MINUTES OF MEETING HELD JUNE 26, 2007
Mayor Johnson called the meeting to order at 7:38 PM. Present were Ald.
Fiedler, Schaefer, Melcher, Werner, Borgman, Pavelko, and Snead, City Attorney
Molter, City Administrator Sheiffer and Clerk-Treasurer Moyer. Those present
recited the Pledge of Allegiance. Ms. Moyer stated that the meeting was noticed
in accordance with the open meeting law on 6/22/2007.
CONSENT AGENDA
Regarding Resolution #138-2007, the Mayor noted that the Finance Committee
recommended approval of the Archery, Trap & Rifle License for Boxhorn Gun
Club subject to approval of the Building Inspection Department. Borgman
moved to approve the Consent Agenda. Snead seconded. Motion carried
7-0.

OLD BUSINESS
Ord. #1254 - An Ordinance to Amend the Zoning Map of the City of Muskego
(Oschmann - BL-2 to RM-2 and BL-2 to RS-3). On the floor, deferred 6/12/2007.
Pavelko moved to defer. Schaefer seconded; motion carried
Ord. #1255 - An Ordinance to Amend the Zoning Map of the City of Muskego
(Alesci Enterprises, Inc. - EA and SW to RSE and SW). Second Reading.
Fielder moved for adoption. Borgman seconded. Mayor Johnson stated that
the Plan Commission recommended the rezoning unanimously. Melcher stated
he does not support the rezoning and will vote no. The development will add
traffic to an area that is already congested because of its proximity to the high
school. The Mayor stated this was strictly a rezoning issue and the concerns
regarding the development will be addressed in the future. Motion carried 6 in
favor and Melcher voting no.
Ord. #1256 - An Ordinance to Amend Chapter 38 of the City of Muskego
Municipal Code (Nonmetallic Mining). Second Reading. Borgman moved for
adoption. Fiedler seconded. Motion carried 7-0.
Ord. #1257 - An Ordinance to Amend Chapter 18, Sections 18.50 and 18.90, of
the City of Muskego Municipal Code (Roadway and Utility Improvements
Surrounding New Developments). Second Reading. Fiedler moved for
adoption. Borgman seconded. Melcher moved to amend to change the
word “recommendation” to “information” in 18.50 (2) and (3) and 18.90 (2)
and (3). Borgman seconded. Motion carried 7-0. Ordinance #1257, as
amended, adopted 7-0.
Ord. #1258 - An Ordinance to Repeal and Recreate Chapter 29 of the City of
Muskego Municipal Code (Erosion Control). First Reading.
LICENSES
Melcher moved for approval of an Operator’s License for Lisa Borkoski,
Brittany Greene, Scott Groh and Rachel Knight and approval to renew the
following Operators’ Licenses: Tiffany Banaszak, Bobbi Jo Butler, Sharon
Faherty, Clark Fischer, Matthew Fischer, David Gajewski, James Gollwitzer,
Sandra Gollwitzer, Terri Kadow, Cindy Kaminski, Susan Kummer, Donna
Morris, Anita Nogalski, Heidi Reise, Kathleen Rynders and Gordon Shafer.
Borgman seconded. Motion carried 7-0.

Werner moved for approval of an Outside Dance Permit and Amendment to
Premise for Spitfires Food & Spirits (Vera Pires) for 9/8, 9/9 and 9/10/2007

as recommended by the Finance Committee. Borgman seconded. Motion
carried 7-0.
Borgman moved for approval of a Class “B” Beer License and “Class C”
Wine License for Toko Haru of Muskego LLC, Wai Ming Kwan Agent for the
2007-2008 license year. Werner seconded. Motion carried 7-0.
VOUCHER APPROVAL
Borgman moved for approval of payment of General Vouchers in the
amount of $357,387.17. Melcher seconded. Motion carried 7-0. Borgman
moved for approval of payment of Utility Vouchers in the amount of
$223,736.42. Melcher seconded. Motion carried 7-0.
CITY OFFICIALS’ REPORTS
The July calendar was reviewed.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald. Pavelko stated that the Senior Focus Committee is looking for input from the
Council for future projects. Ald. Snead encouraged the Council members to
attend the Muskego Police Department Citizen’s Academy to be held this fall.

Snead moved to adjourn at 8:08 PM. Borgman seconded; motion carried.
