FCM19750718FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JULY 18, 1975 The meeting was called to order by Chairman Gottfried at 7:30 P.M. Also present were Aldermen Dumke, Foldy and Schaumberg and Police Chief Kraus. Dumke moved for the approval of Operators License for Jerry Steurernagel, @Thomas Johnson, Donna Dergin, Maxine Ries, Marline Winters, John West, Rita Dutscheck, Richard Hagenkord and Gordon Hagenkord. Seconded by Ald. Foldy, motion carried. Ald. Dumke moved for the approval of Operators License for Elinor Tvosen, Patricia Schill, Clayton VanGomple, Guy Kneprath and Cecil Stubblefield subject to favorable Fingerprint and/or Medical reports. Seconded by Ald. Foldy, motion carried. Ald. Schaumberg moved to recommend Council approval of a Dump Refuse Permit for Waste Management of Milwaukee (Best Disposal). Seconded by Ald. Dumke, motion carried. Ald. Dumke moved to recommend Council approval of "Gathering" Permits for Muskego Softball Tournament to be held August 16 and 17, 1975, at Kurth Park. Seconded by Ald. Foldy, motion carried. Ald. Foldy moved to recommend Council approval of "Gathering" Permit for St. Leonard's Holy Name Society for August 10, 1975, at W173 S7743 St. Leonard's Drive. Seconded by Ald. Schaumberg, motion carried. Mr. Ken Westcot appeared at the meeting to inquire as to what affect the installation of a solar heating system would have on real estate assessment. He was advised that the committee would check with the city assessor regard- ing the matter. Ald. Foldy moved to recommend Council approval of a resolution recommending that Carl Baumann of the Mi'lwaukee School of Engineering be retained to prepare a report on the needed facilities for a new police station. Seconded by Ald. Dumke, motion carried. It was pointed-out that the cost awould not exceed $1,000.00, that the study would be conducted by three or four seniors who will be graduating as architects and study should be completed by January 1, 1976. The committee discussed the request of A1 Badertscher for the payment of $100.00 as the city's share of the cost of installing the fence needed to rotect city property from his livestock. It was noted that there is legal ebligation in cases similar to this. Ald. Dumke moved to recommend Council approval of a resolution reimbursing Mr. A1 Badertscher $100.00 as cost for installation of fencing which divides his property and city-owned property. Seconded by Ald. Schaumberg, motion carried. 0 Finance Committee 0 July 18, 1975 Page 2. The committee received cmunications advising of the following revenues which were received: $13,552.00 Federal Revenue Sharing 3,541.62 Flood Control 3,729.01 Fire Aid Mayor Gottfried advised the committee that. an. agreement had been reached with the school district whereby the Park Board will place sod in an area 70' x 110' adjacent to the Mill Valley School. The school system will provide two men to help with the work. It is estimated that with the credit received from the Bruce Company the total cost would not exceed $170.00. The committee received a communication from Francis Luflcin in which he offered $200.00 for city-owned property between his home and Highway 24 for a portion of a lot owned by the city which is located between his home and Highway 24. It was noted by the committee that the city paid $765.00 in back taxes to the county for the land. Ald. Schaumberg moved not to accept Mr. Luflcin's offer. Seconded by Ald. Foldy. Motion carried. Mayor Gottfried was directed to advise Mr. Lufkin that an offer of $500.00 would be more realtistis. 0 Ald. Dumke moved to recommend Council approval of a resolution authorizing Mayor Gottfried to negotiate with people who have been interested and may be interested in purchasing city-owned lots with poor soil conditions in Fountainwood Subdivision. Seconded by Ald. Foldy, motion carried. Ald. Schaumberg moved to recommend Council approval of a resolution transferring $3,000.00 from Account #292, Unappropriated Surplus, to Account #508.015, Municipal Court, for the purpose of covering cost of Police and Fire Commission's hearing of the Wilcox matter. Seconded by Ald. Dumke, motion carried. Mr. Jack Glockner's request for renewal of his Junk Permit was reviewed. The committee noted that the &on Council had previously adopted a resolution indicating their intent not to renew the license on July 1, 1975. A detailed account of the history of Mr. Glockner's operation was presented by Building Inspector Lee and reviewed by the committee. That review indicated that Mr. Glockner has been advised each of the last four years of the Common Council's decidion. Mr. Lee advised the committee that the junk operation is still going on however, it did not seem to be as extensive as in previous years. Mr. Glockner will be invited to the next meeting of the Finance O~ormnittee. Ald. Foldy moved to adjourn, seconded by Ald. Dumke, motion carried. The meeting adjourned.
