Mrs. Bowyer requested that the comictee consider increas4ng the car al1ow;r

Mrs. Bowyer questioned the city's present policy Qf paying cay allowpnue

My. Richard Arrowood, representing the Park and Recreatipq DepartTent,
appeqred to discuss the balance in their capltal budget and the need for
quipment. Mr. Arrowood pointed out to the cpmittee tqb $7,000.00 of
the 1974 capital budget reverted fo the general fund bpcapse it was not
used by the park Board. He indicated thar the $4,000.00 presentiy available
in the Pqrk Board's capital budget is spffic$ent to meet their needs except
r the cost of the equipment and the payment q$ the engineering foes for
estown, N. Y. to participabe in a seminar reyrdinq preparation and
additional $4,790.00 to provide Lions Park wich the necessary playgroup4

MuskGo Volunteer Fire Co.* appeared to discuss .with the committee the budget
for.'1976 fo? .the/r departmept. Considerable discussion was held regarding
the qequest for $5,000,00 to provide sirens qd lights 'for all fire depart-
menCvolunteers, Chief Mertin pointed out that state statutes require that
they be used and thaq Chief Kraus has ind$cated they are ngqessary to protect
the volqnteers frqcb&$ug subject to prosecution fqr the violatior) of the
city'$ traffic ordinances.
me Teas Corners Volunteer Fire Department has requested tq havg their budget
meeting with the Financq Commitqeq rescheduled to October '15th dt 9:00 P.M.
The committee conqidered Mrs. Bowyer's request for an increase in Mileage
allowance, Ald, Fpldy moved to recommend to the Cqon Cquncil thgt the
city esteblioh a mileage allowance of 12c per m$le fpr ciqy epployees using
their own car Epr city business outside of the City of Musbego, Seconded by
Ald. Dunk?, moqion carried.
The copunittee reviewed the City Clerk's request to send two employees to
Jamestown, New Ygrk, Ald. Schaumberg movpd that the Clemk be authorized
to send one employee to the seminar at a cost of approximately $350.00.
Seconded by Ald. Folcly, potlon carried.
@e colnflitteg discussed the request that consideratioo be given to keeping
the pity hall open' during the noon hour. 'It was noted that the present
contrgct with the Union provides for a 1-hour lunch period, however, any
change in hours is permissible if a two week notice is given. A final de-
cis$qn will be withheld pending a reviqw of che'number oe citizens served
between 4:30 and 5100 P.M. as well as the nymber who indicqte a need for
service between the b~urs of 12:OO Noon and 1:OQ P .M.
Mayor Gottfried advised the committee that a rq-wgsentative of tb Bicen-
tennial Committee has established the site which they would like to recommend
as fhe locattoq for the Bicentennial Pp,rk. Tt was the committeq's decision
to personally view the location before a final decision is' mqde.
A coqnunication was rgceived from Chief Kraus regarding the hiring of new
employees at salaries dqs4gnated for steps fwo and phree of the range. Maysr
Gottfried yas directed $0 advise Chief Kraus that the Finqnce Cpnmittee is
not receptive to his suggestion 4nd would not make the necessary recmendatiops
to the Couqcil,
Mayor Gottfried reported thpt Mr. William Ferber who was involved in a forced
hookup had chasen a contractor who did not subpit bid for thq necessary
Mr, Perber hss requested that the city' pay for the work done as though @"' were a foFced hobkup project. The committee noted that the work was done
y a contractor who did not bid on the project and therefor it must be con-
sidered a private plaqter with payment being made directly tq the contractor.
A connnuniqation was received from plr. Wm. Schulce requeeting that In addition
to his refund of wies paid for the purchase of Lot 11, Blk 16, Fbuntainwosd,
that he be reimbursed for the cost sf the sol1 boring tests which he took in
the .,pount of $285,00. bid. Folcly moved, secpnded by Ald. Dumke-, that his
request for agimburswent for soil boring test be denied Rnd thpt the Clerk be
mstructqd to refund the $7500 as approved by che Connnon Couqcil.

The Finance Committee reviewed a grievance filed by former officer Michael
Wilcox relating to the payment of unused sick leave. The committee
reviewed correspondence from City Clerk Bowyer to Mr. Wilcox which advised
him of the opiqion of the City Attorney regarding the matter. Ald. Foldy
moved to geny the grievance based upon the legal opinion of City Attorney
Buckley. Seconded by Ald. Schaumberg, motion carried.

he conference ropm,
Mayor Gottfripd reported that he has received notice from representatives
of the Police Deparbpent, City Hall and Library employees, Dispatchers and
the Public Works employees that they are ready to negotiate contracts for
the year 1976.
Mayor Goccfried has adviged the committee that the members of the Public
Works Committee @gain request the connn$ttee to again consider their request
to join the ,wiicdnfiin RetiremenProgram.
