FCM19710505FINANCE COWITTEE - CITY OF MUSKEGO 0 MINUTES OF MEETING HELD MAY 5, 1971 The meeting was called to order by Mayor Gottfried at 8:OO P.M. Also present were Aldermen Burgermeister, Narlock and Sapp. Ald. Burgermeister was elected Secretary of the Committee. The minutes of the previous meeting, held on April 21, 1971, were reviewed and placed on file. The following persons appeared to apply for Operators Licenses: Kenneth Ratsch, W191 S7354 Shore Lane, Muskego Jack 0. Marquardt, RR #l, Eagle, Wis. James Gauker, 4900 Greenleaf Ct., Greenfield Mrs. Evelyn Michaels, Route 1, Eagle, Wis. appeared to make application for a Class "Bl' Fermented Malt Beverage and Intoxicating Liquor License. Ald. Sapp moved to recommend Common Council approval of Operators Licenses for Kenneth Ratsch, Jack 0. Marquardt and James Gauker, all subject to receipt of favorable Medical and Fingerprint Reports. Seconded by Ald. Narlock. Motion carried. Ald. Narlock moved to recommend payment of sewer vouchers in the amount of $204,835.72, payable May 11, 1971. Seconded by Ald. Sapp. Motion carried. A letter from the State of Wisconsin, dated 4/22/71, requesting that the City withhold the issuance of Class "A" and "B" Licenses until all delinquent taxes due the State of Wisconsin are paid in full. Resolution #125-70 was reviewed. Ald. Sapp moved to recommend a similar resolution for 1971. Seconded by Ald. Narlock. Motion carried. Ald. Burgermeister moved to authorize Erv Merath to do some additional roof repairs to eliminate the leaking in the storage room. Seconded by Ald. Narlock, motion carried. A letter from Engineer Clark Barry, dated 4/30/71, regarding city-owned lots within the Northeast District, was read and discussed. The Committee felt it would be best to wait until the sewers have been installed and workable before recommending that they be placed on the market for sale on a bid basis. 0 Mayor Gottfried advised the Committee that Mr. Clarence Patton has his 4.23 acres, including the lagoon and barn, for sale. $63,708.08 was received from the State of Wisconsin, which represents a portion of our Highway Aids for 1971. $629.03 was received from the State of Wisconsin, Dept. of Natural - .Resources, covering the balance of-money--due us for the operation of our Water Safety Patrol €or 1970. The Maintenance Agreement with Addressograph-Multigraph for the period 6/1/71 to 5/31/72,was discussed. Ald. Narlock moved to recommend Common Council approval of another Maintenance Contract for the period indicated. Seconded by Ald. Burgermeister. Motion carried. 0 Finance Committee City of Muskego 5/5/71 - Page 2. e e e 0 a " e A bill from Guthrie-Lyons in the amount of $430.00, which covered the costs of well testing at the City Hall Annex, was discussed. Ald. Burgermeister moved to authorize payment of this voucher and transfer the necessary funds to the proper account. Seconded by Ald. Narlock. Motion carried. Correspondence from the League of Suburban Municipalities regarding the Labor Relations Survey, which will be prepared, was read and discussed. Ald. Burgermeister moved to recommend that the City enter into this program at a total cost of $225.00. Seconded by Ald. Narlock. Motion carried. A letter from Blake Electronics, dated 4/29/71, was read. Mr. Blake indicated that he was unable to obtain the necessary financing as the City has not developed the Industrial Park as requested. Ald Burgermeister moved to recommend the return of Mr. Blake's down payment of $560.00 without interest. Seconded by Ald. Narlock. Motion carried. $4,040.00 was received from the State of Wisconsin in payment of the State's participation in the cost of the sewerage treatment plant. A request from Walter Vesbach for additional rent for his land which is leased by the city, due to the increase in the tax rate as well as the assessment, was discussed. Ald. Burgermeister moved to request a written opinion of City Attorney Buckley as to the meaning of Paragraph 13 of the lease. Seconded by Ald. Narlock. Motion carried. Ald. Burgermeister moved to recommend entering into an agreement with the State of Wisconsin, Dept. of Agriculture, for weights and measure inspection, at a fee of $800.00 per year. Seconded by Ald. Narlock. Motion carried. Mayor Gottfried advised the Committee that Mr. Aldrich of the James T. Barry Co. has requested that the city renew their exclusive listing which expired May 3, 1971. A Committee of the Whole meeting is suggested €or the near future. Ald. Sapp moved to authorize payment of a voucher to Family Insurance Specialists in the amount of $336.00 which covers the insurance for four baseball teams, payable May 11, 1971. Seconded by Ald. Narlock. Motion carried. Ald. Sapp moved to adjourn the meeting. Seconded by Ald. Burgermeister. Motion carried. The meeting adjourned at 9:40 P.M. Respectfully submitted,
