MINUTES OF MEETING HELD AUGUST 5, 1976
The meeting was called to order by Chairman Gottfried. Also present
were committee members Schaumberg, Dumke and Colburn.
The following persons appeared to apply for Operators Licenses:

Ald. Schaumberg moved to recommend approval of Operators License for
the above applicants. Seconded by Ald. Colburn, motion carried.
Mr. Steve Pischke, Park and Recreation Director, appeared before
the committee to request an additional account which would be ,
designated as "Other Supplies and Expenses". He explained that he
is having difficulty in properly identifying expenditures because of
the limited number of accounts the department has. Mr. Pischke also
requested an additional $2,000.00 in order to cover unexpected
maintenance requirements of equipment which have broken down, etc.
Ald. Schaumberg moved to recommend to the Common Council the transfer
of $1,500.00 from the Contingency Fund Acct. il602.049 to Acct. ik583.0270,
Maintenance of Vehicles and Equipment. Seconded by Ald. Colburn,
motion carried. Ald. Schaumberg moved to approve the creation of
an additional Account W583.0540, Other Supplies and Expenses, for the
Park and Recreation Department and further to approve the transfer of
$122.85 from Account B583.0500, Swimming Program, to the new Account
8583.0540. Seconded by Ald. Dumke, motion carried.
Police Chief Kraus and Lts. Zabel and Schulz appeared to discuss
their request for funds to send four men to S.W.A.T. Training School.
They also discussed their previously approved salaries for 1976.
They requested that they be granted a 7YL increase as were the patrol-
men of the department. They also requested that they be eligible
for the Educational Incentive Program which is a part of the 1976
Police Contract. Mayor Gottfried was directed to contact Roger Walsh
to determine salaries paid to lieutenants and chiefs for 1976. The
matter will be further discussed at the next Finance Committee meeting.
The committee acknowledged receipt of $225,634.18 from the State of
Wisconsin as the first payment of shared taxes.
The committee reviewed the recommendation of City Attorney Buckley
regarding the Leonard Pashkewitz claim. Ald. Dumke moved to recommend
denial of the claim. Seconded by Ald. Colburn, motion carried.
A copy of a letter from City Treasurer Jean Sanders to a representative
of First Federal Savings and Loan concerning her investment procedure
was received and placed on file,

Mayor Gottfried advised the committee that the claim which was recently
filed against a police officer and because of the method of filing the
matter will not be handled by the city's insurance Co. (Sentry). Mayor
Gottfried also advised ,that he has requested from the city's present
insurance carrier the costs of making the necessary change in order that
all employees and elected officials would be covered by insurance in
the event of suit. The committee agreed that Attorney Buckley should
represent the patrolman in this matter.
Ald. Schaumberg moved to adjourn, seconded by Ald. Dumke, motion carried.
