MINUTES OF ORGANIZATIONAL MEETING
HELD APRIL 21, 2009
The meeting was called to order at 7:00 p.m. by Mayor Johnson. Present were Ald.
Fiedler, Schneider, Werner, Borgman, Pavelko and Snead, and Clerk-Treasurer Moyer.
Ald. Schaefer was excused. City Attorney Eric Larson was also present.
Those present recited the Pledge of Allegiance. The Clerk noted that the meeting was
noticed in accordance with the open meeting law on April 17, 2009.
NEW BUSINESS
Ald. Pavelko presented comments as the outgoing Alderman of District 2.
The Honorable Judge Robert Mawdsley administered the oath of office to:
Kert Harenda Alderman District 2
Keith Werner Alderman District 4
Neome Schaumberg Alderman District 6
Noah Fiedler Alderman District 7
A Certificate of Election was given to each elected official. Aldermen Harenda and
Schaumberg took their places at the Council table.
Judge Mawdsley congratulated the officials on their election to office and spoke briefly.
Aldermen Harenda, Werner, Schaumberg and Fiedler presented their comments as
newly elected officials.
Reso. #052-2009 – Expressing Appreciation to Dan Pavelko. Borgman moved for
adoption. Snead seconded. Motion carried 7-0. Mayor Johnson presented the
resolution to Dan Pavelko.
Reso. #053-2009 - Expressing Appreciation to Tina Schaefer. Werner moved for
adoption. Schneider seconded. Motion carried 7-0. Mayor Johnson stated that
Ms. Schaefer had a family emergency and could not be present. He will ask her to
attend a future meeting so the resolution can be presented to her.
ELECTION OF COUNCIL PRESIDENT
Mayor noted the person receiving the highest vote total would be the Council
President.
The following nominations were made:
Alderman Snead
Alderman Borgman
Alderman Fiedler

On the first election ballot, the following votes were cast:
Alderman Snead 2
Alderman Borgman 2
Alderman Fiedler 3
Mayor Johnson stated that Alderman Fiedler was elected President of the Common
Council. Following the presentation given by City Attorney Larson, Ald. Fiedler stated
the City’s municipal code required that the president be elected by a majority vote of
the Council. Attorney Larson recommended that the vote be redone.
On the second election ballot, the following votes were cast:
Alderman Snead 3
Alderman Borgman 0
Alderman Fiedler 4
Alderman Fiedler was elected the Council President.
ELECTION OF COUNCIL REPRESENTATIVE TO THE PLAN COMMISSION
Mayor noted a 2/3 vote was required and ballots needed to be initialed.
On the nominating ballot, the following nominations were made:
Alderman Snead
Alderman Borgman
Alderman Fiedler
On the first election ballot, the following votes were cast:
Alderman Snead 2
Alderman Borgman 2
Alderman Fiedler 3
On the second election ballot, the following votes were cast:

Alderman Borgman 1
Alderman Fiedler 4
On the third election ballot, the following votes were cast:
Alderman Snead 1
Alderman Borgman 1
Alderman Fiedler 5
Alderman Fiedler was elected to serve as Council Representative to the Plan
Commission.

The Mayor noted that the person receiving the highest vote would be elected; ballots
must be initialed.
On the nominating ballot, the following nominations were made:
Alderman Borgman
Alderman Werner
On the first election ballot, the following votes were cast:
Alderman Borgman 2
Alderman Werner 5
Alderman Werner was elected to serve as Council representative to the Little Muskego
Lake Protection and Rehabilitation District.
Mayor Johnson stated his appointments to the various committee and boards were not
finalized.
Reso. #054-2009 - Appointment of Aldermen to Library Board, Parks & Recreation
Board, Conservation Commission and Community Development Authority. Borgman
moved for adoption. Schneider seconded. Motion carried 7-0.
City Attorney Eric Larson presented information regarding public records laws and
ethics.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Werner stated the Center Street pier is in.
Snead moved to adjourn at 8:23p.m. Fiedler seconded; motion carried.
