MINUTES OF MEETING HELD JANUARY 11, 2011
Mayor Johnson called the meeting to order at 7:48 p.m. Present were Ald. Fiedler,
Schaumberg, Soltysiak, Borgman, Harenda, and Snead and Director of Finance and
Administration Mueller. Ald. Werner was absent. Those present recited the Pledge of
Allegiance. Ms. Mueller stated that the meeting was noticed in accordance with the
open meeting law on January 7, 2011.
COMMUNICATION FROM THE MAYOR
Mayor Johnson recognized the dedication of Carol De Back as a long-standing election
official. A Certificate of Appreciation will be forwarded to her.
No one registered to speak under Public Comment.
CONSENT AGENDA
Ald. Borgman moved to approve the items under the Consent Agenda. Ald.
Schaumberg seconded. Motion carried 6 in favor.

NEW BUSINESS
Reso. #004-2011 Resolution of Necessity - Borst. Ald. Soltysiak moved for
adoption. Ald. Schaumberg seconded. Ald. Fiedler moved to defer. Ald. Snead
seconded. Motion carried with Ald. Fiedler, Harenda and Snead voting yes as
well as Mayor Johnson. Ald. Schaumberg, Soltysiak and Borgman voting no.
UNFINISHED BUSINESS
Ord. #1332 - An Ordinance to Amend the Zoning Map of the City of Muskego (Willow
Glen - RM-1 and RS-2 to PD). On the floor, deferred 12/14/2010. Ald. Borgman

moved to defer because the Plan Commission has not made a recommendation
yet. Ald. Fiedler seconded; motion carried.
Ord. #1335 - An Ordinance to Establish Salaries for Certain Elected Officials. On the
floor, deferred 12/14/2010. Ald. Soltysiak reiterated his suggestion to decrease the
salaries by 10% with the savings being used for various programs where funding has
been lost. Ald. Harenda agreed. Ald. Fiedler disagreed with the salary reduction. He
believes a reduction could risk devaluing the positions. The Mayor commented that the
salaries have not been increased in quite some time. Ald. Snead did not agree with the
proposed reduction. Ald. Harenda believes that the 10% reduction could present a sign
of good faith as the City negotiates with its bargaining units. Ald. Borgman and Ald.
Schaumberg agreed that the salaries should remain the same. Motion carried 6 in
favor.
Ord. #1338 - An Ordinance to Amend Chapter 24, Section 24.04, of the Municipal Code
of the City of Muskego (Snowmobile Regulations-Designated Highways). Second
Reading. Ald. Fiedler moved for adoption. Ald. Borgman seconded. Motion
carried 6 in favor.
LICENSES
Ald. Fiedler moved to approve a Temporary License to Sell Fermented Malt
Beverages and Wine for Special Olympics Wisconsin for the Polar Plunge event
to be held February 13, 2011. Ald. Snead seconded. Motion carried 6 in favor.
VOUCHER APPROVAL
Ald. Snead moved for approval of payment of General Vouchers in the amount of
$295,618.41. Ald. Fiedler seconded. Motion carried 6 in favor.
Ald. Snead moved for approval of payment of Utility Vouchers in the amount of
$44,273.29. Ald. Fiedler seconded. Motion carried 6 in favor.
Ald. Snead moved for approval of payment of Tax Checks in the amount of
$30,245.74. Ald. Fiedler seconded. Motion carried 6 in favor.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald. Snead introduced Heather, the reporter from the “Muskego Patch,” a new on-line
free publication.
ADJOURNMENT
Ald. Snead moved to adjourn at 8:07 p.m. Ald. Fiedler seconded; motion carried.
