MINUTES OF MEETING HELD MAY 24, 2011
Mayor Chiaverotti called the meeting to order at 7:02 p.m. Present were Ald.
Schaumberg, Soltysiak, Borgman, Harenda and Snead, and Deputy Clerk Blenski. Ald.
Fiedler and Werner were absent. Those present recited the Pledge of Allegiance. Ms.
Blenski stated that the meeting was noticed in accordance with the Open Meeting Law.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Reso. #063-2011 – Resolution Honoring Eagle Scout Tyler S. Kehoe. Ald. Borgman
moved for adoption. Seconded by Ald. Snead; motion carried. Mayor Chiaverotti
presented the resolution to Tyler who gave a brief overview of his Eagle Scout project.
CONSENT AGENDA
Mayor Chiaverotti noted that Resolution #074-2011 would be removed. Ald Harenda
requested that Resolution #065-2011 be removed from the Consent Agenda, as well as
the Common Council minutes of April 26, 2011. Ald. Borgman moved to approve the
remaining items under Consent Agenda. Ald. Soltysiak seconded; motion
carried.

NEW BUSINESS
Common Council Minutes of April 26, 2011. Ald. Snead moved to approve. Ald.
Schaumberg seconded. Ald. Harenda requested the vote for Reso. #051-2011 be
corrected to reflect that he voted no and not Ald. Soltysiak. Ald. Soltysiak requested a
correction regarding Reso. #050-2011. He stated the minutes indicate that it was his
opinion that the aldermanic appointment to the Library Board should be for three years.
Ald. Soltysiak stated it was not his opinion; it is what he read in the municipal code. The
Mayor stated the language in the municipal code is not clear; she does not believe an
alderman can be appointed for three years since the term of office is only for two years.
Ald. Soltysiak requested that the minutes reflect that the municipal code states that the
appointments to the Library Board are for three years with no separation between the
aldermanic and citizen appointments. Motion to approve the minutes as corrected
carried.
Reso. #065-2011 – Acceptance of Proposal Submitted by Ayres Associates, Inc. for
Engineering Design Services for Utility Relocations. Ald. Borgman moved for
adoption. Ald. Snead seconded. Ald. Harenda stated he has an issue with the fact
that only one proposal was obtained. Mayor Chiaverotti stated using the same engineer
as the county will be less expensive. It is common sense. Ald. Harenda stated he does
not doubt that using Ayres will probably be less expensive; however, he still wants to
see other proposals for comparison. He believes doing so is in accordance with the
Purchasing Policy. The Mayor expressed concern that deferring the item will cause a
delay; the timeline is tight. Ald. Snead believes it makes sense to use the same firm.
Ald. Harenda moved to defer to obtain two additional quotes. Ald. Soltysiak
seconded. Ald. Schaumberg questioned if two additional proposals could be obtained
within two weeks. The Mayor also noted that she would have requested that the City
Engineer be present if there was going to be an issue. It was further noted that the
Public Works Committee did recommend approval. Motion carried with Ald. Harenda,
Borgman, and Soltysiak voting yes and Ald. Snead and Schaumberg voting no.
Reso. #075-2011 – Resolution to Extend the Timeline for a Second Appraisal for the
Borst Property. Ald. Soltysiak moved for adoption. Ald. Borgman seconded.
Motion carried 5 in favor.
REVIEW OF COMMITTEE REPORTS
The following minutes were reviewed: 3/22/2011 and 4/12/2011 Finance Committee,
4/19/2010 Conservation Commission, 4/25/2011 Public Works Committee, 3/14/2011
Parks and Recreation Board and 3/16/2011 Community Development Authority.
LICENSES
Ald. Borgman moved for approval of a Temporary License for the Sale of
Fermented Malt Beverages for the Muskego Lions Club for the 6/3/2011 “Jammin’
on Janesville” event to be held at S73 W16437 Janesville Road. Ald. Soltysiak
seconded. Motion carried 4 in favor and Ald. Snead abstaining.

VOUCHER APPROVAL
Ald. Schaumberg moved for approval of payment of Utility Vouchers in the
amount of $170,113.09. Ald. Snead seconded. Motion carried 5 in favor.
Ald. Schaumberg moved for approval of payment of Tax Vouchers in the amount
of $194.08. Ald. Snead seconded. Motion carried 5 in favor.
Ald. Schaumberg moved for approval of payment of General Vouchers in the
amount of $422,347.42. Ald. Snead seconded. Motion carried 5 in favor.
CITY OFFICIALS’ REPORTS
The June calendar was reviewed.
ADJOURNMENT
Ald. Snead moved to adjourn at 7:27 p.m. Ald. Soltysiak seconded; motion
carried.
