0 MINUTES OF MEETING HELD JULY 22, 1976
The meeting was called to order by Chairman Cottfried at 8:OO P.M.
Also present were committee members Colburn, Schaumberg and Dumke,
Aldermen Constantineau, Ford, Pienkos and Wallner. Several citizens
were also present. -a Mr. James Lutz , Mr. James Giesegh and Mrs. June Altmeyer appeared to
apply for Operator's License. Ald. Colburn moved to recommend
Council approval of said license to the above applicants. Seconded
by Ald. Dumke, motion carried.
Mr. Ronald Altmeyer appeared to app€y for, a Class "B" Fermented Malt
Beverage and Intoxicating Liquor License for the former Meyer's Tavern.
Ald. Schaumberg moved to recommend Council approval, seconded by Ald.
Dumke, motion carried.
Ald. Colburn moved to recommend Council approval of the following
"Gathering" Permits:
Icetronauts August 1, 1976
St. Paul's Church Picnic August 1, 1976
Little Muskego Lake Association August 7, 1976
Oak Ridge Advancement Association August 15, 1976 0
Seconded by Ald. Schaumberg, motion carried.
Ald. Duke moved to recommend Council approval of a Dump Refuse
Hauling Permit for Waste Management of Wisconsin. Seconded by Ald.
Schaumberg, motion carried.
Ald. Colburn moved to recommend Council approval Eor operation of
a popcorn wagon by Mr. Reford Coleman. Seconded by Ald. Schaumberg,
motion carried.
The committee discussed at length the offers received from Mrs.
Zingsheim and Mrs. Peasley for a portion of the former Lassa lot
abutting Little Muskego Lake. The committee reviewed the appraisal
and noted that the offers were substantially less than the appraised
value. Ald. Schaumberg moved to reject both offers. Seconded by
Ald. Dumke, motion carried.
The committee once again discussed the grievance of Mrs. Marvelyn
Pufall and reaffirmed their decision to deny the grievance. Mrs.
Pufall or her representative will appear at the Council meeting on 0 August 10th to appeal that decision.
The committee acknowledged receipt of a claim from Mr. Leonard Smith
for personal injury due to a confrontation with the Muekego Police
Department. Ald. Dumke moved to deny the claim. Seconded by AM.
Colburn, motion carried,
Mayor Gottfried reviewed with the committee the need to change the
to twelve months. Ald. Schaumberg moved to recommend Council
approval of the necessary change. Seconded by Ald. Dumke, motion
carried.

The committee reviewed the request of Jack Glockner for a "Junk"
Permit for property located on Tess Comers Drive and Woods Road. The
committee noted that the Common Council in December, 1971, advised
Mr. Glockner that it would not be our intent to renew his permit
after June 30, 1975. The committee reviewed a report from Inspector
Lee which indicated that there were very few cars in the area and that
the general appearance was vastly improved over what it had been in
the past. Ald. Dumke moved to recommend Council approval of a permit
for Jack Glockner subject to conditions established by the adoption
of Resolution #231-75. Seconded by Ald. Schaumberg, morion carried.
The committee considered Chief Kraus's request for Officer Gifford to
attend the Crime Prevention Training Program at Fox Valley Technical
Institute, July 26 through August 6, 1976. The committee was assured
by Chief Kraus that the only monies involved would be the patrolman's
salary. Ald. Colburn moved to grant the request. Seconded by Ald.
Dumke, motion carried.
Chief Kraus also requested that four officers be permitted to attend
the Waukesha Technical Institute in SeDtember and October for S.W.A.T.
(Special Weapons Attack Team). The matter was deferred until the next
meeting.
The committee discussed at length the results of the recently held
referendum on capital expenditures and invited comments from other
aldermen in the audience. Several citizens were also heard regarding
the matter. Following the discussion it was generally agreed that
the proposal for a new police building would be submitted to the
electorate at the November General Election and that the city with
the help of citizen involvement would make a concentrated effort to
inform the electorate in order that a knowledgable vote can be cast.
It was agreed that each department would be requested to submit their
1976 capital needs to the committee paying particular to determine
the projects that can be completed in 1976 and also to give a priority to
each request. It was the concensus of the committee and the aldermen
that once this is accomplished consideration would be given to raising
the money by a 10-year capital improvement loan. It was also agreed
that these decisions would be subject to the results of a meeting with
the city's financial consultant on Thursday, July 29, 1976.
