COMMON COUNCIL Minutes - 5/23/2017 Approved CITY OF MUSKEGO COMMON COUNCIL MINUTES May 23, 2017 7:00 PM Muskego City Hall, W182 S8200 Racine Avenue CALL TO ORDER Mayor Chiaverotti called the meeting to order at 7:05 p.m. ROLL CALL Present: Aldermen Hammel, Borgman, Kapusta, Engelhardt, Kubacki and Madden as well as City Attorney Warchol, and Finance and Administration Director Mueller. Absent: Alderman Wolfe. STATEMENT OF PUBLIC NOTICE Director Mueller stated that the meeting was noticed in accordance with the open meeting law. COMMUNICATIONS FROM THE MAYOR'S OFFICE th Mayor Chiaverotti read the Proclamation recognizing the 20 Anniversary of BioSource Cultures and Flavors, Inc. PUBLIC COMMENT - None CONSENT AGENDA Alderman Borgman moved to approve the items under Consent. Alderman Hammel seconded; motion passed 6 in favor. The following were approved: Operator Licenses for Kelly Jo Brock, Matthew Dallmann, Amy Dirmeier, Dennis Flitsch, Tia Garcia, Stephanie Grode, Cheyenne Hernitz, Evagelia Kardaris, Connie Pfaff, Christine Satterstrom, Judith Semrad, Dawn Shier and Kelly Zamitalo. Common Council Minutes - April 25, 2017 and May 9, 2017 Resolution #049-2017 - Approval of License Agreement between the City of Muskego and the Muskego-Norway School District for the Construction of the Racine Avenue Recreational Trail Resolution #050-2017 - Establish Traffic Regulations - Stop Sign (Princeton Court) NEW BUSINESS Rescission of Resolution #043-2017 - Resolution to Authorize Development Incentives for CGS Premier Alderman Kubacki moved to approve. Alderman Madden seconded; motion passed 6 in favor. Resolution #053-2017 - Resolution to Authorize Development Incentives for HSI - Muskego Partners, LLC as Managing Member of HSI Muskego Industrial, LLC Alderman Kubacki moved to approve. Alderman Madden seconded; motion passed 6 in favor. Common Council Minutes 2 May 23, 2017 Consideration of an Initial Resolution Regarding Industrial Development Revenue Bond Financing for CGS Premier, Inc. Project (Resolution #051-2017). Information with respect to the job impact of the project will be available at the time of consideration of the Initial Resolution. Alderman Kubacki moved to approve. Alderman Engelhardt seconded; motion passed 6 in favor. UNFINISHED BUSINESS Resolution #044-2017 - Designating the Official Newspaper of the City of Muskego. Deferred 5/9/2017. The Muskego-New Berlin Now was designated as the official City newspaper. REVIEW OF COMMITTEE REPORTS Finance Committee - April 25, 2017 Public Works Committee - March 20, 2017 and April 24, 2017 Public Safety Committee - February 9, 2017 LICENSE APPROVAL Approval of Outside Dance Permits for Tres Locos, W172S7505 Lannon Drive Friday, June 2, 2017 and August 4, 2017 - 5:00 pm to 11:30 pm Alderman Kubacki moved to approve. Alderman Hammel seconded; motion passed 6 in favor. Approval of Outside Dance Permits for AJ's Bar & Grill, S90W13970 Boxhorn Drive Friday, June 23, 2017, July 28, 2017 and August 18, 2017 - 6:00 pm to 10:00 pm Alderman Hammel moved to approve. Alderman Madden seconded; motion passed 6 in favor. Approval of Temporary License to Sell Fermented Malt Beverages - Muskego Storm for the June 2 Jammin' on Janesville, Location S75W17461 Janesville Road (Pop's Kettle Corn) Alderman Borgman moved to approve. Alderman Madden seconded; motion passed 6 in favor. VOUCHER APPROVAL Utility Vouchers Alderman Kubacki moved to approve Utility Vouchers in the amount of $47,544.01. Alderman Madden seconded; motion passed 6 in favor. Tax Vouchers Alderman Kubacki moved to approve Tax Vouchers in the amount of $600.00. Alderman Engelhardt seconded; motion passed 6 in favor. General Fund Vouchers Alderman Kubacki moved to approve General Fund Vouchers in the amount of $239,833.68. Alderman Hammel seconded; motion passed 6 in favor. Wire Transfers for Debt Service Alderman Kubacki moved to approve Wire Transfers for Debt Service in the amount of $688,500.00. Alderman Hammel seconded; motion passed 6 in favor. Common Council Minutes 3 May 23, 2017 Wire Transfers for Payroll/Invoice Transmittals Alderman Kubacki moved to approve Wire Transfers for Payroll/Invoice Transmittals in the amount of $321,297.71. Alderman Madden seconded; motion passed 6 in favor. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Mayor Chiaverotti thanked the veterans for their service in honor of Memorial Day. Alderman Borgman encouraged residents to attend the Jammin’ on Janesville event on June 2. He also noted two upcoming events: Tuesday June 6, 2017 @ 4:30 p.m. – the ground breaking ceremony for the new city hall and the Muskego Public Library will host a design workshop for the Children’s Library area from 9:30 a.m. – 7:30 p.m. CLOSED SESSION Alderman Kubacki moved to convene into Closed Session pursuant to: Following conclusion of consideration of the above portion of its regularly scheduled agenda, the Common Council will meet to vote on a motion to convene in Closed Session for discussion/action relative to: Filling position of Public Works and Development Director and to take such further action as may be necessary and appropriate with respect to such matters. A Closed Session for the above purpose is authorized pursuant to the provisions of 19.85(1)(c) Wis. Stats., Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governing body has jurisdiction or exercises responsibility and 19.85(1)(e) Wis. Stats., Deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Upon conclusion of the Closed Session, the Common Council will convene in Open Session to consider its public agenda, including motions to recommend approval or rejection of the above- listed deliberations or any of the public agenda items that have not been acted upon. Alderman Borgman seconded. Motion passed 6 in favor. OPEN SESSION Alderman Borgman moved to reconvene into Open Session. Alderman Engelhardt seconded; motion passed 6 in favor. NEW BUSINESS CONTINUED Resolution #052-2017 - Resolution Confirming the Selection of Public Works and Development Director for the City of Muskego Alderman Kubacki moved to approve. Alderman Borgman seconded; motion passed 6 in favor. ADJOURNMENT Alderman Madden moved to adjourn at 7:33 p.m. Alderman Kubacki seconded; motion passed 6 in favor.
