MINUTES OF MEETING HELD JUNE 27, 2006
The meeting was called to order at 7:55 PM by Mayor Damaske. Present were Ald.
Salentine, Borgman, Buckmaster, Madden, Melcher, Schroeder, and Snead, City
Attorney Molter, City Administrator Sheiffer, and Clerk-Treasurer Moyer. Those present
recited the Pledge of Allegiance. The Clerk stated the meeting was noticed in
accordance with the open meeting law on 6/23/2006.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
The Mayor stated that two meetings took place with Mr. Dyer regarding the Parkland
Mall site. A new developer is now involved and the Mayor is optimistic that this will
move forward. Another meeting is scheduled for July 13.
PUBLIC HEARING
The Clerk read the public hearing notice to consider petition of Lettye Bertram to rezone
property on Parker Road known as Tax Key Number 2277.996.002 from EA - Exclusive
Agricultural District to A - Agricultural District for the purpose of a future land division.
Linda Haita, S98 W21184 Parker Drive, stated she is the owner of a 40-acre parcel on
Parker. Ms. Bertram is interested in purchasing four of the 40 acres for construction of
a home in the future. The rezoning from EA to A is required to do so. It was clarified
that only the four-acre parcel is proposed to be rezoned at this time. As there was no
one else who requested to speak, the Mayor declared the hearing closed at 8:02 PM.
CONSENT AGENDA
Salentine moved to approve the Consent Agenda items engross. Madden
seconded; motion carried. The following items were approved:

Reso. #132-2006 - Approval of an Extraterritorial Certified Survey Map - Doll’s
Creekside Estate LLC - Town of Vernon.
Reso. #133-2006 - Approval of an Extraterritorial Preliminary Plat - Creekside Estates -
Town of Vernon.
Reso. #134-2006 - Approval of Various License Applications for the City of Muskego for
the Licensing Period July 1, 2006 to June 30, 2007.
Reso. #135-2006 - Wisconsin Department of Natural Resources NR 208 - Compliance
Maintenance Resolution 2006.
Reso. #136-2006 - Resolution to Extend Temporary Part-Time Clerk/Telecommunicator
Position.
Reso. #137-2006 - Approval of Agreement with Jani-King, Inc. for Cleaning Services.
REVIEW OF COMMITTEE REPORTS
Minutes of the 5/23/2006 Finance Committee, 6/6/2006 Plan Commission, 5/15/2006
and 6/9/2006 Public Works Committee, 5/8/2006 Parks and Recreation Board and
5/25/2006 Committee of the Whole were reviewed.

OLD BUSINESS
Ord. #1227 - An Ordinance to Amend the Zoning Map of the City of Muskego (Burke
Properties RCE/OPD and A to RSE/OPD and A to A). On the floor, deferred 6/13/2006.
Buckmaster moved to defer. Salentine seconded; motion carried.
Ord. #1229 - An Ordinance to Amend the 2010 Comprehensive Plan of the City of
Muskego. On the floor, deferred 6/13/2006. Buckmaster moved to defer. Schroeder
seconded; motion carried.
Reso. #129-2006 - A Resolution to Adopt a Procedure that Allows for Use of Public
Comment During Common Council Meetings. On the floor, deferred 6/13/2006.
Melcher expressed objection that submittal of public comment would be restricted to
property owners. The Council agreed that “property owners” was too restrictive and the
language in the original resolution, “City residents and City taxpayers” was preferred.
Motion carried 6 in favor and Melcher voting no.
NEW BUSINESS
Reso. #138-2006 - Resolution to Adopt City of Muskego Leave Donation Policy.
Salentine moved for adoption. Madden seconded. Motion carried 7-0.
Reso. #139-2006 - Resolution Further Establishing and Defining a Citizen Committee to
Study and Make Recommendations to the Common Council Concerning the Future of
City-Owned Settlement Center Property. Buckmaster moved for adoption. Madden
seconded. Motion carried 7-0.
Reso. #140-2006 - Acceptance of Committee Recommendations Regarding
Expenditures for Repair Work to be Completed at the Wollmann House and Old School
House (Settlement Center). Buckmaster moved for adoption. Madden seconded.
Motion carried 7-0.
Ord. #1231 - An Ordinance to Amend the Zoning Map of the City of Muskego
(Betram/Haita - EA to A). First Reading.
LICENSES
Salentine moved for approval of regular operators’ licenses for Anna Mary
Adkinson, Katrina Chesnik, Marianne Ekstrand and Susan Sankey with a 3, 6, 9
and 12-month review as recommended by the 6/27/2006 Finance Committee.
Schroeder seconded. Motion carried 7-0.
Salentine moved for approval of the renewal of operators’ licenses for Alissa
Beyer, Angela Geraci, Jan Kuzmic, Lisa Schwarz, Gursewak Singh, Lisa
Maciosek, Sandra Rakowski, Heather Stigler, Nicholas Schmidt, Kathleen Heinz
and Tammy Pulczinski as recommended by the 6/27/2006 Finance Committee.
Schroeder seconded. Motion carried 7-0.

VOUCHER APPROVAL
Salentine moved for approval of payment of General Vouchers in the amount of
$912,217.82. Schroeder seconded. Motion carried 7-0. Madden moved for
approval of payment of Utility Vouchers in the amount of $172,252.55. Schroeder
seconded. Motion carried 7-0.
CITY OFFICIALS’ REPORTS
The July calendar was reviewed. A Committee of the Whole meeting was scheduled for
Thursday, July 20.

Buckmaster moved to adjourn at 8:27 PM. Madden seconded; motion carried.
