FINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD JUNE 3, 1976
0 me meeting was called to order by Chairman Gottfried at 7:OO P.M.
Also present were Aldermen Schaumberg, Dumke and Constantineau.
Mr. Richard Foster appeared at the meeting to request payment of his
claim in the amount of $65.89 for automobile damage as a result of
a hole in the street on Martin Drive between Topaz and Jewel Crest. me committee noted that the claim had been recommended for denial
approval of a resolution denying the claim of Richard Foster. Seconded
by Ald. Dumke, motion carried.
The committee again reviewed the claim of Lloyd Hawes in the amount
of $20,000.00 as a result of his basement caving in during a recent
storm. Upon the recommendation of the City Attorney Ald. Dumke moved
to recommend Council approval of a resolution denying the claim of
Lloyd Hawes. Seconded by Ald. Schaumberg, motion carried.
The committee reviewed all requests for license renewals and took
the following action:
Ald. Schaumberg moved to recommend approval of Class "A" Fermented
Malt Beverage License for the A&P Store and Richard Pladies. Seconded
* by the city's insurance carrier. Ald. Schaumberg recommended Council

Cumieny Beer Distributors, Inc. Seconded by Ald. Schaumberg, motion

Ald. Schaumberg movedkecommd approval of Class "A" Fermented Malt Bev-
erage and Intoxicating Liquor License as per the attach list. Seconded
by Ald. Dumke, motion carried.
Ald. Dumke moved to recommend approval of Waterway Marker Permits and
Swimming Beach Permits for A. Oschmann, W. Masterson, D. Amann and
D. Dixon. Seconded by Ald. Schaumberg, motion carried.
Ald. Schaumberg moved to recommend Council approval of a Trap Shoot
Permit for Robert Schaack. Seconded by Ald. Dumke, motion carried.
AI,d. Schaumberg moved to recommend Council approval of 38 Class "B"
Fermented Malt Beverage and Intoxicating Liquor Licenses as per the
attached list. Seconded by Ald. Dumke, motion carried.
Mr. Jeffrey Petroviak, 124 Fries La., Windlake, Wisconsin, appeared to
apply for Operators License. Ald. Ddce moved to recommend approval
Fingerprint and Medical Reports. Seconded by Ald. Schaumberg, motion
carried.
The committee considered the request of the Park and Recreation Board
to have an appraisal made of the F. Lamb property on Woods Road. Ald.

indicated a desire to reconsider the matter of purchasing land to
be used as a small nursery by the city. The matter was deferred
il after the referendum on the bond issues.
The committee considered the request of the Park and Recreation
Board to provide temporary funds for the following capital outlay

Ald. Schaumberg moved to recommend to the Common Council the transfer
of $4,400.00 from the Contingency Fund to Park and Recreation Capital
Budget. Seconded by Ald. Dumke. It is understood that the monies
will be returned to the Contingency Fund once the 1976 capital funding
has been provided.
The committee authorized the payment of $1,273.58 to the Wolkos
Advertising Agency for industrial park promotion.
0 The committee considered the recommendation of the Public Works
Committee to recommend to the Common Council the purchase of a 3/4 ton
Chevrolet van from the Steffen-John Co. in the amount of $4,457.00.
Ald. Schaumberg moved to recommend Council approval. Seconded by Ald.
Dumke, motion carried.
The committee discussed the request of the State of Wisconsin to
withhold tavern licenses whenever there is a delinquency in withholding,
sales and income taxes, etc. Ald. Dumke moved to recommend that the
Council adopt a resolution covering withholding, sales and income taxes.
Seconded by Ald, Schaumberg, motion carried.
The committee once again reviewed Mr. Fred Merkt's (former employee)
request to allow him to continue to participate in the city's health
insur.ance program. He would make the necessary monthly payments.
Considerable discussion was held relating to the precedent and the
Gottfried to advise Mr. Merkt that his request be denied.
The committee reviewed the correspondence from the Clerk's Office
regarding monies due Mr. Gilbert Spieler as a result of an additional
sewer assessment which was inadvertantly placed on his tax bill. Ald.
Seconded by Ald. Dumke, motion carried.
Ald. Schaumberg moved to recommend approval of a "Gathering" License
for the MPPA for August1,'76,and further recommended that the $2.00 fee
be waived (The proceeds of this event go to Muscular Distrophy Fund
and the event will be held at the Mill Valley Complex).
Communication from the Building Inspection Department requesting the
transfer of funds was reviewed by the committee. Ald. Schaumberg moved
co approve the transfer of $79.43 from Acct. #525.014, Dues and Sub-
scriptions, to Account f1325.017 (House Numbers). Seconded by Ald.
Dumke, motion carried.

The committee once again discussed with those aldermen present
the request of the Board of Appeals that payment be made to
them on a per diem basis or they be given gasoline allowance to
cover their costs while serving the city. Discussion revolved
around availability of monies, the fact that most other boards
and commissions would have to be given consideration and that
after discussions with members of other committees or commissions
they indicated that they did not feel it necessary. Ald. Schaumberg
moved to report to the Board of Appeals that it is with deep regret
that the Finance Committee denies this request.
Mayor Gottfried reported to the Finance Committee the difficulties
which have been encountered in the water patrolmen's efforts to
acquire the necessary liability boat and motor insurance. Mayor
Gottfried also advised the committee that the city's insurance agent
is looking into the problem but suggested that it was the individual
water patrolmen's responsibility to find the necessary insurance
coverage. Since the Council required proof of insurance the water
patrolmen have not been permitted to work for the city
The committee discussed the status of the former Lassa lot and reviewed
the offer of Mr. and Mrs. Zingsheim and Mr. and Mrs. Peasley. The
value of the land was discussed and Mayor Gottfried was directed to
provide the committee with information from the appraiser that was
made at the time the city purchased the property. Ald. Schaumberg
moved to defer action on this matter for two.weelcs. Seconded by Ald.
Dumke, motion carried.
The committee reviewed with Mrs. Bowyer the grievance submitted by forme]
employee, Marvelyn Pufall. Action was deferred to provide Mrs. Bowyer
an opportunity to answer the filed grievance.
The committee, along with several aldermen, discussed with Mr. Seegar
Swanson of Ehlers & Associates the status of the proposed capital
budgeting finance plan and the need for a referendum. Mr. Swanson
pointed out that interest rates are rapidly rising, the city has
already lost YL interest, that interest rates would probably continue
to rise through 1977 and that in his opinion the original financing
plan was wise and necessary. He reviewed with the committee several
approaches of informing the electorate. After considerable discussion
it was generally agreed that the proposed capital budgeting for 1976
and 1977 was initiated because the Common Council felt it was in the
best interest of the city and the taxpayer and that since the issue
has been brought to a referendum by a petition that it was nowup to
the voter to decide whether or not they wanted to continue the course
that has provided them with a stable tax base and reasonable tax rate
or initiate new approaches to capital financing.
It was therefore the decision_o.f .the aldermen present to-take a
pascive approach and let the citizen decide without any major campaign.
The committee discussed the possible dates of the referendum, the two
possible dates being July 13 and July 20, 1976. That decision to be
made by the Common Council at its meeting on June 22nd.
