FCM19730709FINANCE COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD JULY 9, 1973 The meeting was called to order at 8:30 P.M, by Chairman Gottfried. Also Knudsen and Wallner. present were Aldermen Dumke, Schaumberg and Foldy, Chief Kraus and Aldermen The following persons appeared to apply for an Operator's License: Allan Zarling - W148 S6561 Brookside Dr., Muskego Edward Carroll - W19666 Prospect Dr., Muskego Jody Brickler - 4067 S. 35th St., Greenfield, Wis. Mrs. Doris Thew appeared at the meeting to apply for a Class "B" Fermented Malt Beverage and Intoxicating Liquor License for "The Pub" tavern on Hillendale Drive. Mr. Jack L. Bischoff appeared regarding his application for a Class "A" Fermented Malt Beverage and Intoxicating Liquor License. Ald. Schaumberg moved to recommend approval for an Operator's License for Allan Zarling, seconded by Ald. Dumke, motion carried. Ald. Foldy moved to recommend approval for an operator's License for Jody Brickler, subject to receipt of a completed physical form. Seconded by Ald. Dumke, motion carried. Ald. Schaumberg moved to defer action on the application for Operator's License for Edward Carroll for two weeks. Seconded by Ald. Dumke, motion carried. In regard to the application of a Class "A" Fermented Malt Beverage and Intoxicating License, a communication from John M. Kapsos indicating that as owner of the property at S63 W8603 Martin Drive, known as "Sid and Sophie$ he does not intend to use the Class "A" Beer and Liquor License presently authorized for that premise.was read. Ald. Foldy moved to recommend to the Common Council that the request of Jack L. Bischoff (Schallert's of Muskego) be granted permission to move the Class "A" Fermented Malt Beverage and Intoxicating Liquor License from S63 W8603 Martin Drive to the Parkland Mall. The motion lost for lack of a second. Ald. Schaumberg moved to recommend Common Council denial-of the request because the number of beer depots per capita is high and it would place four Class "A" beer depots on Highway "24". The motion lost for lack of a second. Following considerable discussion, Ald. Foldy moved to transfer the Class "A" Fermented Malt Beverage and Intoxicat- ing Liquor License presently held by Sigmund Lichucki to the Parkland Mall in order to get the matter on the Council floor for action. Seconded by Ald. Dumke. Motion carried with Ala. Schaumberg voting "no". Charles Damaske appeared at the meeting in behalf of the Historical Society and the Country Side Theater regarding their proposal to lease thk old city hall from the city. Ald. Schaumberg moved to recommend to the Council that they instruct the City Attorney to draft a lease between Fine Arts, Inc. and the City of Muskego for use of the old city hall. Seconded by Ald. Dumke, motion carried. 0 " Ald. Foldy moved, as seconded by Ald. Dumke, to recommend approval of an Operator's License for Silas Topping, motion carried. .. . Finance Committee 7/9/73 - Page 2. 0 Ald. Dumke moved to recommend to the Council that Schultz Rod and Gun Club be granted a license for the operation of a Trapshoot and Rifle Range. Seconded by Ald. Schaumberg, motion carried, This license would replace the one presently held by Alvin Simon of the Black Duck Inn. Ald. Foldy moved to recommend approval of a Dump Refuse Permit for Thomas Disposal, Best Disposal and Waste Management. Seconded by Ald. 0 Schaumberg, motion carried. The committee will review the previous 5- application relating to the provision that improved mufflers be placed on all Henderson Trucks entering the City of Muskego Ald. Dumke moved to approve voucher payment to McCarthy American in the amount of $6,114.67 and Inman Engineering in the amount of $2,400.00. Seconded by Ald. Foldy, motion carried. Ald. Foldy moved to grant the request of Chief Kraus to send 16 officers to the fall in-service training sessions at Waukesha County Technical Institute. Seconded by Ald. Dumke, motion carried. Ald. Foldy moved to recommend to the Council that Lt. Scholz be granted permission to attend a special F.B.I. National Academy from Sept. 17, 1973, to Dec. 7, 1973, in Washington D.C. at a cost of $275.00 plus wages. Seconded by Ald. Dumke, motion carried with Ald. Schaumberg voting "no". A communication was read advising the city of their responsibility to pay F.I.C.A. (Social Security) for City Attorney Buckley and these payments must go back to 1971. A communication was received from Waukesha County advising the city of the County's intent to purchase a computer which may be made available to the city. Ald.
