FINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD DECEMBER 9, 1976
The meeting was called to order by Chairman Gottfried. Also present
were Aldermen Dumke, Colburn and Schaumberg and Police Chief Kraus.
Chief Kraus advised the committee that Mrs. Carol Stillwell will be
promoted to the position of Staff Secretary. He explained that the
position will be vacant January 1, 1977, because of the resignation
of Karen Rosecky. Chief Kraus requested that the committee recommend
the range because of the number of years she has worked for the city.
Ald. Dumke moved to recommend to the Common Council that Mrs. Carol
Stillwell be placed at the top of the range ($9,861.00 per yr.) be-
cause of the number of years she has worked for the city. Ald. Dumke
moved to recmend to the Common Council that Mrs. Carol Stillwell
be placed at the top of the range of the position of Staff Secretary-
Court Clerk when she assumes that position January 1, 1977. Seconded
by Ald. Colburn, motion carried.
Chief Kraus reviewed with the committee the agreement between the
city and Savin Corporation for maintenance, etc. of the copy machine
presently used by the police department, Ald. Colburn moved to
recommend to the Common Council. approval of the agreement. Seconded

to the Common Council that Mrs. Stillwell be placed at the top of
.by Ald. Dumke, motion carried.
Chief Kraus presented to the committee suggested changes in the
Humane Officer's fees. The matter was referred to the Rules, Laws
and Ordinance Committee for review.
Mr. D. Haas and Mr. George, representing Pizza Huts, appeared to apply
for a Class "Bll Fermented Malt Beverage License for a building to be
located at 16720 W. Janesville Rd. The committee noted that there is
one Fermented Malt Beverage License over the present quota which had
been authorized for a restaurant planned for Parkland Mall. They noted
that the license has not been applied for, however, a communication
from the First Wisconsin National Bank is on file requesting that it
be held so that it would be available when plans for a restaurant
materialize in the mall. Further discussion on the matter was deferred
to the next meeting.
Mayor Gottfried advised the committee that premiums for the volunteer
dental plan presently being used by the city employees has increased
to $23.94 per month per family and $7.56 for a single person.
The commi'ttee received and placed on file a communication from Mrs.
Donna Schroeder, Deputy County Treasurer, advising the city that Lot 4
lk 19, Jewel Crest Subdivision, which had been purchased by the city
or back taxes has been re-purchased by the original owner and therefore OB
would not be available to the city.
The committee discussed the matter of paying City Attorney Buckley a
single yearly salary rather than a fee based on services rendered. It
was noted that actual fees paid in 1975 were $12,551.75, that._the 1976
$16,000.00 for attorney fees. The committee reviewed a communication
he indicated that he would handle all city problems for this amount.
He indicated that the only additional fees which might be billed would be
as a result of work done for the city out of state or in federal courts
@f Illinois. The communication indicated that he would represent the
ity in all courts in Wisconsin including the State Supreme Court and
at any other meetings at no additional fee, The committee in general
agreed with the proposal but directed Mayor Gottfried to get a clearer
definition of extra ordinary matters.

A request has been made by the Muskego Corvette Club to again attempt
to hold a driving skill contest (gymkhana) on a marked off area of
Little Muskego Lake for Sunday, January 9, 1977. The request is
exactly the same as the one submitted earlier this year, for which
permission had been granted however the event was not held because of
an early spring thaw. Ald. Colburn moved to recmend Council approval
of said request. Seconded by Ald. Dumke, motion carried.
0 Ald. Dumke moved to recornend Council approval of the request of the
Muskego Lakerider's Snowmobile to serve (not sell) fermented malt
beverage on Sunday, December 19, 1976, at their annual family Christmas
party to be held at Idle Isle. Seconded by Ald. Colburn, motion carried.
Ald. Dumke moved to recmend Council approval of a "Gathering" Permit
for the Muskego Moose Lodge for January 23, 1977, to hold a fishing
jamboree at Idle Isle. Seconded by Ald. Schaumberg, motion carried.
Ald. Colburn moved to recomnend Council approval of fire protection
contracts between the City of Muskego and the Muskego Volunteer Fire
Co. and the Tess Corners Volunteer Fire Department for the year 1977.
Seconded by Ald. Dumke, motion carried.
Ald. Schaumberg moved to adjourn, seconded by Ald. Colburn, motion
carried. The meeting adjourned at 10:30 P.M.
