MINUTES OF MEETING HELD JULY 12, 2011
Mayor Chiaverotti called the meeting to order at 7:16 p.m. Present were Ald. Fiedler,
Schaumberg, Soltysiak, Werner, Borgman, Harenda and Deputy Clerk Jill Blenski. Ald.
Snead was absent. Those present recited the Pledge of Allegiance. Ms. Blenski stated
that the meeting was noticed in accordance with the Open Meeting Law.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Mayor Chiaverotti reminded everyone that the next “Jammin’ on Janesville” is
scheduled for August 5.
The Mayor suggested taking New Business Reso. #097-2011 out of order to
accommodate the public. She gave a brief explanation of the redistricting process at
the municipal level. GIS/IS Director John Wisniewski gave a Power Point presentation
on the guidelines for adjusting municipal wards following the 2010 federal census and
an overview of the proposed map.

NEW BUSINESS
Reso. #097-2011.-.Establishing Ward Boundaries Using 2010 Census Figures. Ald.
Fiedler moved for adoption. Ald. Schaumberg seconded. The Mayor stated that
the staff that prepared the map did so objectively. Ald. Harenda questioned if
alternative plans could be created. Mr. Wisniewski stated the proposed plan was
created by compiling existing census blocks. The wards were built to resemble the
current ward plan as closely as possible. The difficulty was that the County supervisory
district line changed drastically around Little Muskego Lake. Mr. Wisniewski stated
other plans could be created, but he believes the one proposed is objective and best
balances the population of the City.
Ald. Soltysiak feels the biggest concern is reducing the aldermanic representation
around the Little Muskego Lake area from three to two. Mr. Wisniewski responded that
was a byproduct of changes in the supervisory district lines; there was no plan or
intention for that to happen. Ald. Soltysiak suggested the area from Wentland Drive to

Lochcrest (which includes Hillview, Hillside and Luehring) be flipped with the area just to
the south, which consists of Lochcrest to Richdorf. That would maintain the current
aldermanic representation around Little Muskego Lake. Mr. Wisniewski stated he would
have to review that using the WISE-LR program. Ald. Soltysiak believes this discussion
should be at the Committee of the Whole level. He believes that the Council should
have alternative plans to review as in the past. He would like a Special Committee of
the Whole meeting be scheduled to discuss the proposed plan and more options.
Mayor Chiaverotti stated the Council ultimately makes the decision and with the time
frame it made sense to take this item to the Common Council first. She also noted that
most residents are more in tune to the Common Council meetings versus a Committee
of the Whole meeting. The Mayor cautioned that once one line is moved, multiple lines
may have to be moved; this makes the process become very political and can be
contentious.
Ald. Borgman felt it was important to maintain the existing aldermanic representation in
the Little Muskego Lake area. He commented that his district is twice as long as it used
to be; he does not consider that compactness. He also referred to an email regarding a
Journal Sentinel newspaper article by Steve Schultz stating that the municipal
redistricting could change depending on what happens in Madison.
Ald. Fiedler stated the fact that the aldermen serve as Commissioners on the Big
Muskego Lake Rehabilitation and Protection District is totally different than the number
of aldermanic representatives that the constituents can vote for. The Big Muskego Lake
area has only two aldermanic representatives. Whenever this process is done, portions
of all the districts change. The current representation will change over time.
Ald. Harenda would like the opportunity to discuss the aldermanic representation in the
Moorland Corridor area; he believes the area should have two aldermanic
representatives. He would like the opportunity to discuss other options. Ald. Fiedler
believes the map should be based on numbers and bringing in other factors will make
the process more subjective. He expressed concern that moving lines will become a
never ending struggle. Ald. Soltysiak stated the numbers are only one factor; the
community should be considered as well. He distributed several different plans that he
created. Ald. Soltysiak moved to defer to a Special Committee of the Whole
meeting for further discussion. Ald. Harenda seconded. Motion carried 5 in favor
with Ald. Fiedler voting no.
CONSENT AGENDA
Mayor Chiaverotti stated the June 14 Common Council minutes were being removed
because they were not finalized. Ald. Harenda requested that Reso. #096-2011 be
removed from the Consent Agenda. Ald. Werner moved to approve the remaining
items under Consent Agenda. Ald. Fiedler seconded. Motion carried 6 in favor.

Reso. #096-2011.-.Approval of 2011 Cost of Living Adjustment for Nonrepresented
Employees of the City of Muskego. Ald. Borgman moved for adoption. Ald.
Schaumberg seconded. Ald. Borgman feels the Council should match what the
unions agreed upon which was no wage increase in 2011. Motion defeated 6 in
favor.

CLOSED SESSION
Ald. Borgman moved to convene into closed session pursuant to Wis. Stats.
§19.85(1)(c) Considering employment, promotion, compensation or performance
valuation data of any public employe over which the governmental body has
jurisdiction or exercises responsibility, more specifically AFSCME position
reclassifications. Ald. Soltysiak seconded. Motion carried 6 in favor.

Ald. Borgman moved to reconvene into open session. Ald. Soltysiak seconded.
Motion carried 6 in favor.

reclassification will change the position title to Assistant Deputy Clerk.

Beverages for the Muskego Corvette Club - 8/27/2011. Ald. Soltysiak seconded.

Ald. Schaumberg moved for approval of payment of Utility Vouchers in the
amount of $79,877.33. Ald. Fiedler seconded. Motion carried 6 in favor.
Ald. Schaumberg moved for approval of payment of Tax Vouchers in the amount
of $94.11. Ald. Fiedler seconded. Motion carried 6 in favor.
Ald. Schaumberg moved for approval of payment of General Vouchers in the
amount of $266,008.98. Ald. Fiedler seconded. Motion carried 6 in favor.
CITY OFFICIALS’ REPORTS
Ald. Schaumberg will not be in attendance to the Committee of the Whole meeting on
July 20.
