CCM20061010 COMMON COUNCIL - CITY OF MUSKEGO Unapproved MINUTES OF MEETING HELD OCTOBER 10, 2006 The meeting was called to order at 7:30 PM by Mayor Damaske. Present were Ald. Salentine, Borgman, Buckmaster, Madden, Melcher, Schaefer and Snead, City Attorney Molter, City Administrator Sheiffer, and Clerk-Treasurer Moyer. Those present recited the Pledge of Allegiance. The Mayor stated that the meeting was noticed in accordance with the open meeting law. The Mayor noted that the Council would go into closed session at the end of the meeting. COMMUNICATIONS FROM THE MAYOR’S OFFICE The new mailboxes can now be used. A special Common Council meeting will be held on Thursday, October 12 at 7:30 to discuss the fourth quarter agreement with the Tess Corners Volunteer Fire Department in closed session. No one registered to speak under the Public Comment section. CONSENT AGENDA Salentine moved to approve the Consent Agenda items engross. Borgman seconded; motion carried. The following items were approved: Common Council Minutes of 9/26/2006 and 10/3/2006 Reso. #188-2006 - Resolution to Set Public Hearing Date for 2007 Budget Reso. #189-2006 - Resolution Appointing Emergency Management Coordinator Reso. #190-2006 - Determination of Nonsubstantial Change to the St. Andrews Village Planned Development REVIEW OF COMMITTEE REPORTS Minutes of the 9/12/2006 Finance Committee, 9/19/2006 Plan Commission, 8/14/2006 Public Works Committee, 8/23/2006 Library Board, 8/14/2006 Conservation Commission, 9/14/2006 Committee of the Whole and 9/11/2006 Citizen Study Committee on the Future of City Owned Settlement Center Property were reviewed. OLD BUSINESS Ord. #1237 - An Ordinance to Establish the Salary for Mayor for 2008-2011 Term. Second Reading. On the floor, deferred 9/26/2006. Salentine moved to defer. Madden seconded; motion carried. Ord. #1239 - An Ordinance to Amend the 2010 Comprehensive Plan (Kaestner-Kinart Properties LLC - Fenwick Estates Subdivision). Second Reading. The Mayor stated that the petitioner submitted a letter requesting withdrawal. NEW BUSINESS Reso. #191-2006 - Approval of Preliminary Plat - Fenwick Estates Subdivision. The Mayor stated that the petitioner submitted a letter requesting withdrawal. Common Council Minutes Page 2 October 10, 2006 LICENSES Salentine moved for approval of regular operators’ licenses for Muamet Rustemi, Nathan Schacht, Patrick Wielgosh, Alexandra Giganti, Timothy Frank and Shawn Weltzin (with a 3, 6, 9 and 12-mo. review). Borgman seconded. Motion carried 7- 0. VOUCHER APPROVAL Salentine moved for approval of payment of General Vouchers in the amount of $790,198.72. Borgman seconded. Motion carried 7-0. Madden moved for approval of payment of Utility Vouchers in the amount of $116,230.30. Borgman seconded. Motion carried 7-0. CITY OFFICIALS’ REPORT City Administrator Sheiffer stated that appointments could be scheduled for the aldermen to meet with the consultants doing the fire study on Sunday, October 22, 2006. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Buckmaster noted that the Common Council determined that the Public Works Committee would be the point of authority for the immediate needs of the Settlement Center grounds. Melcher stated that the Citizen Study Committee has requested the Council members provide input. Buckmaster stated that would be accomplished through the Public Works Committee. It was announced that the Common Council would convene into closed session. Buckmaster moved to convene into closed session pursuant to Wis. Stats. §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, more specifically update on labor negotiations with Public Works and Utilities Departments. Salentine seconded. Motion carried 7-0. The City Atty. and Clerk-Treasurer were dismissed and not present for closed session. Borgman moved to reconvene into open session.
