FCM19770120.: " r FINANCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD JANUARY 20, 1977 The meeting was called to order by Chairman Gottfried at 7:30 P.M. Also present were committee members Colburn, Dumke and Schaumberg. Clerk-Comptroller Bette J. Bowyer appeared' to discuss with the Committee problems related to the large number of voters who registered for the November election. She presented a letter from Barbara Sands, Reg- istration Clerk, which suggested that SEWERPC's computer be used in the preparation of the voter registration lists. The committee in the 1977 budget, that the city has invested approximately $6,000.00 in machinery which has been used for the preparation of the polling lists and that some temporary additional help in the Clerk's office could very well alleviate the problem. who is working 19 hours per week be permitted to work additional hours. The Clerk-Comptroller also requested that her present bookkeeper-clerk The committee noted that by approving additional hours the regis- tration of voters could be completed and also that the Clerk would have additional time to train her for preparing the payroll and becoming more familiar with the bookkeeping system of the city. Mrs. Bowyer indicated that she would begin training the bookkeeper- clerk immediately in order that she would be able to prepare the payroll for the city. Aid. Dmke moved, seconded by Ald. Schaumberg, that the Clerk be authorized to extend the number of hours now per- mitted for the parttime bookkeeper-clerk position. Motion carried. Lts. Scholz and Zabel appeared to discuss their 1977 salaries. The committee reviewed a request previously submitted by them. Mayor Gottfried provided comparisons between sergeants and lieutenants and lieutenants and chiefs of other communities. It was the committee's decision that a set amount of money would be established as a differentir between sergeants and lieutenant's pay scale and the lieutenant's and chief's pay pay scale. Ald. Colburn moved, seconded by Ald. Ford, to recommend to the Common Council that the lieutenants be paid $175.00 per month over the established salary for sergeants and that the chief be paid $250.00 per month over the established salary of the lieutenants. Motion carried. Using that formula, .the recmended' salary for the lieutenants would be $18,696.00 per year, or an increase of 7.8% above that of 1976, and the chief's salary would be $21,696.00, or 10% increase over the 1976 salary. The committee, in reviewing salaries paid to lieutenants and sergeants in the Milwaukee-Waukesha metropolitan area, noted that the salaries paid in Muskego were very near the lowest in the area. Lt. Scholz also discussed with the Finance Committee a recent quote obtained from Ken Corn for radio equipment being planned for the new police building. He explained that the cost has risen an additional $5,000.00 since last April, that RCA did not choose to quote on the system and that Motorola wanted to prepare their own specifications and have previously given an estimated cost of,approximately $90,000.00 for the system theywoild recommend the city purchase. It was the committee's decision to withhold any action until after the bids are opened on January 24th. The minutes of the previous meetings were reviewed and placed on file. The committee reviewed a recommendation from police Chief Kraus for increasing the rates for the humane officer's services. noted that the estimated cost of $1,250.00 was not provided for a .-. - e . a e 0 a Finance Committee January 20, 1977 Page 2. Ald. Schaumberg moved to recommend to the Common Council the following rates: 1. Pick up charge $4.00 per call 2. Travel expense, 12$ per mile 3. Disposal, $3.00 per animal except for kittens, $1.00 4. Board, $2.00 per day per kitten Motion seconded by Ald. Dumke, motion carried. The committee considered Supt. of Public Works Bertram's request to send the Public Works maintenance man to Inland Diesel's Training Center on May 16 and 17 and .the 31st and June 1, 1977, total cost $20.00. Ald. Colburn moved to grant the request. Seconded by Ald. Schaumberg, motion carried. Action on the request for a license for the former Haggie's Landing was deferred until the next meeting. Correspondence from Ehlers and Associates relating to the cost of servi ces for the last note issue was received and placed on file. The committee reviewed correspondence from the police department requesting that James Verburgt be reimbursed for damages .to" his snowmobile and snowmobile suit as a result of his snowmobile being commandeered by the police department on January 9, 1977, Ald. Schaumberg moved to approve a reimbursement of $100.00 to James Verburgt. Seconded by Ald. Colburn, motion carried. Correspondence from Assessor Paul DeAngelis indicating that the partial assessment for Tudor Oaks is $3,269,350.00 and that the city ..will. receive $12,554.00 as part of the previously executed agreement. Applications for employment were received and placed on file. Correspondence from Steve Pischke, Park and Recreation Director, requesting that Jeff Yorton who substituted for the city hall maintenance man while he was on vacation be paid-at the same rate as the maintenance man was reviewed. The committee denied the request. Mr. Michael Spencer and Officer David Wolfgram appeared to discuss with the committee grievance recently filed by the MPPA. It was the committee's decision not to take any action until after discussing the matter with Roger Walsh. Ald. Schaumberg moved to adjourn, seconded by Ald. Colburn, motion carried.
