MINUTES OF MEETING HELD JULY 8, 2008
Mayor Johnson called the meeting to order at 7:37 p.m. Present were Ald. Fiedler,
Schaefer, Schneider, Werner, Borgman, Pavelko, and Snead, Deputy Clerk Blenski,
and City Attorney Alexy. Those present recited the Pledge of Allegiance. The Deputy
stated that the meeting was noticed in accordance with the open meeting law on
7/3/2008.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
In conjunction with the National Recreation and Park Association, Mayor Johnson
proclaimed July as Recreation and Parks Month.
CONSENT AGENDA
Fiedler requested that the audio from the 6/24/2008 Common Council minutes be
reviewed regarding the statements made by Chris Buckmaster during the public hearing
on the proposed moratorium. He believes the minutes do not accurately reflect what
Mr. Buckmaster stated. Werner moved to defer approval of the 6/24/2008 Common
Council minutes. Fiedler seconded; motion carried. Borgman moved to approve
the remainder of the Consent Agenda. Schneider seconded. Motion carried 7 in
favor. The following items were approved:
Approval of Operators’ Licenses for Wendy Arndt, Robert Bankenbusch, Dalwinder
Bhela, Kristin Bissett, Therese Blight, Elaine Blonigen, Joe Boeck, Anna D’Amato,
Danielle Donnell, Jessica Duchac, Adam Drake, Christine Fell, Noreen Forrest, Kelly
Froehlich, Scott Meddaugh, Theresa Myers, Kristine Nimmer, Penny Pedersen,
Margarita Peterson, Barbara Saladin, April Satter, Patti Schulz, Beverly Seidl, Donna
Serdynski, Joseph Vagnini, and Richard Vernon Jr.
Reso. #134-2008 - Approval of Various License Applications for the City of Muskego for
the Licensing Period July 1, 2008 to June 30, 2009.
Reso. #135-2008 - Resolution Accepting Dedication of Public Improvements for
Candlewood Creek Addition No. 1.
Reso. #136-2008 - Approval of Reduction in Letter of Credit for Candlewood Creek
Addition No. 1.
Reso. #137-2008 - Approval of Reduction in Letter of Credit for McIntyre Development.
Reso. #139-2008 - Resolution Authorizing the Mayor to Approve Vouchers.
Reso. #140-2008 - Approval of Reduction in Letter of Credit for Forest Glen.
REVIEW OF COMMITTEE REPORTS
Minutes of the 6/10/2008 Committee of the Whole, 5/28/2008 Library Board, and
6/2/2008 2020 Comprehensive Planning Committee were reviewed.
OLD BUSINESS
The Mayor noted that the next two items needed to be deferred as the Plan
Commission has not made a recommendation to date.

Ord. #1275 - An Ordinance to Amend the 2010 Comprehensive Plan from Rural Density
Residential to Medium Density Residential (Knudsen - Tax Key No. 2190.994.027). On
the floor, deferred 6/24/2008. Borgman moved to defer. Fiedler seconded; motion
carried.
Ord. #1278 - An Ordinance Declaring a Moratorium on Land Divisions, 2010 Map
Amendments, and Rezoning Petitions for Certain Properties Primarily Consisting of
Rural, Agricultural, and Conservation Properties in the City of Muskego. Second
Reading. Borgman moved for adoption. Werner seconded. Borgman moved to
defer. Werner seconded; motion carried.
NEW BUSINESS
Reso. #138-2008 - Resolution Denying an Insuran ce Claim - Jill McIntyre. Borgman
moved for adoption. Pavelko seconded. Werner moved to defer because the
Finance Committee deferred the issue; the homeowner will be requested to
submit actual receipts for the committee to review. Fiedler seconded; motion
carried.
LICENSES
Werner moved for approval of an Outside Dance Permit for Marx Pioneer Inn.
W180 S7808 Pioneer Drive for 8/9/2008. Fiedler seconded; motion carried.
Borgman moved for approval of a Class “C” Dance License and a Temporary
“Class B”/Class “B” Retailers’ License for the Sale of Wine/Beer for Muskego
Community Festival, Inc. for 8/22/2008, 8/23/2008 and 8/24/2008. Schaefer
seconded; motion carried.
VOUCHER APPROVAL
Snead moved for approval of payment of General Vouchers in the amount of
$508,954.85. Borgman seconded. Motion carried 7-0. Pavelko moved for
approval of payment of Utility Vouchers in the amount of $17,262.48. Schneider
seconded. Motion carried 7-0.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Snead gave an update on upcoming Chamber events. Schaefer stated that the
agendas for the 2020 Comprehensive Planning Committee would identify the specific
quarter sections of the City that will be discussed at each meeting. She also noted that
a tour of Lake Denoon could be conducted on 7/18/2008. Werner thanked those
involved for the Little Muskego Lake tour, which was very educational.
