MINUTES OF MEETING HELD MARCH 11, 2008
Mayor Johnson called the meeting to order at 7:40 p.m. Present were Ald. Fiedler,
Schaefer, Werner, Borgman, and Pavelko, City Administrator Sheiffer, Clerk-Treasurer
Moyer and City Attorney Alexy. Ald. Melcher and Snead were excused. Those present
recited the Pledge of Allegiance. The Clerk stated that the meeting was noticed in
accordance with the open meeting law on 3/7/2008.
No one registered to speak under Public Comment.
CONSENT AGENDA
Borgman moved to approve the Consent Agenda subject to removal of Reso.
#052-2008. Fiedler seconded. Motion carried 5-0.

and Dolan.

NEW BUSINESS
Reso. #052-2008 - Approval of Intergovernmental Agreement for Reconstruction of
West Ryan Road in the City of Muskego Under a City of Franklin Road Construction
Contract. Borgman moved for adoption. Fiedler seconded. Borgman moved to
defer. Schaefer seconded; motion carried.
REVIEW OF COMMITTEE REPORTS
Minutes of the 2/12/2008 Finance Committee, 2/12/2008 Committee of the Whole,
2/5/2008 Plan Commission, 1/23/2008 Library Board, 10/8/2007 Conservation
Commission, 1/29/2008 Mayor’s Task Force, 2/19/2008 2020 Comprehensive Planning
Committee, 11/15/2007 and 12/13/2007 Teen Advisory Board were reviewed.
OLD BUSINESS
Ord. #1272 - An Ordinance to Amend the Zoning Map of the City of Muskego (Kuehn
Properties, LLC - M-2 to B-2). Second Reading. Tabled on 2/26/2008. Borgman
moved to remove from the table. Werner seconded; motion carried. Borgman
moved for adoption. Schaefer seconded. Schaefer stated the rezoning is in her
district and there was no opposition from the residents in the area. Motion carried 5-0.

LICENSES
Werner moved for approval of an Operator’s License for John Anastasi, Matthew
Cerra, Janine Kolbeck, Stephen Panitzke and Danielle Sorensen. Borgman
seconded. Motion carried 5-0.
Borgman moved to approve the time of 7:00 a.m. to 11:00 p.m. for the licensed,
outside premise of The Gingerbread House located at S63 W16147 College
Avenue, which holds a “Class B” Retailers’ License. Werner seconded. Motion
carried 5-0.
Werner moved for approval of a Temporary Class “B” Retailers’ License for the
Sale of Fermented Malt Beverages for Bethlehem Lutheran Church, W124 S9995
North Cape Road, for April 19, 2008. Borgman seconded. Motion carried 5-0.
VOUCHER APPROVAL
Borgman moved for approval of payment of General Vouchers in the amount of
$535,507.97. Werner seconded. Motion carried 5-0. Schaefer moved for approval
of payment of Utility Vouchers in the amount of $154,676.31. Werner seconded.
Motion carried 5-0. Borgman moved for approval of payment of Tax Checks in
the amount of $2,866.66. Werner seconded. Motion carried 5-0.
CITY OFFICIALS’ REPORTS
Ald. Pavelko and Fiedler indicated they would not be present at the next Council
meeting.
CLOSED SESSION
Borgman moved to convene into closed session pursuant to Wis. Stats.
§19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility, more specifically to discuss interviewed
semifinalists/compensation for City Engineer. Werner seconded. Motion carried
5-0. The Clerk-Treasurer and City Attorney were dismissed.
OPEN SESSION
Borgman moved to convene into open session. Pavelko seconded; motion
carried.
ADJOURNMENT
Schaefer moved to adjourn at 8:10 p.m. Fiedler seconded; motion carried.
