CALL TO ORDER
Mayor Petfalski called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
Those present recited the Pledge of Allegiance.
ROLL CALL
Present: Alderpersons Wolfe, Hammel, Terrence, Kapusta, Engelhardt, Kubacki, and
Madden. Also present: City Attorney Warchol and Deputy Clerk Blenski.
STATEMENT OF PUBLIC NOTICE
The Deputy Clerk stated that the meeting was noticed in accordance with the open
meeting law.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Mayor Petfalski noted that May 10 through May 16 is National Police Week. He
thanked all police officers, dispatchers, and support staff for their hard work to keep
Muskego safe.
There have been more recreational opportunities opened up to the public. However,
the bathrooms are not open. The Mayor encouraged everyone to use good
judgment.

CONSENT AGENDA
Alderperson Kubacki moved to approve the items under Consent Agenda.
Alderperson Madden seconded; motion carried. The following were approved:
Common Council Minutes for February 25, 2020 and April 28, 2020.
Resolution #035-2020 – Approval of a Certified Survey Map for Home Path Financial.
Resolution #036-2020 – A Resolution to Reduce the Fees for the “Class B” and Class
“B” Licenses for 2020-2021.
Resolution #040-2020 – Approval of Certified Survey Map and Condominium Plat for
Cobblestone Meadows Development.

NEW BUSINESS
Alderperson Madden moved to approve an Operator License for Justin Bhatti.
Alderperson Kubacki seconded; motion carried.
Resolution #037-2020 – Approval of Agreement for Ambulance Services with Tess
Corners Volunteer Fire Department. Alderperson Hammel moved to approve.
Alderperson Wolfe seconded; motion carried. There was no change from the
language in the previous Agreement.
Resolution #038-2020 – Designating the Official Newspaper of the City of Muskego.
Alderperson Hammel moved to approve. Alderperson Engelhardt seconded;
motion carried.
Resolution #039-2020 – Approval of Reduction of Bond Amount for Community
Holdings, LLC (The Waters of Lake Denoon Subdivision). Alderperson Kubacki
moved to approve. Alderperson Madden seconded; motion carried.
REVIEW OF COMMITTEE REPORTS
Plan Commission – March 3, 2020 and April 2, 2020
VOUCHER APPROVAL
Utility Vouchers
Alderperson Wolfe made a motion to approve Utility Vouchers in the amount of
$30,836.49. Alderperson Hammel seconded; motion carried.
General Fund Vouchers
Alderperson Wolfe made a motion to approve General Fund Vouchers in the
amount of $263,376.99. Alderperson Madden seconded; motion carried.
Wire Transfers for Payroll/Invoice Transmittals
Alderperson Wolfe made a motion to approve Wire Transfers for Payroll/Invoice
Transmittals in the amount of $351,407.71. Alderperson Hammel seconded;
motion carried.
CITY OFFICIAL’S REPORTS – None
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – None
Updates from Aldermanic Liaisons:
Advanced Disposal Services Emerald Park Landfill Standing Committee
Alderperson Madden stated that there are still issues regarding odor at the landfill.
Meetings have been held on a weekly basis for about seven months. The problem
was supposed to be taken care of by the end of February. That has not
happened.
Mayor Petfalski stated that he would follow up with City Staff.

Update on Public Comment Policy: Mayor Petfalski stated the current policy is to allow
two minutes and somewhere it was changed to three. He believes the policy should
officially be changed to three minutes; however, he will use discretion as the meeting
chair whether or not to enforce the time limit.

Alderperson Wolfe made a motion to adjourn at 6:13 p.m. Alderperson Madden
seconded; motion carried.
