CCM20061024 COMMON COUNCIL - CITY OF MUSKEGO Approved: 11/14/2006 MINUTES OF MEETING HELD OCTOBER 24, 2006 The meeting was called to order at 7:35 PM by Mayor Damaske. Present were Ald. Borgman, Buckmaster, Madden, Melcher, Schaefer and Snead, City Attorney Larson, City Administrator Sheiffer, Engineering/Building Inspection Director McMullen and Clerk-Treasurer Moyer. Ald. Salentine was absent. Those present recited the Pledge of Allegiance. The Clerk stated that the meeting was noticed in accordance with the open meeting law on 10/20/2006 and as amended on 10/23/2006. COMMUNICATIONS FROM THE MAYOR’S OFFICE Reso. #193-2006 - Honoring Muskego AFS USA Student Ragnhild Tunestveit. Buckmaster moved for adoption. Schaefer seconded. Motion carried 6-0. Mayor Damaske presented the resolution to Ragnhild. Reso. #194-2006 - Honoring Muskego AFS USA Student Nazli Dincel. Madden moved for adoption. Borgman seconded. Motion carried 6-0. Mayor Damaske presented the resolution to Nazli. Reso. #195-2006 - Recognition of 36 Years of Service - John R. Johnson. Buckmaster moved for adoption. Schaefer seconded. Motion carried 6-0. The Mayor presented the resolution to John. John thanked present and past officials for allowing him to serve. No one registered to speak under the Public Comment section. PUBLIC HEARING The Clerk read the public hearing notice to consider levying special assessments for water improvement assessment area for the Lake Lore/Tudor Oaks Well House Demolition project. Mr. McMullen noted that the project was rebid and the cost came in substantially lower. The total project cost is $13,741.20. The total estimated assessable cost is $13,742.80. The total cost of the assessment for each residential unit is $63.92. The assessment for Tudor Oaks is $5,103.60, which is based on their water capacity assessment. No one requested to speak on the issue. The Mayor declared the hearing closed at 7:52 PM. Mr. McMullen was dismissed. CONSENT AGENDA Borgman moved to approve the Consent Agenda items engross. Melcher seconded; motion carried. The following items were approved: Common Council Minutes of 10/10/2006 and 10/12/2006 Reso. #196-2006 - Approval of Certified Survey Map - Ward. Reso. #197-2006 - Designating Public Depositories and Authorizing Withdrawal of City of Muskego Monies. Reso. #198-2006 - Approval of Revolving Loan Fund Application (Stella & Chewy’s LLC). Reso. #199-2006 - Approval of Letter of Credit Reductions (Oakridge Glen, MRED Commercial and Woodland Creek). REVIEW OF COMMITTEE REPORTS Minutes of the 9/26/2006 Finance Committee, 10/3/2006 Plan Commission, 9/18/2006 Public Utilities Committee, 10/5/2006 Public Works Committee, 9/11/2006 Parks and Recreation Board, 9/25/2006 Citizen Study Committee on the Future of City Owned Settlement Center Property, 5/15/2006 Community Development Authority and 7/20/2006, 9/7/2006, 9/22/2006 and 10/5/2006 Police and Fire Commission were reviewed. OLD BUSINESS Ord. #1237 - An Ordinance to Establish the Salary for Mayor for 2008-2011 Term. Second Reading. On the floor, deferred 10/10/2006. Buckmaster moved to defer. Borgman seconded; motion carried. LICENSES Madden moved for approval of regular operators’ licenses for Nancy Kerns, Amy Bradley, Kayhla Perez, Lindsay Robinson (subject to receipt of police report) and Casey Larson. Snead seconded. Motion carried 6-0. Borgman moved for approval of a Temporary “Class B”/Class “B” License for St. Leonard Congregation for 11/11/2006. Madden seconded. Motion carried 6-0. VOUCHER APPROVAL Madden moved for approval of payment of General Vouchers in the amount of $507,446.01. Borgman seconded. Motion carried 6-0. Madden moved for approval of payment of Utility Vouchers in the amount of $548,291.10. Borgman seconded. Motion carried 6-0. CITY OFFICIALS’ REPORT City Administrator gave an update on the study being done by Tri-Data. A draft should be available at the beginning of January. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW The November calendar was reviewed. It was announced that the Common Council would convene into closed session. Borgman moved to convene into closed session pursuant to Wis. Stats. §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, more specifically labor negotiations with Public Works and Utilities Departments. Schaefer seconded. Motion carried 6-0. The City Atty. and Clerk-Treasurer were dismissed and not present for closed session. Reso. #201-2006 - Authorize Execution of the Labor Agreement between the Public Works and Utilities Departments and the City of Muskego January 1, 2006 - December 31, 2007. Borgman moved for adoption. Melcher seconded. Motion carried 5-0 with Schaefer abstaining. ADJOURNMENT Borgman moved to adjourn at 8:24 PM. Madden seconded; motion carried.
