliminate $40.00 per run. He advised the committee that by using SEWRPC the need for the graphotype machine. Ald. Seconded by Ald. Ford, the motion carried. The Committee reviewed a communication from William Wetzel, parade chairman for the Muskego VFW Country Fair Days, requ2sting that the $5.00 fee for the parade permit be waived. The parade will be held on August 28, 1977. Ald. Ford moved to recommend to the Common Council that the permit fee be waived. Seconded by Ald. Ford,the motion carried. The Committee, along with Ald. Pienkos, discussed the clerk's suggested changes in City Hall hours, which would permit keeping the offices open during the noon hour and would require closing the City Hall at 4:30 P.M. They noted that although an additional half hour of service would be gained, the 4:30 P.M. closing could actually reduce available service to citizens. They noted that approximately 80% of the people who are employed work in areas out- side of the City, and in many instances could not reach City Hall before 4:30 P.M. The Committee also noted there had not been a great demand by the citizens to maintain City Hall hours during the lunch hour. Ald. Ford moved for adjournment. Ald.
