COMMON COUNCIL Minutes 20090825 COMMON COUNCIL - CITY OF MUSKEGO Approved: 09/08/2009 MINUTES OF MEETING HELD AUGUST 25, 2009 The meeting was called to order at 7:30 p.m. by Mayor Johnson. Also present were Ald. Fiedler, Schaumberg, Schneider, Werner, Borgman, Harenda, and Snead, and Deputy Clerk Blenski. Those present recited the Pledge of Allegiance. The Clerk stated that the meeting was noticed in accordance with the open meeting law on August 21, 2009. COMMUNICATIONS FROM THE MAYOR’S OFFICE Mayor Johnson noted that the Muskego Community Festival would be held this weekend as well as the annual Car Show at Sindic Motors. CONSENT AGENDA Ald. Borgman moved to approve the items under the Consent Agenda. Ald. Schneider seconded. Motion carried 7 in favor. The following items were approved: Common Council Minutes of August 11, 2009 Operators’ Licenses for John Hoeppner, Christopher Huber, Joel Ivalis, Tracey Polzin and Wendy Taylor Reso. #123-2009 - Authorize Execution of Labor Agreement Between the Muskego Police Association and the City of Muskego - January 1, 2009 - December 31, 2010 Reso. #124-2009 - Approval of Cost of Living Adjustment for Nonrepresented Employees of the City of Muskego - January 1, 2009 to December 31, 2010 Reso. #125-2009 - Award of Bid - Well 5 Pumping Station Demolition, Well 9 Pumping Station, and Well 13 Pumping Station Improvements and Water Main Reso. #126-2009 - Resolution of Eligibility for Exemption from the County Library Tax Levy for 2010 REVIEW OF COMMITTEE REPORTS The following minutes were reviewed: 7/28/2009 Finance Committee, 7/13/2009 Parks and Recreation Board, 7/21/2009 Mayor’s Task Force and 7/9/2009 Community Development Authority. OLD BUSINESS Ord. #1301 - An Ordinance to Amend Chapter 17 Zoning Ordinance, Section 13, of the Municipal Code of the City of Muskego (Wellhead Protection Overlay District). On the floor, deferred 8/11/2009. The Mayor stated a new public hearing would be held on September 8. Ald. Borgman moved to defer. Ald. Schneider seconded; motion carried. NEW BUSINESS Ord. #1303 - An Ordinance to Amend Chapter 18 Land Division Ordinance, Sections 18.21 and 18.46, of the Municipal Code of the City of Muskego (Open Space Dedication Common Council Minutes Page 2 August 25, 2009 Requirements). Second Reading. Borgman moved for adoption. Schneider seconded. Borgman moved to defer. Schneider seconded; motion carried. VOUCHER APPROVAL Ald. Fiedler moved for approval of payment of Utility Vouchers in the amount of $51,738.01. Ald. Snead seconded. Motion carried 7 in favor. Ald. Fiedler moved for approval of payment of Tax Checks in the amount of $20. Ald. Snead seconded. Motion carried 7 in favor. Ald. Fiedler moved for approval of payment of General Vouchers in the amount of $522,406.43. Ald. Snead seconded. Motion carried 7 in favor. Ald. Fiedler moved for approval of Wire Transfers for Debt Service in the amount of $68,535. Ald. Snead seconded. Motion carried 7 in favor. CITY OFFICIALS’ REPORTS The September calendar was reviewed. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Mayor Johnson stated he received correspondence from Waukesha County that the intersection of Racine and Woods would be redone in 2010.
