COMMON COUNCIL - CITY OF MUSKEGO Approved 1/27/09
MINUTES OF MEETING HELD JANUARY 13, 2009
Mayor Johnson called the meeting to order at 7:32 p.m. Present were Ald. Schaefer,
Schneider, Werner, Borgman, Pavelko, and Snead, Clerk-Treasurer Moyer, and City
Attorney Molter. Ald. Fiedler was excused. Those present recited the Pledge of
Allegiance. The Clerk stated that the meeting was noticed in accordance with the open
meeting law on 1/9/2009.
Mayor Johnson did not have anything to report under Communications. No one
registered to speak under Public Comment.
CONSENT AGENDA
Mayor Johnson stated that Reso. #005-2009 (Approval of Agreement with Jani-King for
Cleaning Services) would be removed from the Consent Agenda. Borgman moved to
approve the remaining items under the Consent Agenda. Schneider seconded.
Motion carried 6 in favor. The following items were approved:
Approval of Operators’ Licenses for David Borkowski, Travis Brandt, Richard Doede,
Chris Gamble, Ashley Hense, Amanda Koszarek, Deanne Schneider, Bridgett
Thompson, and Katie Vinohradsky.

Reso. #002-2009 - Approval of Purchase of 2009 Patrol Truck for the Public Works

Reso. #004-2009 - Approval of Certified Survey Map - Sonnentag
Reso. #006-2009 - Resolution to Adopt a Revised “Harassment and Discrimination in

NEW BUSINESS
Reso. #007-2009 - Resolution Combining Wards for Election Purposes (Spring Primary
Electon). Borgman moved for adoption. Snead seconded. Motion carried 6 in
favor.
REVIEW OF COMMITTEE REPORTS
Minutes of the 12/2/2008 Plan Commission, 11/18/2008 Mayor’s Task Force, 12/1/2008
2020 Comprehensive Planning Committee, 11/17/2008 Public Utilities Committee and
11/17/2008 Public Works Committee and 10/23/2008 and 11/20/2008 Teen Advisory
Board were reviewed.
Ord. #1289 - An Ordinance to Amend Chapter 42, Section 42.02 and Section 42.03 (c),
of the Municipal Code of the City of Muskego (Sexual Offenders Residency and
Loitering Restrictions). First Reading.

LICENSES
Schaefer moved for approval of a Temporary License to Sell Fermented Malt
Beverages and Wine for Special Olympics of Wisconsin-Greater Milwaukee Area
for the Polar Plunge event to be held at Muskego County Park on 2/8/2009.
Pavelko seconded. Motion carried 6-0.
VOUCHER APPROVAL
Pavelko moved for approval of payment of Utility Vouchers in the amount of
$50,030.65. Schneider seconded. Motion carried 6 in favor. Snead moved for
approval of payment of General Vouchers in the amount of $769,608.36. Werner
seconded. Motion carried 5 in favor and Schaefer abstaining. Snead moved for
approval of Tax Checks in the amount of $228,001.13. Werner seconded. Motion
carried 6 in favor.
CITY OFFICIALS’ REPORTS
Borgman commended the Public Works Department for the job it has done on clearing
the roads this winter. Snead stated the next Chamber “Business After Hours” event
was scheduled for 1/22/2009 at Venezia’s. Schaefer stated the Teen Advisory Board is
working on a summer activity.
CLOSED SESSION
Borgman moved to convene into closed session pursuant to Wis. Stats.
§19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session, more
specifically 2009 labor union negotiations. Schneider seconded. Motion carried
6 in favor. The City Attorney and Clerk were dismissed.
OPEN SESSION
Borgman moved to convene into open session at 7:55 p.m. Snead seconded;
motion carried.
ADJOURNMENT
Snead moved to adjourn at 7:56 p.m. Schaefer seconded; motion carried.
