MINUTES OF MEETING HELD DECEMBER 23, 1976
The meeting was called to order by Chairman Gottfried at 8:OO P.M.
Also present were committee members Schaumberg and Colburn.
Mr. Mark Kuglitsch, Oak Hill Drive', Muskego, appeared to request
an Operators License. Ald. Schauinberg moved to recommend approval
of said license for Mark Kuglitsch subject to receipt of favorable
Fingerprint and Medical Reports. '
Mr. David Haas, representing Pizza Huts. appeared at the meeting with
Mr. Pete Karidies, to request the city to increase .its Class "B"
Fermented Malt Beverage License from 39 to 40 in order that they ,
could serve beer in their proposed establishment. The committee ,
indicated that although there was one license available it had been
granted for the express purpose of a restaurant in the Parkland
Mall. They also indicated that it was a general practice not to
issue a license until a premise was available. The matter was
deferred until the next meeting.

Police Chief Kraus, Lt. Scholz and Lt. Zabel appeared to discuss
salaries for the year 1977. They also requested that they be eligible
foy the incentive program recently approved by the patrolmen and
sergeants.
Chief Kraus discussed with the committee the proposed communication
system for the new police building and requested that Ken Corn be
authorized to submit a firm proposal covering the needed equipment.
Chief Kraus explained that because of the limited funding Ken Corn
would be the only company cabable of providing the needed equipment
for the amount authorized. Ald. Colburn moved to authorize Chief
Kraus to request from Ken Com Systems a firm bid covering total
cost of the proposed communication center for the police department.
Seconded by Ald. Schaumberg, motion carried.
Ald. Schaumberg moved to recommend Council approval of payment of
sewer utility vouchers in the amount of $5,281.81 and general vouchers
in the amount of $212,120.49 payable December 28, 1976. Seconded by
Ald. Colburn, motion carried.
Ald. Schaumberg moved to recommend to the Common Council approval of
a preventive maintenance agreement between the city and the Slater
Equipment Company for the addressograph and graphotype machines.
Seconded by Ald. Colburn, motion carried.
The committee reviewed a request from the Park and Recreation Director
for a leave of absence from Tuesday, December 28th through nursday,,
December 30th. Ald. Schaumberg moved to grant the request and further
that one of the days be charged against earned vacation time. Seconded
by Ald. Colburn, motion carried.
The committee reviewed a communication from Assessor Paul DeAngelis
regarding an assessment error on real estate owned by Mr. and Mrs.
Gary Kloth. He indicated that the assessment had been listed as
$38,800.00 instead of the correct amount of $31,650.00. Ald. Schaum-
berg moved to recommend to the Common Council payment of $210.40 to
the City Treasurer to cover the assessment error on the Gary Icloth
property. Seconded by Ald. Colburn, motion carried.

2nd Mr. and Mrs. Richard Arrowood had reqveste.d yemTssim to pay
their entire sewer assessment without penalty. '?hey explained that
they had missed the December 1st deadline and that the Clerk had
provided for 10 year payment in both cases. He also indicated that
normally prepayment involves the one year's interest penalty, however,
since no one has been charged i.nterest for the month of Dec,embsr and
since it is to the cicy's advantage to have as many people pay their
assessment in full as possib1.e a recommendation should be made to
the Council to grant che property owner's request. Ald. Schaumberg
moved to recommend to the Common Council thzt Mr. and Mrs. Leo
Ottman and Mr. and Mrs. Richard Arrowood be permitted to pay their
entire sewer assessment $6,000.85 (Ottrnan) and $2,495.00 (Arrowood)
without penalty subject to the understanding that it be paid by
December 31, 1.976. Seconded by Abd. Colburn, motion carried.
Ald. Schaumberg moved to adjourn, seconded by Ald. Colburn, motion
carried. The meeting adjourned.
