COMMON COUNCIL Minutes 20090728 COMMON COUNCIL - CITY OF MUSKEGO Approved: 08/11/2009 MINUTES OF MEETING HELD JULY 28, 2009 The meeting was called to order at 7:30 p.m. by Mayor Johnson. Also present were Ald. Schaumberg, Schneider, Werner, Borgman, Harenda, and Snead, Clerk-Treasurer Moyer, and City Attorney Molter. Ald. Fiedler was absent. Those present recited the Pledge of Allegiance. The Clerk stated that the meeting was noticed in accordance with the open meeting law on July 24, 2009. COMMUNICATIONS FROM THE MAYOR’S OFFICE The Mayor stated that he had an opportunity to accompany DNR personnel who recently banded the Osprey young. CONSENT AGENDA Ald. Borgman moved to approve the items under the Consent Agenda. Ald. Schneider seconded. Motion carried 6 in favor. The following items were approved: Common Council Minutes of July 14, 2009 Operators’ Licenses for Erica Fellenz, Carol Heinz, Julie Meil, Wendy Moran, Cindy Nelson, Cydney Roeder, Belinda Smalley and Tina Verhalen Reso. #109-2009 - Approval of Purchase of Vactor Sewer Cleaning Machine Reso. #110-2009 - Establishing Traffic Regulations (No Parking - Muskego Drive) Reso. #111-2009 - Approval of Distribution Easement to WE Energies Reso. #112-2009 - Approval of Developer’s Agreement and Letter of Credit Amount for Public Water Main Improvements for Wal-Mart REVIEW OF COMMITTEE REPORTS The following minutes were reviewed: 6/23/2009 Finance Committee, 5/19/2009 Mayor’s Task Force, 6/15/2009 Public Works Committee, 6/15/2009 Public Utilities Committee and 6/8/2009 Teen Advisory Board. OLD BUSINESS Ord. #1301 - An Ordinance to Amend Chapter 17 Zoning Ordinance, Section 13, of the Municipal Code of the City of Muskego (Wellhead Protection Overlay District). On the floor, deferred 7/14/2009. Ald. Borgman moved to defer. Ald. Harenda seconded. Motion carried 6 in favor. Ord. #1302 - An Ordinance to Recreate Chapter 3, Section 3.10, of the Municipal Code of the City of Muskego (To Establish Room Tax). Second Reading. Ald. Werner moved for adoption. Ald. Borgman seconded. Motion carried 6 in favor. Common Council Minutes Page 2 July 28, 2009 NEW BUSINESS Reso. #113-2009 - Approval of Agreements for Engineering Services and Permitting for the Ryan Road-Boxhorn Drive Channel Restoration. (The Mayor removed this resolution.) LICENSES Upon the recommendation of the Finance Committee, Ald. Werner moved to deny an Operator’s License for Steve Kendziora based on the applicant’s extensive record. Ald. Schneider seconded. Motion carried 6 in favor. VOUCHER APPROVAL Ald. Snead moved for approval of payment of General Vouchers in the amount of $339,058.83. Ald. Borgman seconded. Motion carried 6 in favor. Ald. Snead moved for approval of payment of Utility Vouchers in the amount of $165,779.77. Ald. Schneider seconded. Motion carried 6 in favor. Ald. Snead moved for approval of payment of Tax Checks Vouchers in the amount of $32.42. Ald. Borgman seconded. Motion carried 6 in favor. CITY OFFICIALS’ REPORTS The August calendar was reviewed.
