FCM19770504FINANCE COMMITTEE - CITY OF MUSKEG0 0 MINUTES OF MEETING HELD MAY 4, 1977 The meeting was called to order by Chairman Gottfried at 7.30 P.M Also present were Aldermen Schaumbcrg, Dulllke and Ford, Police Chief Kraus, Lt. Zabel, Parks and Recreation Director Pischlre and Buil.ding Inspector Lee. Mr. Kenneth Chase, Sr. and Mr. Joseph Walberts appeared to apply for Operators License. Mr. Evangelos Skodras appeared to apply for a Class "A" Fermented Malt Beverage and Intoxicating Liquor License for the Crossroads Beer Depot. Ald. Schaumberg moved to recommend approval of Operators License for Joseph Walberts and Kenneth Chase, Sr. Seconded by Ald. Dumke, motion carried. Ald. Schaumberg moved to recommend approval of Class "A" Fermented Malt Beverage and Intoxicating Liquor License for the Crossroads Beer Depot. Seconded by Ald. Ford, motion carried. Ald. Dumke moved to recommend approval of a Class "B" Fermented Malt Beverage and Intoxicating Liquor License for Hunter's Nest Black Duck Gun Club, Inc., Alvin Simon, Agt. Seconded by Ald. Schaumberg. motion .Carried. Mr. William Kassulke, Parade Chairman of Country Fair Days, appeared at the meeting to request one half of the necessary funding to help of the transfer of funds in the amount of $600.00 from Account finance the parade. Ald. Ford moved to recommend Council approval #602.0490, Contingency Fund, to Account #501.016, Special Events, to help offset parade expense for Country Fair Days parade to be held August 28, 1977. Seconded by Ald. Dumlre, motion carried. Mr. Steven Pischke appeared to request funds in the amount of $150.00 Little Muskego Lake Yacht Club. He indicated that the Yacht Club for a Junior Sailing Program which would be co-sponsored with the would provide the boats and equipment. He further indicated that there would be a $10.00 registration fee which should make the program self-supporting. The committee discussed with Mr. Pischke estimated cost to provide additional parking facilities at the Mill Valley ball diamonds. He indicated that sufficient area was available on the west side of the complex adjacent to Racine Avenue. Estimated cost of the project will be submitted to the committee at the next meeting. Mr. Pischke reported to the committee that the St. Francis Savings and Loan has donated an electric scoreboard for Horn Field. Mr. Pischke indicated that he will provide the committee with the stimated cost of installing the scoreboard at the next meeting. Mr. Pischke advised the committee that the new truck €or his depart- ment will not be available until September 1st or later and that: he must make some interim provisions for transportation. He j.ndicated that the present jeep needs a new or rebuilt transmission which the mechanic in the Public Works garage could install. Ald. Ford moved to authorize Mr. Pischke to have the transmission on the jeep r-ebuilt The committee agreed that they wou1.d recommend transfer of funds to at a cost of $360.007--Seconded by Ald: SchaumbGrg, motion carried. .*he proper account should it become necessary. Finance Committee 5/4/77 ege 2. Police Chief Kraus appeared to review the proposal of Ken Corn for the communication system in the new police building. Ald. Dumke moved to recommend approval of the contract with Ken Com for the communication system for the new police building in the amount of $34,991.85. Seconded by Ald. Schaumberg, motion carried. aief Kraus reviewed with the committee his proposal for an additional patrolman under the CETA Program. Ald Dumke moved to recommend Council approval of the request, seconded by Ald. Ford, motion carried. Chief Kraus advised the committee that under new rules and regulations established. by the DNR all water patrolmen must meet minimum require- ments established by the law enforcement standards board (240 hours of training) if there is to be any reimbursement for that activity. He suggested that the city might wish to purchase a boat and motor and have the city's officers act as water patrolmen during their off hours. Discussion centered around maintenance costs of the boat one boat and the time and one-half which would have to be paid for and motor, the effectiveness of trying to serve three lakes with all overtime work. The matter was deferred for two weeks. @e ilding Inspector Lee discussed with the committee his choice for individual who will replace Deputy Inspector William Robb who has ret ired. The minutes of the previous meeting were reviewed and placed on file. Ald. Dumke moved to adjourn, seconded by Ald. Ford, motion carried. The meeting adjourned at 10.20 P.M. Paul J.
