MINUTES OF MEETING HELD DECEMBER 14, 2010
Mayor Johnson called the meeting to order at 7:30 p.m. Present were Ald. Fiedler,
Schaumberg, Soltysiak, Werner, Borgman and Harenda, and Director of Finance and
Administration Mueller. Ald. Snead was absent. Those present recited the Pledge of
Allegiance. Ms. Mueller stated that the meeting was noticed in accordance with the
open meeting law on December 10.
COMMUNICATION FROM THE MAYOR
Mayor Johnson explained the procedure if a Council member wants to call for the
question.
No one registered to speak under Public Comment.
CONSENT AGENDA
Ald. Borgman moved to approve the items under the Consent Agenda. Ald.
Fiedler seconded. Motion carried 6 in favor.

UNFINISHED BUSINESS
Ord. #1332 - An Ordinance to Amend the Zoning Map of the City of Muskego (Willow
Glen - RM-1 and RS-2 to PD). On the floor, deferred 11/23/2010. Ald. Borgman
moved to defer because the Plan Commission has not made a recommendation
yet. Ald. Werner seconded; motion carried.
Ord. #1335 - An Ordinance to Establish Salaries for Certain Elected Officials. Second
Reading. Ald. Fiedler moved for adoption. Ald. Borgman seconded. Ald. Soltysiak
suggested that it might be appropriate at this time to reduce the salaries for the
Aldermen and Mayor by 10%. The savings could be used for other programs that are
losing funding. Ald. Werner stated he was doing research on other options. He
requested that the ordinance be deferred until January. The Mayor believes that
potential candidates should know what the salary is prior to running for office. Ald.
Fiedler stated the Mayor’s salary needs to reflect the responsibility that the position
entails. He is concerned that reducing it will generate candidates with less skill, talent
and experience. Ald. Fiedler moved to defer. Ald. Werner seconded; motion
carried.
Ord. #1336 - An Ordinance to Amend Chapter 28, Section 28.05 (2)(a), of the Municipal
Code of the City of Muskego (Testing of Private Wells). Second Reading. Ald. Fiedler
moved for adoption. Ald. Harenda seconded. Ald. Fiedler provided a brief history.
The ordinance was proposed to remove the City’s requirement to test private wells, as it
is not required by the DNR. The Public Works Committee has recommended the
ordinance. Motion carried 6 in favor.
REVIEW OF COMMITTEE REPORTS
The following minutes were reviewed: 11/8/2010 Finance Committee, 11/2/1010 Plan
Commission and 11/3/2010 Public Safety Committee.
FIRST READING OF ORDINANCES
Ord. #1337 - An Ordinance to Amend Chapter 9, Section 9.03, of the Municipal Code of
the City of Muskego (Fireworks). Ald. Werner requested that the ordinance be referred
back to the Committee of the Whole in January. Ald. Werner moved to remove the
ordinance from the Council agenda and refer it back to the Committee of the
Whole. Ald. Borgman seconded; motion carried.
Ord. #1338 - An Ordinance to Amend Chapter 24, Section 24.04, of the Municipal Code
of the City of Muskego (Snowmobile Regulations - Designated Highways). Ald. Werner
stated that the proposed ordinance has been recommended by the Public Safety
Committee.
VOUCHER APPROVAL
Ald. Fiedler moved for approval of payment of General Vouchers in the amount of
$345,304.23. Ald. Harenda seconded. Motion carried 6 in favor.
Ald. Fiedler moved for approval of payment of Utility Vouchers in the amount of
$61,165.20. Ald. Werner seconded. Motion carried 6 in favor.

CITY OFFICIALS’ REPORTS
Ald. Soltysiak highly recommended the Muskego Police Department Citizen’s Academy.
Ald. Fiedler expressed his gratitude to the DPW employees for their snow removal
efforts.

Ald. Fiedler moved to adjourn at 8:07 p.m. Ald. Harenda seconded; motion
carried.
