FCM19740404FINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD APRIL 4, 1974 The meeting was called to order at 7:30 P.M. by Chairman Gottfried. Also present were committee members Foldy, Schaumberg and Dumke. Ald. Knudsen was also present. The following persons appeared to apply for Operators Licenses: 0 1) Russell Schneider S94 W14358 Ryan Rd., Hales Corners, Wis. Gary Vilbaum S65 W18654 Gem Dr., Muskego Greg Nielsen W139 56871 Sherwood Circle, Hales Corners Jay Kraning 1302% Michigan St. , South Milwaukee Ald. Dumke moved to recommend Council approval of granting Operators Licenses to Gary Vilbaum, Russell Schneider, Greg Nielsen and Jay Kraning. Seconded by Ald. Schaumberg, motion carried. Building Inspector Lee appeared at the meeting regarding his recommendation that Assistant Inspector Daniel Nowak be appointed as Deputy Inspector. Ald. Schaumberg moved to recommend to Council to place Mr. Dan Nowak at Deputy Inspector - Step I, at a salary of $911.00 per month. Seconded by Ald. Dumke, motion carried. Mr. Harold DeBack again appeared at the meeting concerning his lots in opinion any refund would have to come as a result of a communication from the Assessor that there had been an error in assessment of lots owned by him on May 1, 1973. They further advised Mr. DeBack that any objections to assessment should have been presented to the Board of Review. Mr. DeBack indicated that he would discuss the matter with the Assessor. Mr. Frank DeAngelis appeared at the meeting concerning salary increases of Aldermen and Mayor. He questioned the legality of the raises contending that a three-fourths vote was required. The committee advised Mr. DeAngelis that an opinion from the City Attorney indicated that the procedures followed were legal and proper. Ald. Foldy moved to recommend Council approval of a "Gathering" License for St. Leonard's Home and School for April 20, 1974. Seconded by Ald. Schaumberg, motion carried. The city is in receipt of an offer to purchase approximately four acres of city-owned land at the corner of Highway 24 and Mercury Drive. Ald. Knudsen will contact Mr. Otto Hamburger regarding this offer and report back on the matter. 0 the Keiser Subdivision. The committee advised Mr. DeBack that in their The city has received an offer to purchase for a parcel of land (Lot 7 Block 2) in the Industrial Park from Terrance and Roger Buss. The committee is referring the matter to Common Council without recommendation. The committee received the Budget Report for the month of March. The committee will review the policy of other municipalities regarding the personal use of city-owned equipment by employees and officials of the community. A discussion was held regarding the city's present policy of paying 10~ per mile automobile allowance. It has been suggested that because of the increased cost of operations of motor vehicles that 15~ per mile would be more realistic. The committee diracted Mayor Gottfried to 0 contact other communities to determine what they are paying. Finance Committee 4/4/74 - Page 2. Ald. Foldy moved, seconded by Ald. Dumke, to authorize payment of a bill in; the aniount'of $19~15 fok-Ronnie's Mobile for plowing done at Bay Lane School during the snow emergency. The plowing was necessary in order to make the school available in the event citizens needed a place to keep warm or to spend the night. The motion carried. The committee approved the request of Chester Spitzner for permission to cut the marsh grass on city-owned land located approximately one-half mile south of Highway 24 on Woods Road. The committee deferred the matter of increase in bicycle license fees as well as the request to purchase 2,000 bicycle flags to their next mee ting . Ald. Dumke,moved, seconded by Ald. Schaumberg, to authorize Mr. Thomas Felton to attend an Electrical Inspector's Seminar in Lacrosse, Wisconsin, on May 1, 2 and 3, 1974. Motion carried. Respectfully submitted, Paul J.
