FCM197604070 FINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD APRIL 7, 1976
The meeting was called to order by Chairman Gottfried at 7:40 P.M. Also
present were Aldermen Dumke, Foldy and Schaumberg.
The following persons appeared to apply for Operator's Licenses: 8 Dean Harvey 18595 Loomis Rd., Wind Lake, 'WI
Karen Stys 6953 S. Phyllis La., Franklin, WI
Mr. Fred Giesegh appeared to apply for a Class "B" Fermented Malt
Beverage and Intoxicating Liquor License for W180 S7808 Pioneer Dr.
(fQfmel; Roy & Middy's).
Ald. Dumke moved to recommend approval of Class "B" Fermented Malt
Beverage and Intoxicating Liquor License for Fred Giesegh subject to
favorable Fingerprint Report and the expiration of the necessary 15
day waiting period following publication. Seconded by Ald. Foldy, motion
carried.
Ald. Dumke moved to .recommend approval of Operators License for Dean
0 carried.
Harvey, Karen Stys and Steve Oschmann. Seconded by Ald. Foldy, motion
Ald. Schaumberg moved to recornend Council approval for a "Gathering"
License for St. Leonard's Home & School for April 24, 1976. Seconded by
Ald. Dumke, motion carried.
The committee received an offer in the amount of $1,000.00 for city-owged
lot (Lot 11 Block 16, Fountainwood Subdivision) from Mr. William Yehle.
His offer indicated that because of the poor soils the cost of foundations,
etc. would be in the vicinity of approximately $9,000.00 and based on the
sale of lots in the area which range from $10,000.00 to $12,000.00 an
offer of $1,000.00 was reasonable. The committee directed Mayor Gottfried
to determine the cost of the lot to the city so they can discuss the
matter at the next Finance Committee meeting.
Mr. Charles Schweitzer appeared to discuss rental of city-owned farm land
on McShane Drive. The committee reviewed some of the experiences when
land previously had been rented and agreed that if the city were going to .
rent the land other interested parties in the area should be given an
opportunity to bid on it. Ald. Schaumberg moved to place the matter before
the Council without recommendation to determine their wishes regarding the
matter. Seconded by Ald. Dumke, motion carried.
Correspondence was received from Motorola Company regarding their
difficulty in designing a communication system for the new Police Dept.
based on their competitor's proposal. The matter was referred to Chief
Kraus for consideration by the Building Committee. Motorola also requested
qn opportunity to present and defend the proposal.

.Police Chief"Kraus appeared -to request-approval of two offfcers qo attend
a seminar on sex crimes. He indicated there would be sufficient monies
in the 1976 budget since they would not attend several seminars usually
held in the State of Wisconsin. Ald. Foldy moved to approve the request.
Seconded by Ald. Dumke, motion carried.
Finance Committee
Proposals for lawn service for city hall and library grounds were
received as follows:
Pewaukee Landscape Service (6 mos.)
Bickler Landscape Maintenance (6 mos.) 8 $285.00 per mo.

Dal Corporation (7 mos.) $447.26 per mo.
American Lawn Service (General maintenance
as necessary) $380.00 per mo.

Kujawa Enterprises, Inc. (General Maintenance) $213.00 per mo.
(Weeding, pruning, etc.) 400.00 ea. call
Plus extra for fertil-
izer application
Liban's Lawn Service 130.00 per mo.
The committee will review the matter with Mr. Steve Pischke, Director of
Park and Recreation, before making recommendation.to the Council.
Police Chief Kraus also requested approval for himself and two officers
to attend an FBI refresher course in Oklahoma City, June 20th thru June 23rd.
The minimum cost to be $300.00 per person. The cmittee recommended
approval.
The committee will invite Mr. Walter Singsheim, Water Patrolman, to the
next meeting to review boat damage claim.
The January, February and March, 1976, report of compensatory time and
paid overtime was received.
Mr. Fred Merkt's request to be included in the city's Blue Cross - Blue
Shield Plan after retirement was received. The matter will be considered
at the next meeting.
The offer of Mr. Ed Spiegelhoff to have the city purchase the Funk
property on Little Muskego Lake was received and will be reviewed at
the next meeting.
