MINUTES OF MEETING HELD APRIL 26, 2011
Mayor Chiaverotti called the meeting to order at 6:52 p.m. Present were Ald. Fiedler,
Schaumberg, Soltysiak, Werner, Borgman, Harenda and Snead, and Deputy Clerk
Blenski. Those present recited the Pledge of Allegiance. Ms. Blenski stated that the
meeting was noticed in accordance with the Open Meeting Law.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
The Mayor announced the cancellation of the candidate forum scheduled for 4/28.
CONSENT AGENDA
Ald Soltysiak requested that Resolutions #050-2011 and #051-2011 be removed from
the Consent Agenda. Ald. Borgman moved to approve remaining items under
Consent Agenda. Ald. Snead seconded. Motion carried 7 in favor.
The following items were approved:
Approval of Operator’s Licenses for L Eckmann, C. Gartzke, N. Harmeyer, P. Karas, M.
Schleif and M. Sommers.
Common Council Minutes of 3/22/11, 4/12/11, and 4/19/11.
Reso. #052-2011 - Re-approval of Certified Survey Map - Urban Visions
Reso. #053-2011 - Designating Public Depositories and Authorizing Withdrawal of City
of Muskego Monies
Reso. #054-2011 - Declaring Certain Weeds to be Noxious
Reso. #055-2011 - Appointment of Weed Commissioner for the City of Muskego
Reso. #056-2011 - Approval of Purchase of Pickup Truck for the Department of Public
Works
NEW BUSINESS
Reso. #050-2011 – Appointment of Aldermen to Various Boards and Commissions.
Ald. Werner moved for approval. Seconded by Ald. Snead. Ald. Soltysiak stated he
believes that the term for all appointments to the Library Board is three years; there is
no differentiation in the municipal code regarding the aldermanic and citizen
appointments. Staff requested an opinion from the League, which is forthcoming. Ald.
Soltysiak would like the issue to be discussed at a future Committee of the Whole
meeting. Motion carried 7 in favor.
Reso. #051-2011 – Appointment of Citizen Members to Various Boards and
Commissions. Ald. Fiedler moved for approval. Seconded by Ald. Snead. Ald.
Soltysiak stated that one of the individuals being appointed to the Library Board is not a
Muskego resident; she does not even reside in Waukesha County. He does not support
that appointment. Mayor Chiaverotti stated that state statutes allow the appointment of
a nonresident. Several members, including Ald. Soltysiak, spoke very highly of the
individual and stated she was an effective board member. However, Ald. Soltysiak
believes only Muskego residents should serve on City boards and commissions. Ald.

Soltysiak moved to remove the name of Kim Huebner. Ald. Harenda seconded.
Motion failed with Ald. Fiedler, Schaumberg, Werner, Borgman and Snead voting
no and Soltysiak and Harenda voting yes. Reso. #051-2011 adopted 6 in favor
and Ald. Harenda voting no.
LICENSES
Ald. Fiedler moved for approval of a “Class B” Retailers’ License for Sauced,
LLC, Halley Karas, Agent, pursuant to the recommendation of the Finance
Committee. Ald. Werner seconded; motion carried 7-0.
Ald. Werner moved for approval of a“Class B” Retailers’ License for Bush
Gardens, LLC, Lynn Kurer, Agent, pursuant to the recommendation of the
Finance Committee. Ald. Harenda seconded; motion carried 7-0.
Ald. Werner moved for approval of Change of Agent to Robert Hoormann for High
Tide Muskego, LLC and Amendment to Licensed Premise to include the parking
lot until 9:00 p.m. on 6/3/2011 as recommended by the Finance Committee. Ald.
Fiedler seconded; motion carried 7-0.
VOUCHER APPROVAL
Ald. Schaumberg moved for approval of payment of Utility Vouchers in the
amount of $333,642.82. Ald. Fiedler seconded. Motion carried 7 in favor.
Ald. Schaumberg moved for approval of payment of General Vouchers in the
amount of $318,453.07. Ald. Fiedler seconded. Motion carried 7 in favor.
Ald. Snead moved for approval of payment of Wire Transfers for Debt Service in
the amount of $888,115.48. Ald. Fiedler seconded. Motion carried 7 in favor.
CITY OFFICIALS’ REPORTS
The May calendar was reviewed. Ald. Werner is willing to arrange tours of Big Muskego
and Little Muskego Lakes.
ADJOURNMENT
Ald. Snead moved to adjourn at 7:15 p.m. Ald. Fiedler seconded; motion carried.
