MINUTES OF MEETING HELD APRIL 13, 2010
The meeting was called to order at 7:34 p.m. by Mayor Johnson. Present were Ald.
Schaumberg, Schneider, Werner, Borgman, Harenda, Snead, Fiedler and Secretary
McMullen. Those present recited the Pledge of Allegiance. The Secretary stated that
the meeting was noticed in accordance with the open meeting law on April 9, 2010.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Reso. #031-2010 - Recognition of Service - Frank Waltz. Ald. Werner moved for
adoption. Ald. Borgman seconded. Motion carried 7 in favor.
PUBLIC COMMENT
The following individuals registered to speak:
Mike Brandt, S67 W13015 Larkspur Drive, spoke on parks.
Parks
The taxpayers are the stakeholders and pay for parks.
He is not in favor of another park and feels parks are not utilized now.
The city had the opportunity to purchase the property before condos were
developed.
City employees were laid off due to budget cuts so why spend 10 million dollars
on a park.
The taxpayers of this community cannot afford it.

Explore possibility of having appointed officials attendance standards be a part of
the city’s charter or in compliance with Wisconsin State Law.
The person should be committed to the job and not just take up the seat.
Resolution #32-2010
Bring Back the Lake Project is too premature to apply for a grant.
Not in favor of pushing for a referendum that would cost $10,000.
She wants to receive all the facts at one time instead of in pieces.
Bring Back the Lake Plan exceeds current zoning code.
Dan Pavelko, S67 W14978 Koso Drive, spoke on Res. #32-2010.
Resolution #32-2010
Suggested not to apply for a Stewardship Grant until you have a better idea of
what the plan is for Bringing Back the Lake.
No need for a Special Election in the summer with the Fall Primary in September.
PUBLIC HEARING
To consider an amendment to Chapter 41, Section 41.06, of the Municipal Code
pertaining to amending the Park and Conservation Plan.

Community Development Director Jeff Muenkel spoke and reviewed the amendments to
Chapter 41.06.
The following individuals spoke:
Bob Knasinski, S70 W15770 Sandalwood Drive
Owners purchased condos knowing Moorland Park was behind them.
Not in favor of selling the land.
Concept plan will not work.
Mike Brandt, S67 W13015 Larkspur Drive
Questioned who came up with idea.
Interest paid on the Stewardship Grant will cost the taxpayers.
Spending has to stop.
Suzi Link, W172 S7297 Lannon Drive
Makes sense to utilize our park assets.
Live within our means in the community.
Cannot add another park without utilizing assets from other parks.
Agrees with this one and is a good idea.
Mayor declared the hearing closed at 8:02 pm.
CONSENT AGENDA
Reso. #37-2010 removed and not acted on. Reso. #32-2010 and #34-2010 were
removed from the consent agenda. Ald. Borgman moved to approve the remaining
items under the Consent Agenda. Ald. Schaumberg seconded. Motion carried 7
in favor.
The following items were approved:
Operators’ Licenses for Sandra Engelmann, Brian Frenz, Cathy Lee, Amber Mueller,
Lauren Roelke and Girolama Zizzo.

Lyle Fickau
Reso. #032-2010 - Authorization to Apply for a Stewardship Local Assistance Grant
(Bring Back the Lake Associated Project) Ald. Schaumberg moved to approve. Ald.
Borgman seconded. Motion carried 7 in favor.
Reso. #034-2010 - Approval of Agreement between the City of Muskego and Water
Bugs Ski Team, Inc. for Placement of a Water Ski Jump on Little Muskego. Ald.
Fiedler moved to amend and approve agreement adding “or no later than
September 28, 2010.” Ald. Werner seconded. Motion carried 7 in favor. (Page1, 1.

Schneider seconded. Motion carried 7 in favor.
Ord. #1316 - An Ordinance to Amend Chapter 1, Section 1.04, of the Municipal Code of
the City of Muskego (General Government - Appointed Officials). Second Reading.
Ald. Borgman moved for adoption. Ald. Schneider seconded. Motion defeated 7
not in favor.

Reso. #038-2010 - Resolution Authorizing the Issuance and Sale of $815,000 Taxable
General Obligation Refunding Bonds. Ald. Fiedler moved for adoption. Ald Werner
seconded. Motion carried 7 in favor.
Reso. #039-2010 - Resolution Authorizing the Issuance and Sale of $2,535,000 General
Obligation Promissory Notes. Ald. Fiedler moved for adoption. Ald Werner
seconded. Motion carried 7 in favor.

seconded. Motion carried 7 in favor.
LICENSE APPROVAL
Ald. Schneider moved to approve a Temporary License to Sell Fermented Malt
Beverages and Wine for Muskego Senior Taxi, W181 S8540 Lodge Blvd., for July
23, 2010. Ald. Werner seconded. Motion carried 7 in favor.
VOUCHER APPROVAL
Ald. Fiedler moved for approval of payment of General Vouchers in the amount of
$461,697.12. Ald. Snead seconded. Motion carried 7 in favor.
Ald. Fiedler moved for approval of payment of Utility Vouchers in the amount of
$179,756.39. Ald. Snead seconded. Motion carried 7 in favor.

Ald. Snead noted the invitation from Police Chief Paul Geiszler regarding an awards
