FCM19750702. I .- FINANCE COMMITTEE - CITY OF MUSKEG0 aINUTES OF MEETING HELD JULY 2, 1975 The meeting was called to order at 7:30 P.M. by Mayor Gottfried. Also present were Aldermen Foldy and Dumke and Ald. Colburn. Mr. Mike Fitzgerald, representing the tittle Muskego Lake Association, appeared to requesr a petmi: for hydro-plane racing on August 2, 1975. The following information was presented: (1) It is called the Pabst Regatta, (2) time would Idle Isle. It is their plans to erect a tent to sell beer and brats and the purpose of the event would be to raise money for the continued restoration of Little Muskego Lake. Mr. Fitzgerald was advised that a permit from the Park Board is required to sell beer as well as to use Idle Isle Park and a "Gathering" Permit would also be necessary from the Common Council. Discussion was held regarding problems relating to parking facilities available with particular concern being expressed over the possibility of parking along Hardtke Drive and Muskego Drive. Mr. Fitzgerald indicated that the owners of several empty lots in the area were to be contacted, He will advise the committee prior to its next meeting whether or not the event as planned will take place. The City Librarian, Kathy Horton, appeared regarding her request for a .be between 12 :OO Noon and 5:OO P.M. , (3) the races would take place off of osition for Library-Clerk I from the CETA Program. She explained that the eunding was assured for one year, the Library Board has approved the position and application and that many of the things not being done now by the Library could be initiated, such as implementation of a outreach program to children, young adults and senior citizens, work with interlibrary loan requests and the development of a Wisconsin collection for our library. She also indicated that additional personnel would be needed within a year or two and this would give her the opportunity to train someone under the federal funding program. Ald. Foldy moved to recormnend approval of the position as well as the f,iling of application for CETA funding. Seconded by Ald. Dumke, motion carried. Ald. Colburn appeared at the meeting requesting that he be permitted to participate in the city's hospitalization plan. He indicated that he will pay the premium so that there would be no cost to the city. The committee noted that City Attorney Buckley is already participating and saw no problem with the request. Ald. Dumke moved to approve the request, seconded by Ald. Foldy, motion carried. The following persons appeared to apply for Operators Licenses: Willard D. Schreiber W182 S8394 Raclne Ave., Muskego Gary E. Learned 5611 S. New Berlin Rd., Hales Comers Harold P. Gray 801 E. Linus St. Milwaukee Arthur J. Sereno 132 Tenny Ave., Waukesha a Ald. hmke moved to recommend approval of Operators Licenses for Willard Schreiber, Gary Learned, Harold Gray and Arthur Sereno. Seconded by Ald. Foldy, motion carried. Mr. Wayne Hagenkord, 2706 S. 12th St., Milwaukee, Wisconsin, appeared at the meeting td apply for a Class "B" Fermented malt Beverage and Intoxicating a iquor License for S86 W13988 Priegel Dr. (The Willows). Ald. Dumke moved o recommend approval for a Class "8" Fermented Malt Beverage and Intoxicating iquor License for Wayne Hagenkord, subject to expiration of required pub- lication time. Seconded by Ald. Foldy, motion carried. Ald. Foldy moved to recommend approval of a Dump Refuse Permit for Town & Country Disposal and for Waste Management with the understanding that a letter be sent to Waste Management regarding the rate of speed at which their trucks Ald. hmke, motion carried. pass through Muskego, New Berlin and Hales Comers on S.T.H. 24. Seconded by 0 . .- Finance Committee 0 July 2, 1975 - P. 2 Ald. Dumke moved to recommend approval of a Junk Permit for James Kohne. Seconded by Ald. Foldy, motion carried. The committee ackn,owledged receipt of a request for a Junk Permit from Jack Glockner. The committee noted the action of the Council several years ago advising Mr. Glockner that his permit would not be renewed in 1975. Specific e action was deferred pending a review by Attorney Buckley and the committee. The committee received a claim from Thomas Felton and John Blasius in the amount of $374.00. Same was referred to Attorney Buckley. A communication from the State was received advising the city that the balance of the 1973 State Aids in the amount of $2&.,274.63 will. be sent shortly. Ald. Foldy moved to refund to Mr. C'lifford Young the $10.00 filing fee to the Appeal Board which was not necessary, Seconded by Ald. Dumke, motion carried. A communication was received from Mr. A1 Badertscher requescing payment of $100.00 for fence which he constructed to protect the city's property from cattle. The committee will view the fence prior to its next meeting. @A communication was received from Officer William Meeks, representing the Muskego Professional Policeman's Association, regarding the action pending against Patrolman Wilcox. A letter was received from Mr. Tom Brown, representhg the First Wisconsin Mortgage Company, requesting that the Class "B" Fermented Malt Beverage License which was approved for the Parkland Mall be held until their leasing problems can be resolved. The committee received a letter from the Muskego Woman's Club advising the city of their interest in leasing the building housing the police station when and if a new police station is constructed. 1 Attorney Buckley's statement for the month of June was reviewed and placed on file. Mayor Gottfried reported to the committee that the School Board has requested that the proposed seeding of the playgromd area adjacent to Mill Valley School be replaced with sod.beeause of their concern that adequate ground cover would not be available by the beginning of the school term. The Mayor's letter to the School Board and Park Board regarding this matter will be sent to all aldermen. @The committee discussed the requirement that individuals selling merchandise in beer depots must be licensed.
