CCM20050915sp COMMON COUNCIL - CITY OF MUSKEGO Unapproved MINUTES OF SPECIAL MEETING HELD SEPTEMBER 15, 2005 The meeting was called to order at 6:50 PM by Mayor Damaske. Also present were Ald. Melcher, Borgman, Madden, Patterson, Salentine and Schroeder and Recording Secretary Dunahee. Ald. Buckmaster arrived at 6:53 PM. Those present recited the Pledge of Allegiance. Ms. Dunahee stated the meeting was properly noticed. OLD BUSINESS Reso. #173-2005 - Award of Bid - Idle Isle Park Shelter. On the floor, deferred 9/13/2005. A draft of the agreement between the City and Water Bugs Ski Team was discussed. The proposed agreement will outline the portion that the organization will pay for use of the Idle Isle Pavilion ($94,390). The $94,390 represents 34% of the total contract cost for the building, which is $274,900. Some of the aldermen expressed concern about awarding the bid without a signed commitment from the Water Bugs. Ald. Melcher stated the Water Bugs are well aware of the dollar amount and are willing and able to commit to paying their portion. He believes the organization has sufficient supporters that will provide assistance. Ald. Buckmaster stated the Parks & Recreation Board has given this project priority and has approved the expenditure. Ald. Schroeder stated that the proposed building contains improvements specifically for the Water Bugs. He believes if the Water Bugs cannot pay their portion, the project should be scaled down and rebid. Ald. Buckmaster disagreed stating the Parks & Recreation Board has covered everything. He believes the building should be there whether the Waters Bugs use it or not. Ald. Schroeder moved to amend to add, “BE IT FURTHER RESOLVED That prior to September 23 the Water Bugs Ski Team will provide the City with a letter stating their support for their portion of the contract in the amount of $94,390 to be paid over a period of ten years.” Ald. Patterson seconded; motion carried. The Council agreed to defer the item to the September 27 meeting. ADJOURNMENT Ald. Patterson moved to adjourn at 7:18 PM. Ald. Borgman seconded; motion carried.
