FCM19760421FINANCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD APRIL 21, 1976 T.he meeting was called to order by Chairman Gottfried at 7:30 P.M. Also present were committee members Aldermen Dumke and ehaumberg and Ald. Wallner . Mr. Walter Singsheim, waterpatrolman, appeared to discuss payment for whether or not the waterpatrolmen are cqvered by the city's insurance program. Mr. Singsheim explained that the Police Department had the city remove his boat from the lake and directed him to take it to Muskego Marine for repairs. He indicated that had he known he was responsible for the cost of the repair he could have done it himself at less cost. Mayor Gottfried advised Mr. Singsheim and the Finance Committee that the city's insurance agent has indicated that it is not possible for the city to insure private equipment such as a boat, however, the city does have protection for non-owned watercraft. Mr. Wolf, representative of Employer's of Wausau, recomnended that each waterpatrolman should carry a boat and motor floater policy either separately or as part of their homeowner's insurance. He also indicated that they should carry comprehensive personal liability which should include Business Pursuit Coverage. Mr. Singsheim indicated that his insurance company, Milwaukee Mutual, advised him that the damage to his boat was not covered under his existing homeowners policy. The committee agreed that the city should pay something towards the cost of repair for Mr. Singsheim's boat, however, they felt that Mr. Singsheim should also pay a portion of that cost. Mr. Singsheim indicated to the committee that he felt he could have fixed the boat for less than $100.00. Mr. Charles Damaske appeared at the meeting to discuss with the committee the plans for the "Old Muskego Settlement". He presented to the committee estimated costs as well as the contributors, as follows: 0 damages to his boat during the summer of 1975. He also asked the committee Building: Including the construction of the machine building, roofs for three log cabins and tool shed $ 4,500.00 Grounds: Cement for three log cabins and for tool shed Planting of apple trees in the front of center 500.00 Restoration of farm equipment (material only) 2,000.00 Total 7,000.00 0 Donations: Muskego Womans Club $ 138.02 Muskego Lake Association 268.00 Profits from patchs 745.86 cokt for patchs 692.64 City of Muskego Funds 1,oooi 00 e ~ Additional funds requested 2,839.52 4,160.48 Mr. Damaske asked that the city- consider committing sufficient funds to complete the project. The committee noted that an application for federal funding in the amount of $1,900.00 is now being reviewed. Ald. Dumke moved to recommend to the Common Council support for the project and to further recommend that $1,000.00 be released towards that project immediately. Seconded by Ald. Schaumberg moved to recommend Council approval of Operators Licenses for George and Rosalie Giesegh, seconded by Ald. Dumke, motion carried. Ald. Schaumberg moved to recommend approval of Operators Licenses for Kenneth Ratsch and Gail Matthaeus, subject to favorable Fingerprint Rep0r.t. Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to recommend approval of operation of a popcorn wagpn by William Rahn, S94 W14534 Groveway La. Seconded by Ald. Schaumberg, motion carried. Mr. Richard Trivalos appeared to discuss with the committee his offer to purchase a city-owned lot on Woods Road (Lot 1 Block 27 Hale Park Highlands) He indicated that although there &m some drainage problemon the lot although with proper landscaping they could be solved and that he plans to construct a swiss chalet type home on the lot. The committee members indicated they wanted to make an on site inspection of the lot. Mayor Gottfried was directed to contact Mr. Trivalos and negotiate a price of $11,000.00 for the lot. Ald. Dumke moved to recommend sale of the property iribject to successful negotiations. The committee noted that the city paid $AoBO, to Waukesha County for the lot and absorbed the sewer assessment in the amount of $2752 5 0 26 Ald. Schaumberg moved to recmend to the Common Council the transfer of $933.89 from Account #583.001 (Park and Recreation Salaries) to Account #602.045 (Miscellaneous) to pay for previously approved moving expense for the Park and Recreation Director. Ald. Schaumberg moved to recommend approval of payment of general vouchers In the amount of $568,479.31 and sewer utility vouchers in the amount of ,$11,068.70. Seconded by Ald. Dumke, motion carrled. The committee noted that the city has received $2,198.54 for exempt machine and equipment for 1976 from the State of Wisconsin. The minutes of the previous meeting were received and placed on file. The committee reviewed the offer from Mr. William P. Yehle for Lot 11, 0 Block 16, Fountainwood Add. 83 in the amount of $1,000.00. Ald. Dumke moved to recommend to the Comnon Council that the offer from Mr. Yehle be rejected. Seconded by Ald. Schaumberg, motion carried. The Finance Committee acknowledged a claim from Kenneth A. Larsen for $930.00 for reimbursement for culvert installation costs. Ald. Schaumber moved to recommend denial of the claim, seconded by Ald. Dumke, motion carried. The committee reviewed the request of Chief Kraus for permission to have an officer attend a two-week Technical Evidence Program at a cost of $210.00. Ald. Dumke moved to deny the request. Seconded by Ald. Schaum- berg, motion carried. Finance Committee April 21, 1976 0 Page 3, The committee considered Mayor Gottfried's recommendation to have the city's auditors, Connelly, Sprague, McDonald & Co., provide the city with an indepth financial analysis of the city's industrial park at a cost of not more than $1,000.00. Ald. Schaumberg moved to recommend Council approval to authorize the analysis. Seconded by Ald. Dumke, q motion carried. A discussion was held by the conunittee on the request to send two officers to the FBI refresher course in Oklahoma City. It was noted that the Council had previously denied the request for three officers. Ald. Colburn indicated that after discussion with Chief Kraus he felt he could support the 'request. A resolution will be presented to the Council without recommendation. The committee discussed the need for a part time bookkeeper to help the Clerk and could handle the necessary bookkeeping during the Clerk's absence, It was noted that the present position has been authorized as full time by the Council. Ald. Schaumberg moved to recommend the aboli_shment of the full time position of the bookkeeper and to create the position of part time Bookkeeper Clerk. Seconded by Ald. Dumke, motion carried. The committee discussed the salary of the Inspection Clerk, a non-union represented position whose salary had not been provided for previously. Ald. Schaumberg moved to recommend to the Common Council to establish the salary of the Inspection Clerk to be as follows: Start $2.70 per hr. 6 Months 3.13 per hr. 18 Months 3.37 per hr. Seconded by Ald.
