FCM19760204FINANCE COMMITTEE - CITY OF MUSKEGO .MINUTES OF MEETING HELD FEBRUARY 4, 1976 The meeting was called to order by Chairman Gottfried at 7:40 P.M. Also present were Aldermen Schaumberg, Foldy and Dumke. *he following persons appeared to apply for Operators License: Devin Scheller 19095 S,. Mhndlake Rd., Windlake, WI Pauline Rosecky S63 Wl8p47 College Ave., Muskego, WI Jacamino Peroceschi W188 S7666 Oak Grove Rd., Muskego, WI Mr. and Mrs. Robert Palokonis appeared to apply for a Class "B" Fermented Malt Beverage and Intoxicating Liquor License for S102 W19570 Kelsey Dr,, (former Mead's Tavern). Ald. Schaumberg moved for the approval of Operators License for Devin Scheller, Pauline Rosecki and Jacamino Peroceschi, subject to receipt of favorable medical and fingerprint reports. Seconded by Ald. Dumke, motion carried. Ald. Schaumberg moved for the approval of Class "B" Fermented Malt Beverage nd Intoxicating Liquor License for Robert Palokonis subject to receipt f favorable fingerprint report. Seconded by Ald. Foldy, motion carried. a Ald. Dumke moved for the approval of "Gathering" Permit for Muskego Volunteer Fire Co. Auxiliary for April 3, 1976, at the fire department sub-station on Racine Ave., Seconded by Ald. Foldy, motion carried. Jean Sanders, City Treasurer, appeared to discuss the need for a deputy treasurer who would be at her dispzsa?. She explained to the committee there was a great need to train s,r.;w?one so that they can become knowledg- able in all phases of her responsibilities in the event she became ill. She further advised the cmittee t.kar need for help often became secondary to the needs of the clerk's gFfice, particularly in the prepar- ation and collection of tax bills. The committee agreed to look into the possibility of having the receptionist-typist 11, who is also involved in working for the Utility be available for appointment as deputy treasurer. Municipal Justice Richard Wittbrot appeared at the meeting to discuss his salary recmended to the Cormnon Council by the Finance Committee for 1976. He advised the committee that unless he were paid the $3,000.00 per year which he requested he would hold court once every two months and send any cases which could not be handled to the County Court. Mr. ittbrot explained that he uses his office help and attends special eminars which makes the $1800.00 proposed by the cornittee as unreasonable. 3" A great deal of discussion was held regarding the possibility of holding two court sessions per month. The committee expressed the opinion that it would cut down the amount of time spent in court by the defendants and certainly would reduce the congestion problem which has been so prevhlent in the past months. Mr. Wittbrot advised the cmittee that if e would receive the requested $3,000.00 he would not be adverse to olding two court sessions a month if and when lie felt it was- needed. It was the decision of the committee to recommend to the Council an amenddent to the salary resolution increasing his proposed salary to $2400.00 per year. It was further the decision of the committee to study the possibil- ities of abolishing the position of Municipal Justice and referring all court work to the County as is done in several neighboring municipalities. & Finance Conunittee February 4, 1976 City Clerk Bette Bowyer, Assessor Paul DeAngelis, Police Chief Kraus and Lieatenants Zabel and Schulz appeared to discuss their proposed salary for 1976. Chief Kraus requested permission to sent Patrolman George Mielke to a *special training class for one week which would qualify him for member- ship in a Waukesha County Strategic Weapons Attack Team. He explained that the special team was made up of an o€€icer from several communities in Waukesha County, that the only cost to the city would be his wages plus an estimated $50.00 incidental expense and that the city would not be required.to pay overtime to cover his absence. Ald. Foldy moved to approve the request, seconded by Ald. Dumke, motion carried. Sgt. Robert Klenz appeared at the request of the committee to discuss his grievance regarding Article XI1 of the contract between the City of Muskego and Teamsters Union Local No. 695. After a lengthy discussion and a review of the meetings held with Sgt. Klenz and Chief Kraus it was the cormnittee's decision to deny the grievance for the following reasons : 0 e w 0 ARTICLE XII, Sections 1 and 2 do not provide the employee the right to remove a fellow employee from a particular shift simply because he does not like the hours he is working. ARTICLE XI11 of the agreement, entitled, Management Rights Reserved, provides, in part, that the management of the work and direction of the working gorces, including the right to hire, promote, demote, etc., is invested in the employer. It also states-that the employer may adopt reasonable rules and amend the same froxn time to time. (1) The best interest of the department pertaining to the logical and equal distribution of talent and the operational time of day for functional assignments. personal life and professional goals. ) The best interests of the individual officer pertain to his (3) Seniority, all other criteria being equal. Change of shift assignment will be made whenever vacancies occur or special circumstances dictate a change. Seniority shift change requests will not be considered unless a vacancy occurs. The creation of a fifth team did not result in a vacancy of the team captain position. Thus, since no vacancy was available any attempt to replace the present team captain would be construed as imposing a claim to a position already filled by a fellow sergeant. Finance Committee February 4, 1976 Mayor Gottfried reported to the committee that the attorneys for Mr:. Schwefel have requested that the Finance Committee consider recommending to the Council a price of $58,000.00 rather than the appraised $48,000.00 for the property on Little Muskego Lake adjacent to the dam. Mayor * ottfried was directed to advise". . Schwefel-Jhat'tiiey- woul'd not :make such a ecommendation to the Council. The meeting ecessed at 12:45 A.M. February 5th with plans to reconvene on February 2 th following the Public Works Committee meeting. The meeting reconvened on Thursday evening at 9:45 P.M. Present were Chairman Gottfried, Aldermen Foldy, Dumke and Schaumberg. The committee reviewed its discussion with Assessor Paul DeAngelis regarding his proposed salary for 1976. The committee noted that Mr. DeAngelis provided the committee with comparison figures from the City of Franklin which has a similar population, valuation, etc. Mr. DeAngelis had also pointed out that certification of all elected assessors will be required as of January 1, 1977, that he had no objection to the near 7% increase offer but he requested that the city review the base wage which he felt was extremely low in comparison to other communities. Mayor Gottfried eviewed the salaries shown in the 1975 Wage Benefit Survey of the Mil- aukee Area Municipal Employers Association which showed that the Assessor from the City of Muskego .is'the lowest of all communities belonging to the Association. The cmittee agreed that once certification was an absolute requirement a review of the base wage would be warranted, however, it was their decision to recommend to the Common Council that the Assessor's salary be increased 7% of his existing salary which is $13,700.00. ($1141.66 MO.) to $14,659.00 (1221.58 per Mo.) The committee next reviewed the discussion held with the City Clerk on Wednesday night during which she requested that consideration be given to raising her salary to the same percentage as that of her deputy clerk. She pointed jut Ihpsalary as proposed was 6.3% compared to a 7.05% increase for the deputy clerk. Although she supported the increase given to her deputy she felt that in all fairness the Clerk's -9-should be increased similarily. The Clerk reviewed for the committee the span of her respon- sibilities. She also pointed out to the committee the need for additional help particularly in the area of her bookkeeping. The committee reviewed with the Clerk the salaries of other clerks in the area andexpressed concern of the inequities which can be created by using a straight percent- age increase for all employees. The committee agreed that .it was esmiial that someone become familiarized with the bookkeeping requirements of the city hall so that the Clerk could spend more time in mana#ng'her office. ich would provide a* 7% increase in the Clerk's salary which would raise it from $13;9UU:OO (&J;l58.33 per Mo.) to $14,873.00. ($1,239.42 per Mo.). The committ'ee then reviewed the request of the Chief of police and Lieuten- ants for re-evaluation of their proposed salary and their concern that the a! a was the committee's decision to introduce an amendment to Resolution #5-76 ~" mon'etary spread between themselves and their subordinates was becoming w sser-and with-overtime it was conceivable that the subordinate could be aking more than his superior. The committee reviewed salaries for like positions in the 1975 wage benefit survey of the Milwaukee Area Municipal Employers Association and noted that the salaries paid -by the City of 0 February 4, 1976 Finance Committee - Page 4. Muskego were comparable to others in the area. It was the decision of the committee to not make any recommended changes forthe positions I) of Chief and Lieutenants ,however, they did agree that in the event the final settlement between the patrolmen and sergeants resulted in.a drastic reduction in the difference between subordinate and his superior they would consider reviewing the salaries. Ald. Foldy brought to the committee a request from Mr. Terry Buss to transfer the total sewer assessment against his<property so that it could be charged against a new lot created by division of the original property located at W139 S6993 Sherwood Circle. Mayor Gottfried advised Ald. Foldy that he had discussed the matter with the Clerk and she agreed that such a request could create several problems not the least of which would be the legality of such a transfer. Ald.
