FCM19770720FINANCE COMMITTEE '- CITY OF MUSKEGO MINUTES OF MEETING HELD JULY 20, 1977 The meeting was called to order by Chairman Gottfried at 7:30 P.M. Also present were committee members Dumke, Ford and Schaumberg and Aldermen Pienkos, Van Lanen and Wallner. Miss Jean Wolf, Muskego and Patricia Pearson, Muskego, appeared to apply for Operators Licenses. Ald. Schaumberg moved to recommend approval of same, seconded by Ald. Ford, motion carried. Mr. Jerry Maus appeared at the meeting to request a waterski slalom course on Little Muskego Lake from August 8 to 22nd. Ald. Ford moved to recommend Council approval subject to the condition that the water markers be removed on Saturdays and Sundays. Seconded by Ald. Dumke, motion carried. Mr. Walter Clemence of the Farwest Disposal Company will be invited to the next meeting to discuss his request for a Dump Refuse Hauling Permit. Action on the request was deferred until the next meeting. Mayor Gottfried provided the committee with the cost breakdown by department of the new telephone service to be installed in the new police complex. He indicated that the police budget will no longer provide for paying the cost of equipment and charges for the sewer utility, Public Works Department and the fire departments. c The committee reviewed the contract of the E. M. Boerke Company. Ald. Ford moved to recommend Council approval of the renewal of the city's contract with E. M. Boerke Company for a one year term. Seconded by Ald. Dumlte, motion carried. Mayor Gottfried presented the proposed advertising budget for the $10,000.00 requested $3,000.00 had already been approved by the industrial park for the year of 1977. He indicated that of the Council. Ald. Ford moved to recommend to the Common Council the transfer of $7,000.00 from Industrial Land Sales Account #255 to Industrial- Park Promotion Account #602.046. The committee reviewed the communication from E. M. Boerke, Inc. regarding the decision of Mr. Bennie Lane not to complete his plans to purchase a lot in the industrial park. The Committee noted that Mr. Lane had put down $1,000.00 in earnest money which under the contract could be kept by the city and of which one-half would go to the city's broker. Since both the city's broker and the city had incurred some expenses in the matter Ald. Dumke moved to recommend to by Mr. Bennie Lane minus those expenses incurred by the city and the the Common Council the refund of the earnest money paid to the city city's broker. Seconded by Ald. Ford, motion carried. Officer Koch appeared at the meeting to discuss with the committee the grievance recently filed by the MPPA. Action on the matter was deferred in order that Chief Kraus couldbe heard. Mayor Gottfried brought to the attention of the committee the fact that when Resolution #13-77 was adopted it created the position of Park Maintenance Worker under the CETA Program. However, it failed to establish the three steps of the salary range. Ald. Schaumberg moved to recommend to the Common Council approval of a resolution establishing the salary range for Park Maintenance Worker at $3.15, start, $3.45 after six months and $3.~80 per hr. after 18 months. Seconded by Ald. Ford, motion carried. a Finance Committee 7/20/77 - Page 2 The committee reviewed a report from Building Inspector Lee regarding the operation of the Glockner Junk and Salvage Yard. The committee noted that most of the sand and gravel operation had ceased, that the area was in reasonably good condition and that there appeared to be less cars than in previous years. The committee also noted that the Common Council had previously adopted Resolution #23l-71 indicating moved to recommend to the Common Council approval of the Junk and their desire to have the salvage operation phased out. Ald. Dumke Salvage License for Jack Glockner. Seconded by Ald. Schaumberg, motion carried. The committee acknowledged receipt of a claim from Water Patrolman Gerald Warda for the loss of the propeller on his boat. The matter was deferred for two weeks. Ald. Schaumberg advised the committee that he had recently hosted a gathering of senior citizens. He indicated that there were 110 in of the group might be beneficial to all parties concerned. Ald. attendance. He further indicated that a meeting with the officers Schaumberg will follow up on the matter. Ald. Dumke moved to adjourn, seconded by Ald. Schaumberg, motion carried.
